The nature of crime and conflict is rapidly evolving. Postmodern war is increasingly influenced by non-traditional and irregular combatants: non-state soldiers. These actors are exploiting technology and networked doctrine to spread their influence across traditional geographic boundaries. This emphasis on non-traditional actors accompanies a shift in political and social organization. This shift may well be a shift in state form: from nation-state to market-state. This transition is fueled by rapid developments in technology and the adoption of network organizational forms. Conflict during this transition blurs the distinctions between and among crime, terrorism and warfare. This essay explores the dynamics of terrorism, crime and private armies during this epochal shift.  相似文献

Reliability Economics is a field that can be defined as the collection of all problems in which there is tension between the performance of systems of interest and their cost. Given such a problem, the aim is to resolve the tension through an optimization process that identifies the system which maximizes some appropriate criterion function (e.g. expected lifetime per unit cost). In this paper, we focus on coherent systems of n independent and identically distributed (iid) components and mixtures thereof, and characterize both a system's performance and cost as functions of the system's signature vector (Samaniego, IEEE Trans Reliabil (1985) 69–72). For a given family of criterion functions, a variety of optimality results are obtained for systems of arbitrary order n. Approximations are developed and justified when the underlying component distribution is unknown. Assuming the availability of an auxiliary sample of N component failure times, the asymptotic theory of L‐estimators is adapted for the purpose of establishing the consistency and asymptotic normality of the proposed estimators of the expected ordered failure times of the n components of the systems under study. Acceptance sampling plans are used to assess the quality of an ongoing production process, in addition to the lot acceptance. In this paper, we consider sampling inspection plans for monitoring the Markov‐dependent production process. We construct sequential plans that satisfy the usual probability requirements at acceptable quality level and rejectable quality level and, in addition, possess the minimum average sample number under semicurtailed inspection. As these plans result in large sample sizes, especially when the serial correlation is high, we suggest new plans called “systematic sampling plans.” The minimum average sample number systematic plans that satisfy the probability requirements are constructed. Our algorithm uses some simple recurrence relations to compute the required acceptance probabilities. The optimal systematic plans require much smaller sample sizes and acceptance numbers, compared to the sequential plans. However, they need larger production runs to make a decision. Tables for choosing appropriate sequential and systematic plans are provided. The problem of selecting the best systematic sampling plan is also addressed. The operating characteristic curves of some of the sequential and the systematic plans are compared, and are observed to be almost identical. © 2001 John Wiley & Sons, Inc. A mathematical formulation of an optimization model designed to select projects for inclusion in an R&D portfolio, subject to a wide variety of constraints (e.g., capital, headcount, strategic intent, etc.), is presented. The model is similar to others that have previously appeared in the literature and is in the form of a mixed integer programming (MIP) problem known as the multidimensional knapsack problem. Exact solution of such problems is generally difficult, but can be accomplished in reasonable time using specialized algorithms. The main contribution of this paper is an examination of two important issues related to formulation of project selection models such as the one presented here. If partial funding and implementation of projects is allowed, the resulting formulation is a linear programming (LP) problem which can be solved quite easily. Several plausible assumptions about how partial funding impacts project value are presented. In general, our examples suggest that the problem might best be formulated as a nonlinear programming (NLP) problem, but that there is a need for further research to determine an appropriate expression for the value of a partially funded project. In light of that gap in the current body of knowledge and for practical reasons, the LP relaxation of this model is preferred. The LP relaxation can be implemented in a spreadsheet (even for relatively large problems) and gives reasonable results when applied to a test problem based on GM's R&D project selection process. There has been much discussion in the literature on the topic of assigning a quantitative measure of value to each project. Although many alternatives are suggested, no one way is universally accepted as the preferred way. There does seem to be general agreement that all of the proposed methods are subject to considerable uncertainty. A systematic way to examine the sensitivity of project selection decisions to variations in the measure of value is developed. It is shown that the solution for the illustrative problem is reasonably robust to rather large variations in the measure of value. Historically, insurgency is one of the most prevalent forms of armed conflict and it is likely to remain common in the foreseeable future. Recent experiences with counterinsurgency in Iraq and Afghanistan offer many lessons for future counterinsurgents, but the discourse on the subject continues to be mired in a traditional dichotomy pitting population-centric approaches to counterinsurgency against enemy-centric approaches. Historical analysis suggests that this traditional dichotomy is not a sufficiently nuanced way to understand or plan for such operations. Instead, discussions of counterinsurgency should focus on two dimensions: actions (use of physical force vs. political or moral actions) and targets (active insurgents vs. insurgent support). This perspective divides the space of possible counterinsurgency efforts into four quadrants, suggesting that effective counterinsurgency campaigns find a balance of effort across the four quadrants that is well matched to the specific context.  相似文献

The EU Global Strategy (EUGS) is a broad and ambitious document in terms of its geographic scope and thematic priorities. However, the EU cannot devote equal attention to all aspects of the EUGS; so there is still scope for more clarity regarding the EU’s core strategic aims. This article argues that in addition to fostering internal cohesion, the EU’s strategic priority must involve stabilizing its own neighbourhood. This task has challenged the EU for decades because of an inherent credibility deficit regarding the EU’s own capabilities, yet the EUGS does not diagnose and remedy this problem as effectively as it could have. Therefore much more work will need to be done in terms of reforming EU institutions and developing common capabilities if the EU hopes to achieve its central internal and external security goals as outlined in the EUGS and related policy statements.  相似文献

Once dismissed by many outside observers, the Chinese People’s Liberation Army Air Force (PLAAF) has undergone an impressive transformation over the past two decades, emerging as one of the world’s premier air forces. As it continues to modernize, it is focused on becoming a ‘strategic air force.’ PLAAF strategists suggest this means it should play a decisive role in protecting Chinese national interests, field modern capabilities commensurate with China’s standing as a major power, and enjoy the institutional status befitting its role as a ‘strategic service,’ an important consideration given the historical dominance of the ground force in China’s military.  相似文献

ABSTRACT

The American way of war in Afghanistan presents a conundrum for proponents of 21st-century state-building projects. How can liberal peace proponents engage in efficient state building without sacrificing their ideals? The US learned that state-building allocates a degree of command and control to powerbrokers operating in the shadows to launder aid money, traffic illicit narcotics, and engage in extrajudicial punishments. These clients failed to represent the liberal values foreign patrons endorsed, because the latter not only offered resources without conditions but also rewarded bad behavior. This issue is examined by looking at the case of post-2001 northern Afghanistan, where powerful warlords should have held greater control over their paramilitary forces, limited predatory behavior, and built stronger relationships with the community. Instead, warlords-turned-statesmen expanded their material and social influence in the north, while holding onto the informal instruments of racketeering and patronage that overwhelmed Western ideals and shaped the predatory state present in Afghanistan today. Moreover, paramilitaries were influenced by material, social, and normative incentives that rewarded violent and predatory behavior and further eroded already weak community control mechanisms at the subdistrict level.  相似文献
