The rate at which operating costs grow as aircraft age is important for setting operating budgets and for deciding when to replace aging systems. While studies using data from the 1990's typically found 1–3 percent real rates of growth in operating costs as aircraft age, studies using data from the 2000's found greater rates, for example in the 4–6 percent range. Growth in the total U.S. Air Force budget during the 2000s appears to explain much of the higher estimated annual growth rates in operating costs per flying hour beyond the growth rate intrinsic to the aging of the fleet.  相似文献

Customer acquisition and customer retention are the most important challenges in the increasingly competitive telecommunications industry. Traditional studies of customer switching always assume that customers are homogeneous, and thus that model customer switching behavior follows a Markov formulation. However, this postulation is obviously inappropriate in most instances. Blumen et al. (Cornell Studies of Industrial and Labor Relations, Cornell University Press, Ithaca, NY, 1955) developed the Mover–Stayer (MS) model, a generalization of the Markov chain model, to relax the requirement of homogeneity and allow the presence of heterogeneity with two different types of individuals—“stayers,” who purchase the same kinds of products or services throughout the entire observation period; and “movers,” who look for variety in products or services over time. There are two purpose of this article. First, we extend the MS model to a Double Mover‐Stayer (DMS) model by assuming the existence of three types of individuals in the market: (1) stable and loyal customers, who have stable usage within the same company; (2) instable but loyal customers, whose usage varies within the same company over time; and (3) disloyal customers, who switch from one company to another to seek for new experiences or/and benefits. We also propose an estimation method for the DMS model. Second, we apply the DMS model to telecommunications data and demonstrate how it can be used for pattern identification, hidden knowledge discovery, and decision making. © 2012 Wiley Periodicals, Inc. In both Afghanistan and Iraq, US landpower was able to gain control rapidly over terrain. However, that control ebbed as US presence weakened. Non-state actors, such as the Taliban, the Haqqani network, the Islamic State, and Al Qaeda, gained control of segments of the population. Transnational Criminal Organizations capitalized on this permissive environment to strengthen their networks, often eroding the legitimacy of the host nation government, fueling regional instability, and, ultimately, undermining US policy objectives. The proliferation of deviant globalization, or the connectedness of subversive elements, is a key indicator of future conflict. Strategic landpower is uniquely positioned to influence the physical, psychological, economic, and social interactions of various non-state actors and their association with deviant globalization. It is no longer enough to seize and hold terrain. Landpower must also have the capability to influence the actions and attitudes of populations on that terrain wherever and whenever these interactions occur.  相似文献

We consider a queueing system with batch Poisson arrivals subject to disasters which occur independently according to a Poisson process but affect the system only when the server is busy, in which case the system is cleared of all customers. Following a disaster that affects the system, the server initiates a repair period during which arriving customers accumulate without receiving service. The server operates under a Multiple Adapted Vacation policy. The stationary regime of this process is analyzed using the supplementary variables method. We obtain the probability generating function of the number of customers in the system, the fraction of customers who complete service, and the Laplace transform of the system time of a typical customer in stationarity. The stability condition for the system and the Laplace transform of the time between two consecutive disasters affecting the system is obtained by analyzing an embedded Markov renewal process. The statistical characteristics of the batches that complete service without being affected by disasters and those of the partially served batches are also derived. © 2015 Wiley Periodicals, Inc. Many studies exist which evaluate the domain of space from a political perspective in order to advocate for a certain position regarding what states ought to do or not do in space. Few studies exist which address how states actually behave with regard to outer space. In an attempt to fill this gap in the literature, the present study evaluates the determinants of state space behavior. Traditional methods of due-date assignment presented in the literature and used in practice generally assume cost-of-earliness and cost-of-tardiness functions that may bear little resemblance to true costs. For example, practitioners using ordinary least-squares (OLS) regression implicitly minimize a quadratic cost function symmetric about the due date, thereby assigning equal second-order costs to early completion and tardy behavior. In this article the consequences of such assumptions are pointed out, and a cost-based assignment scheme is suggested whereby the cost of early completion may differ in form and/or degree from the cost of tardiness. Two classical approaches (OLS regression and mathematical programming) as well as a neural-network methodology for solving this problem are developed and compared on three hypothetical shops using simulation techniques. It is found for the cases considered that: (a) implicitly ignoring cost-based assignments can be very costly; (b) simpler regression-based rules cited in the literature are very poor cost performers; (c) if the earliness and tardiness cost functions are both linear, linear programming and neural networks are the methodologies of choice; and (d) if the form of the earliness cost function differs from that of the tardiness cost function, neural networks are statistically superior performers. Finally, it is noted that neural networks can be used for a wide range of cost functions, whereas the other methodologies are significantly more restricted. © 1997 John Wiley & Sons, Inc.  相似文献

In teletraffic applications of retrial queues only the service zone is observable. Another part of a retrial queue, the orbit, which represents the delay before repeated attempts to get service, cannot be observed. Thus, it is very important to get general results about behavior of the orbit.
