The nature of crime and conflict is rapidly evolving. Postmodern war is increasingly influenced by non-traditional and irregular combatants: non-state soldiers. These actors are exploiting technology and networked doctrine to spread their influence across traditional geographic boundaries. This emphasis on non-traditional actors accompanies a shift in political and social organization. This shift may well be a shift in state form: from nation-state to market-state. This transition is fueled by rapid developments in technology and the adoption of network organizational forms. Conflict during this transition blurs the distinctions between and among crime, terrorism and warfare. One of the most commonly expressed opinions about victory in the Second World War is that the Soviet Union was mostly responsible for beating Nazi Germany. Supposedly the great land war fought between these two powers in the East was the decisive front in Europe. The West's contribution to German defeat, on the other hand, is often seen as somewhat marginal. The Anglo‐American strategic bombing campaign in 1943 paid few dividends and it was not until after the Normandy landings in June 1944 that the West really began to divert a large amount of German resources. The purpose of this article is to challenge some of these basic notions. Through analysing what Germany produced, where it was sent and how it was destroyed, the West's contribution to defeating Germany moves from an ancillary position to a dominant one. Taking German war production as a whole, from 1943 onwards the West was responsible for tying down and destroying a significantly larger share than the Soviet Union. 相似文献

We undertake inference for a stochastic form of the Lanchester combat model. In particular, given battle data, we assess the type of battle that occurred and whether or not it makes any difference to the number of casualties if an army is attacking or defending. Our approach is Bayesian and we use modern computational techniques to fit the model. We illustrate our method using data from the Ardennes campaign. We compare our results with previous analyses of these data by Bracken and Fricker. Our conclusions are somewhat different to those of Bracken. Where he suggests that a linear law is appropriate, we show that the logarithmic or linear‐logarithmic laws fit better. We note however that the basic Lanchester modeling assumptions do not hold for the Ardennes data. Using Fricker's modified data, we show that although his “super‐logarithmic” law fits best, the linear, linear‐logarithmic, and logarithmic laws cannot be ruled out. We suggest that Bayesian methods can be used to make inference for battles in progress. We point out a number of advantages: Prior information from experts or previous battles can be incorporated; predictions of future casualties are easily made; more complex models can be analysed using stochastic simulation techniques. © 2000 John Wiley & Sons, Inc. We discuss the problem of scheduling several jobs on a single machine with the objective of minimizing the weighted mean absolute deviation of flow times around the weighted mean flow time. We first show that the optimal schedule is W-shaped. For the unweighted case, we show that all optimal schedules are V-shaped. This characterization enables us to show that the problem is NP-hard. We then provide a pseudopolynomial algorithm for the unweighted problem. In this article we study the problem of scheduling independent tasks, each of which requires the simultaneous availability of a set of prespecified processors, with the objective of minimizing the maximum completion time. We propose a graph-theoretical approach and identify a class of polynomial instances, corresponding to comparability graphs. We show that the scheduling problem is polynomially equivalent to the problem of extending a graph to a comparability graph whose maximum weighted clique has minimum weight. Using this formulation we show that in some cases it is possible to decompose the problem according to the canonical decomposition of the graph. Finally, a general solution procedure is given that includes a branch-and-bound algorithm for the solution of subproblems which can be neither decomposed nor solved in polynomial time. Periodic mass screening is the scheduled application of a test to all members of a population to provide early detection of a randomly occurring defect or disease. This paper considers periodic mass screening with particular reference to the imperfect capacity of the test to detect an existing defect and the associated problem of selecting the kind of test to use. Alternative kinds of tests differ with respect to their reliability characteristics and their cost per application. Two kinds of imperfect test reliability are considered. In the first case, the probability that the test will detect an existing defect is constant over all values of elapsed time since the incidence of the defect. In the second case, the test will detect the defect if, and only if, the lapsed time since incidence exceeds a critical threshold T which characterizes the test. The cost of delayed detection is an arbitrary increasing function (the “disutility function”) of the duration of the delay. Expressions for the long-run expected disutility per unit time are derived for the above two cases along with results concerning the best choice of type of test (where the decision rules make reference to characteristics of the disutility function). 相似文献
