ABSTRACT

The slow moving conflict in the South China Sea has been characterized by some as “not worth the candle.” China claims the entirety of the South China Sea pursuant to a nine-dash line, the legal impact of which has been limited by international courts. At the same time, China has changed the reality of control over the South China Sea by building a number of fortified islands in the Spratly Islands and elsewhere. The US has either refused to stand up to China's behavior (Obama) or responded unevenly (Trump). This paper examines the impact of China's behaviour on local parties, US interests, and the liberal international system.  相似文献

Firing multiple artillery rounds from the same location has two main benefits: a high rate of fire at the enemy and improved accuracy as the shooter's aim adjusts to previous rounds. However, firing repeatedly from the same location carries significant risk that the enemy will detect the artillery's location. Therefore, the shooter may periodically move locations to avoid counter‐battery fire. This maneuver is known as the shoot‐and‐scoot tactic. This article analyzes the shoot‐and‐scoot tactic for a time‐critical mission using Markov models. We compute optimal move policies and develop heuristics for more complex and realistic settings. Spending a reasonable amount of time firing multiple shots from the same location is often preferable to moving immediately after firing an initial salvo. Moving frequently reduces risk to the artillery, but also limits the artillery's ability to inflict damage on the enemy.  相似文献

The global financial turmoil of 2008 has resulted in the curtailment of military expenditure in most western countries. At a sub-regional-level reductions in the level of activity at a major military facility can have significant economic impact. In the light of this, the paper has two objectives: to analyse the impact of the decision to terminate naval shipbuilding at the United Kingdom’s Portsmouth Naval Base; and, for illustrative purposes, to examine the possible economic consequences of further contraction at the facility. In pursuit of these aims, it is necessary to establish the output, income and employment generated by the base using a bespoke input–output model. The methodology employed can, with appropriate adjustments, be utilised in other military or civilian contexts.  相似文献

Despite the lance’s status and the amount of attention the couched lance has received in historiography, study of its martial art has been neglected. The various lance types and techniques used by western European cavalry have only recently begun to receive scholarly attention. Additionally, Medieval European lance use has too often been studied in isolation, without an adequate understanding of the idiosyncratic and asymmetrical dynamics of mounted combat. Although the charge with the couched lance was a valid tactic, it was only one of many. Light and heavy lances were used in one hand or two to trip, block, unhorse, and wrestle. These techniques were governed by the harsh laws of distance, speed, impact, iron, and asymmetry. By utilizing the surviving Fechtbücher and several Peninsular and Near Eastern sources, a brief foray into the diverse techniques of lance use and their purposes has been attempted here.  相似文献

We schedule a set of illuminators (homing devices) to strike a set of targets using surface-to-air missiles in a naval battle. The task is viewed as a production floor shop scheduling problem of minimizing the total weighted flow time, subject to time-window job availability and machine downtime side constraints. A simple algorithm based on solving assignment problems is developed for the case when all the job processing times are equal and the data are all integer. For the general case of scheduling jobs with unequal processing times, we develop two alternate formulations and analyze their relative strengths by comparing their respective linear programming relaxations. We select the better formulation in this comparison and exploit its special structures to develop several effective heuristic algorithms that provide good-quality solutions in real time; this is an essential element for use by the Navy. © 1995 John Wiley & Sons, Inc.  相似文献

In this article the problem of minimizing the mean absolute deviation (MAD) of job completion times about an unrestricted given common due date with tolerance in the n-job, single-machine scheduling environment is considered. We describe some optimality conditions and show that the unrestricted version of the MAD problem with an arbitrary due date tolerance is polynomial by proposing a polynomial-time algorithm for identifying an optimal schedule. © 1994 John Wiley & Sons, Inc.  相似文献

In this article we study the quadratic assignment problem by embedding the actual data in a data space which satisfies an extension of the metric triangle property. This leads to simpler computations for the determination of heuristic solutions. The United States military frequently has difficulty retaining enlisted personnel beyond their initial enlistment. A bonus program within each service, called a Selective Reenlistment Bonus (SRB) program, seeks to enhance reenlistments and thus reduce personnel shortages in critical military occupational specialties (MOSs). The amount of bonus is set by assigning “SRB multipliers” to each MOS. We develop a nonlinear integer program to select multipliers which minimize a function of deviations from desired reenlistment targets. A Lagrangian relaxation of a linearized version of the integer program is used to obtain lower bounds and feasible solutions. The best feasible solution, discovered in a coordinate search of the Lagrangian function, is heuristically improved by apportioning unexpended funds. For large problems a heuristic variable reduction is employed to speed model solution. U.S. Army data and requirements for FY87 yield a 0-1 integer program with 12,992 binary variables and 273 constraints, which is solved within 0.00002% of optimality on an IBM 3033AP in less than 1.7 seconds. More general models with up to 463,000 binary variables are solved, on average, to within 0.009% of optimality in less than 1.8 minutes. 对设计加工研制的Tesla变压器,根据Smith建议的测量方法,解决了对紧凑Teala变压器耦合系数进行比较准确地测量的问题,实测耦合系数高达0.9,并对耦合系数稍低于理论设计值的原因进行了探讨,同时分析给出了物理原因.此外,根据Teala变压器电路在初次级初、次级短路和低电压充电情形下的实测电压波形,估算出Tesla变压器电路各参数数值.这些数值与理论计算值吻合,并能满足实际高压充电的要求.  相似文献

Order picking accounts for most of the operating expense of a typical distribution center, and thus is often considered the most critical function of a supply chain. In discrete order picking a single worker walks to pick all the items necessary to fulfill a single customer order. Discrete order picking is common not only because of its simplicity and reliability, but also because of its ability to pick orders quickly upon receipt, and thus is commonly used by e‐commerce operations. There are two primary ways to reduce the cost (walking distance required) of the order picking system. First is through the use of technology—conveyor systems and/or the ability to transmit order information to pickers via mobile units. Second is through the design—where best to locate depots (where workers receive pick lists and deposit completed orders) and how best to lay out the product. We build a stochastic model to compare three configurations of different technology requirements: single‐depot, dual‐depot, and no‐depot.
