This article examines the geopolitical dynamics associated with the African Union (AU) and United Nations hybrid operation in Darfur (UNAMID) from the start of the Darfur conflict in 2003 until the time when UNAMID became fully operational in 2011. It provides an overview of the complex forces and geopolitical dynamics that affected the deployment of UNAMID and shaped its unique hybrid character. It mainly highlights those primary geopolitical factors that hindered the full deployment of UNAMID. It is concluded that this period was a showcase for the newly established AU and its support for its member states, as well as a new approach for the international community to maintain international peace and security in alliance with regional organisations.  相似文献

The period after 9/11 can be characterised as the terrorism moment in world history. Every actor in international relations—the state, regional, continental and international as well as civil society organisations—has been mobilised to combat what, apparently has been conceived as a common security threat to humanity. The transformation of the Organisation of African Unity (OAU) into the African Union (AU) was a divine coincidence at a time when multilateralism and international cooperation were being challenged by the threat of terrorism. In the post-9/11 period, the main concern of the Union has been to reinforce and implement existing counter-terrorism instruments adopted at the continental level in coordination with states and regional organisations. This article discusses and appraises the endeavours undertaken by the AU and its precursor organisation, the OAU, in tackling and dealing with the threat of terrorism despite limitations to its human and financial resources. In recognition of the nature of the states in Africa and the challenges facing the Union, we argue that the role of the AU remains critical in order to fill the gaps where its member states or regional mechanisms are lacking. In this regard, we stress that the role of the AU should be complementary and serve as an interface between the continent and the international community, including the United Nations.  相似文献

After only ten years in existence, the African Union (AU) has already made its mark on the landscape of peace and security in Africa. This paper seeks to explore the relationship between the AU's leading collaborative interstate security policy, the African Peace and Security Architecture (APSA), and sustainable peace in the Horn of Africa. It examines four countries – Djibouti, Eritrea, Ethiopia, and Kenya – and how engaging with the APSA through early warning systems can contribute to developing the elements necessary for sustainable peace, namely regional stability, conflict management, and good governance.  相似文献

Abstract

In issue 33/1 of The Journal of Strategic Studies, John Nagl and Brian Burton were provided with the opportunity to respond to the observations we made in our article, ‘Whose Hearts and Whose Minds? The Curious Case of Global Counter-Insurgency’, which appeared in the same issue. Nagl and Burton's reply, however, did not overtly address the points raised in our article, but instead offered a re-statement of the precepts of classical counter-insurgency (COIN). While we certainly recognise the value of counter-insurgency methods in conflicts such as those in Iraq and Afghanistan, Nagl and Burton's reply overlooks our original concerns about the limited utility of neo-counter-insurgency thinking outside these environments and the dangerous political implications it contains. They further ignore our core contention that a narrow preoccupation with theatre-specific technique has profound limitations when offered as a universal panacea to address complex transnational threats.  相似文献

In recent years a number of commentators have posited that the British reputation for conducting small wars has suffered in the wake of setbacks in Iraq and Afghanistan. The argument here contests whether such a tradition can be truly said to have ever existed. A close examination of this supposed tradition reveals it to be a myth. In fact, rarely have the British armed forces claimed a facility for counter-insurgency or small war. Invariably, commentators outside the Army have ascribed the tradition to them. Most notably, commentators in the United States keen to discern practices of minimum force or rapid institutional learning generated the narrative of British COIN expertise. Ultimately, what this myth reveals is that, when deconstructed, it is political will, not an ingrained understanding of fighting insurgencies, that has determined Britain's success, or otherwise, in so-called small wars.  相似文献

Until only recently, the mechanism behind determining item price has been ignored and the discount price taken as a given in quantity-discount inventory decision problems. Inventory subject to declining demand further complicates both pricing and replenishment decisions. This article provides the vendor with the means for optimally determining both the discount price and replenishment order frequency for all buyers in the system in an environment of declining demand. In the multiple-buyer case, we provide an efficient algorithm for classifying buyers into homogeneous subgroups to further enhance joint cost savings among all system participants.  相似文献

We consider the salvo policy problem, in which there are k moments, called salvos, at which we can fire multiple missiles simultaneously at an incoming object. Each salvo is characterized by a probability pi: the hit probability of a single missile. After each salvo, we can assess whether the incoming object is still active. If it is, we fire the missiles assigned to the next salvo. In the salvo policy problem, the goal is to assign at most n missiles to salvos in order to minimize the expected number of missiles used. We consider three problem versions. In Gould's version, we have to assign all n missiles to salvos. In the Big Bomb version, a cost of B is incurred when all salvo's are unsuccessful. Finally, we consider the Quota version in which the kill probability should exceed some quota Q. We discuss the computational complexity and the approximability of these problem versions. In particular, we show that Gould's version and the Big Bomb version admit pseudopolynomial time exact algorithms and fully polynomial time approximation schemes. We also present an iterative approximation algorithm for the Quota version, and show that a related problem is NP-complete.  相似文献
