Unit‐load warehouses store and retrieve unit‐loads, typically pallets. When storage and retrieval operations are not coordinated, travel is from a pickup and deposit (P&D) point to a pallet location and back again. In some facilities, workers interleave storage and retrieval operations to form a dual‐command cycle. Two new aisle designs proposed by Gue and Meller (“Improving the unit‐load warehouse.” In Progress in Material Handling Research: 2006. Material Handling Industry of America, Charlotte, NC, 2006) use diagonal aisles to reduce the travel distance to a single pallet location by approximately 10 and 20[percnt] for the two designs, respectively. We develop analytical expressions for travel between pallet locations for one of these—the fishbone design. We then compare fishbone warehouses that have been optimized for dual‐command to traditional warehouses that have been optimized in the same manner, and show that an optimal fishbone design reduces dual‐command travel by 10–15%. © 2009 Wiley Periodicals, Inc. A general model for the failure of fibrous composite materials is described. It is shown to contain some of the well-known models in the literature. The composite material is viewed as a coherent system of independent identically distributed component strengths. Under the assumption that the applied load is redistributed “homotonically” to the unfailed components upon the failure of a component (an individual fiber segment) and that the distributions of component strengths are IFRA, it is shown that the system (composite) strength distribution is also IFRA. Examples are given using carbon reinforced composite data to illustrate the IFRA property.  相似文献

What organisational attributes enhance a military’s ability to effectively adapt on the battlefield? Upon the outbreak of war in July 2014 between Israel and the Palestinian militant group Hamas, the Israel Defense Forces (IDF) encountered an expansive network of tunnels from which Hamas was launching large-scale assaults into Israel. This article illustrates that the IDF’s ability to successfully adapt ‘under fire’ to this battlefield surprise was facilitated by several important attributes related to its organisational learning capacity: a dynamic, action-oriented organisational culture, a flexible leadership and command style, specialised commando units which acted as ‘incubators’ for learning and innovation, and a formal system to institutionalise and disseminate lessons learned.  相似文献

The most effective way for the Western profession of arms to use history is to disavow the purism and narrow specialisation of today’s academia in favour of developing a contemporary approach to the subject. The latter aims to foster a range of applied diagnostic skills that transcend the temporal dimensions of past, present, and future. A contemporary approach to history for military professionals emphasises the use of inter-disciplinary war studies to enhance policy relevance. In any defense and security organisation, history must be usable in the sense of providing cognitive and interpretative skills for probing relationships between possibility and actuality, between experience and expectation, and between singularity and repetition. Using history to examine such dialectical interconnections is particularly valuable when military establishments confront their essential task of analyzing emerging trends in the future of war.  相似文献

Once dismissed by many outside observers, the Chinese People’s Liberation Army Air Force (PLAAF) has undergone an impressive transformation over the past two decades, emerging as one of the world’s premier air forces. As it continues to modernize, it is focused on becoming a ‘strategic air force.’ PLAAF strategists suggest this means it should play a decisive role in protecting Chinese national interests, field modern capabilities commensurate with China’s standing as a major power, and enjoy the institutional status befitting its role as a ‘strategic service,’ an important consideration given the historical dominance of the ground force in China’s military.  相似文献

Decades of scholarship have warned against using historical analogies for policymaking. But the Taliban insurgency appears, on the surface, to confirm the usefulness of historical analogies to the British and Soviet wars in Afghanistan. I review the use of analogies for the war in Afghanistan and argue the analogies were historically unsound and strategically unhelpful. In fact, their effect on policy helped create the conditions for the very insurgency policymakers most hoped to avoid. The Taliban insurgency did not occur because of the presence of too many foreign troops and aid workers, but because there were too few.  相似文献

The EU Global Strategy (EUGS) is a broad and ambitious document in terms of its geographic scope and thematic priorities. However, the EU cannot devote equal attention to all aspects of the EUGS; so there is still scope for more clarity regarding the EU’s core strategic aims. This article argues that in addition to fostering internal cohesion, the EU’s strategic priority must involve stabilizing its own neighbourhood. This task has challenged the EU for decades because of an inherent credibility deficit regarding the EU’s own capabilities, yet the EUGS does not diagnose and remedy this problem as effectively as it could have. Therefore much more work will need to be done in terms of reforming EU institutions and developing common capabilities if the EU hopes to achieve its central internal and external security goals as outlined in the EUGS and related policy statements.  相似文献

We present a branch‐and‐price technique for optimal staff scheduling with multiple rest breaks, meal break, and break windows. We devise and implement specialized branching rules suitable for solving the set covering type formulation implicitly, using column generation. Our methodology is more widely applicable and computationally superior to the alternative methods in the literature. We tested our methodology on 365 test problems involving between 1728 and 86400 shift variations, and 20 demand patterns. In a direct comparison with an alternative method, our approach yields significant improvements both in cpu time and in the number of problem instances solved to optimality.
