This article analyzes the main factors that contributed to the failure of the US intelligence community to alert against Soviet intentions and the intervention in the Egyptian–Israeli War of Attrition in 1969–70. Based on fresh archival sources, this research describes the US intelligence conception concerning the USSR; explains the crystallization of the intelligence estimate on the probability of Soviet intervention in 1970; deals with the intelligence data that were acquired but eventually ignored; and concludes with several plausible explanations for the intelligence blunder.  相似文献

This article analyzes versions of the salvo model of missile combat where area fire is used by one or both sides in a battle. Although these models share some properties with the area fire Lanchester model and the aimed fire salvo model, they also display some interesting differences, especially over the course of several salvos. Although the relative size of each force is important with aimed fire, with area fire, it is the absolute size that matters. Similarly, although aimed fire exhibits square law behavior, area fire shows approximately linear behavior. When one side uses area fire and the other uses aimed fire, the model displays a mix of square and linear law behavior. © 2013 Wiley Periodicals, Inc. In 1999 India and Pakistan engaged in a limited war in the Himalayan peaks of Kashmir. Pakistani irregulars occupied territory in the Indian-held district of Kargil. A campaign that lasted 74 days and cost each side more than 1,000 casualties concluded with India in control of the commanding heights around Kargil. The conflict exposed flaws in the Indian armed forces as well as enduring truths of combat in the high mountains. Political constraints combined with the unforgiving environment and a determined enemy to diminish India's military advantage. Transition from counterinsurgency to high-intensity combat in the Himalayas proved to be a daunting task. Early failure was only overcome through innovation and adaptation to the environment. Specialised forces, unconventional techniques and the focused application of overwhelming firepower ultimately secured victory.  相似文献

This article aims to review some of the key lessons learnt by the Royal Ulster Constabulary's (RUC) Special Branch in the 37 years of the troubles in Northern Ireland. Above all counter-terrorism is an intelligence led operation and Special Branch are the key agency for this in all UK police forces, who have now benefited enormously from the expertise that the RUC's Special Branch built up over the years and have passed on to their colleagues throughout the UK. Intelligence is more often than not a human role and relies on human agencies, which was the case in Northern Ireland. The bulk of intelligence gathering was carried out at quite low levels although the sifting and analysing of it became a more specialist skill. Electronic intelligence and computerised systems were often quite low down in the order of priorities and uses, which tends to confound popular impressions. Agents, informers and good old fashioned ‘coppers’ who knew their patch were much more important both in terms of gathering information and in terms of undermining the terrorists morale from within and it was these factors that fundamentally defeated the IRA in Northern Ireland.  相似文献

Available sources value transfers of weapons irrespective of whether they are paid for and how. Data from the U.S. indicates that the shares of arms given for free or on credit are high. If other arms exporters, all military aid and all credits used for military purposes are considered, which is done here on the basis of rough estimates and an opportunity cost model, the true cash costs of weapons in the year of the actual transfer are small. On the other hand, the financial burden of earlier arms imports via debt service has grown over time. It most probably exceeded the true cash cost of imports of arms in the late 1980s. Large differences between arms transfer data and the actual true costs of arms transfers means that analysis of the economic effects of arms imports without considering these financial aspects makes little sense.  相似文献

This paper experimentally tests a number of hypotheses that follow from models of international competition that are based on Tullock style rent‐seeking models. Specifically, we designed and performed experiments to see how variations in the degree of publicness in the prize as well as changes in the values assigned to the prize affect alliances in terms of individual nation contributions, total contributions, burden sharing, and the likelihood of winning the prize. While there was substantial variation in individual behavior, the results of the experiments generally conform to the theoretical predictions of the rent‐seeking model of international competition and alliances.  相似文献

This article attempts to understand the manner in which the notion of good governance has been applied in the United Republic of Tanzania. In 1989, the World Bank issued a document which argued that Africa's development problems were in essence a crisis of governance. This became the basis for the imposition of conditionalities in order to establish liberal democratic governments. More than a decade later, good governance still dominates the donor agenda, which is reminiscent of the heyday of colonialism and the civilising mission that thrust Africa into the orbit of the European world, albeit as a ‘dark continent’. Although Tanzania has escaped the more overt political turmoil that plagued neighbouring countries, the country appears to be open to inter-ethnic rivalry due largely to Zanzibar, the site of the greatest opposition to the ruling party, in power since independence. The challenge is to deal with the dysfunctional economy and to meet the growing demands of its population for adequate social services. The ideal of self-reliance espoused by Nyerere is no longer a choice but a necessity.  相似文献
