Scheduling about a large common due date with tolerance to minimize mean absolute deviation of completion times

In this article the problem of minimizing the mean absolute deviation (MAD) of job completion times about an unrestricted given common due date with tolerance in the n-job, single-machine scheduling environment is considered. We describe some optimality conditions and show that the unrestricted version of the MAD problem with an arbitrary due date tolerance is polynomial by proposing a polynomial-time algorithm for identifying an optimal schedule. © 1994 John Wiley & Sons, Inc.     

Late Medieval Lance Use: Mounted Combat and Martial Arts in Western Europe from the 14th to the 16th Century

Despite the lance’s status and the amount of attention the couched lance has received in historiography, study of its martial art has been neglected. The various lance types and techniques used by western European cavalry have only recently begun to receive scholarly attention. Additionally, Medieval European lance use has too often been studied in isolation, without an adequate understanding of the idiosyncratic and asymmetrical dynamics of mounted combat. Although the charge with the couched lance was a valid tactic, it was only one of many. Light and heavy lances were used in one hand or two to trip, block, unhorse, and wrestle. These techniques were governed by the harsh laws of distance, speed, impact, iron, and asymmetry. By utilizing the surviving Fechtbücher and several Peninsular and Near Eastern sources, a brief foray into the diverse techniques of lance use and their purposes has been attempted here.     

Server scheduling on parallel dedicated machines with fixed job sequences

We consider server scheduling on parallel dedicated machines to minimize the makespan. Each job has a loading operation and a processing operation. The loading operation requires a server that serves all the jobs. Each machine has a given set of jobs to process, and the processing sequence is known and fixed. We design a polynomial‐time algorithm to solve the two‐machine case of the problem. When the number of machines is arbitrary, the problem becomes strongly NP‐hard even if all the jobs have the same processing length or all the loading operations require a unit time. We design two heuristic algorithms to treat the case where all the loading times are unit and analyze their performance.

现代海战场,为了提高舰艇编队航行和作战时的安全性,需要雷达干扰机对其进行电子支援,雷达探测距离是舰载雷达性能的重要指标,依据舰载雷达有源噪声干扰的原理及特点、对在理想条件下的舰载雷达最小压制距离进行了推导,而后给出了影响其的多个因素,并结合这些因素得出复杂条件下舰载雷达最小压制距离的计算模型。最后通过实例对该模型进行检验,得出了一系列结论。     

PSOR方法的比较性定理

给出了一种PSOR方法,在理论上证明了PSOR方法的渐近收敛速度快于基本的AOR迭代法．同时,给出了在条件0〈ω≤1下,PSOR方法中参数ω的最优值．最后用数值例子验证了所得的主要结论．     

A conceptual framework for the analysis of civil-military relations and intelligence

ABSTRACT

The article argues that current conceptual approaches in civil-military relations are deeply flawed resulting in its irrelevance in analyzing major issues including war and the collapse of democracy. After highlighting major flaws in the work of the late Samuel Huntington and those who follow his approach, the article argues that other conceptual approaches, including Security Sector Reform, are also flawed, or in the case of the “military effectiveness” literature, largely irrelevant. In explaining the main causes of the flawed conceptual literature, the article highlights the absence of good data and challenges in methodology. While arguing that military forces are very unlikely to engage in armed combat, it highlights the roles and missions which in the world today are implanted by these forces. As it is virtually impossible to prove effectiveness of the armed forces in these roles and missions, the article proposes a conceptual approach based on requirements.     

Understanding China’s goals and strategy in the South China Sea: bringing context to a revisionist systemic challenge – intentions and impact

ABSTRACT

The slow moving conflict in the South China Sea has been characterized by some as “not worth the candle.” China claims the entirety of the South China Sea pursuant to a nine-dash line, the legal impact of which has been limited by international courts. At the same time, China has changed the reality of control over the South China Sea by building a number of fortified islands in the Spratly Islands and elsewhere. The US has either refused to stand up to China's behavior (Obama) or responded unevenly (Trump). This paper examines the impact of China's behaviour on local parties, US interests, and the liberal international system.

Bicriteria product design optimization: An efficient solution procedure using AND/OR trees

Competitive imperatives are causing manufacturing firms to consider multiple criteria when designing products. However, current methods to deal with multiple criteria in product design are ad hoc in nature. In this paper we present a systematic procedure to efficiently solve bicriteria product design optimization problems. We first present a modeling framework, the AND/OR tree, which permits a simplified representation of product design optimization problems. We then show how product design optimization problems on AND/OR trees can be framed as network design problems on a special graph—a directed series‐parallel graph. We develop an enumerative solution algorithm for the bicriteria problem that requires as a subroutine the solution of the parametric shortest path problem. Although this parametric problem is hard on general graphs, we show that it is polynomially solvable on the series‐parallel graph. As a result we develop an efficient solution algorithm for the product design optimization problem that does not require the use of complex and expensive linear/integer programming solvers. As a byproduct of the solution algorithm, sensitivity analysis for product design optimization is also efficiently performed under this framework. © 2002 Wiley Periodicals, Inc.
