Subcontracting State-Building

Abstract

Contemporary development assistance often takes the form of subcontracted state-building. Foreign donors hire for-profit firms to provide services and to improve or create institutions in developing countries, particularly those experiencing internal conflict. This arrangement creates two counterproductive dynamics: first, it introduces agency problems between donors, recipient states, subcontractors, and citizens; and second, it undermines the long-run development of domestic bureaucratic capacity by creating disincentives for the host government to invest. These dynamics hinder, rather than foster, the legitimacy of state institutions. This paper summarizes trends in external support to state-building since the 1970s and illustrates subcontracted state-building with examples from Colombia.     

Estimating moments of the minimum order statistic from normal populations—a bayesian approach

Let Yⁱ ∽ N(θⁱ, σ), i = 1, …, p, be independently distributed, where θⁱ and σ are unknown. A Bayesian approach is used to estimate the first two moments of the minimum order statistic, W = min (Y¹, …, Y^p). In order to compute the Bayes estimates, one has to evaluate the predictive densities of the Yⁱ's conditional on past data. Although the required predictive densities are complicated in form, an efficient algorithm to calculate them has been developed and given in the article. An application of the Bayesian method in a continuous-review control model with multiple suppliers is discussed. © 1994 John Wiley & Sons, Inc.     

External security determinants of Greek military expenditure: An empirical investigation using Neural networks

Greece has regularly ranked as the country with the highest defence burden in NATO and the European Union. Over the past decades she has allocated an averatge 6% of GDP to defence yearly. This study using neural networks examines the external security determinants of Greek military expenditure in the context of the ongoing Greek‐Turkish conflict.     

Making sense of the Southern African Development Community

SADC has a poor record in advancing peace and security in Southern Africa. Many identify poor policy frameworks and weak technical capacities as the major obstacles. Laurie Nathan goes beyond these easy explanations in his important new book on SADC. Absence of common democratic values and reluctance to surrender state sovereignty are key factors preventing SADC from making progress according to this book. This article argues that Nathan overstates the case and that there are real prospects and potentials for making further progress in regional cooperation. The lessons from the history of European integration also points to the important role of regional leadership. South Africa, in coalition with other likeminded countries, may still be in a position to move the SADC project forward.     

Comparison between constant‐stress and step‐stress accelerated life tests under Time Constraint

By running life tests at higher stress levels than normal operating conditions, accelerated life testing (ALT) quickly yields information on the lifetime distribution of a test unit. The lifetime at the design stress is then estimated through extrapolation using a regression model. In constant‐stress testing, a unit is tested at a fixed stress level until failure or the termination time point of test, whereas step‐stress testing allows the experimenter to gradually increase the stress levels at some prefixed time points during the test. In this work, the optimal k‐level constant‐stress and step‐stress ALTs are compared for the exponential failure data under complete sampling and Type‐I censoring. The objective is to quantify the advantage of using the step‐stress testing relative to the constant‐stress one. Assuming a log‐linear life–stress relationship with the cumulative exposure model for the effect of changing stress in step‐stress testing, the optimal design points are determined under C/D/A‐optimality criteria. The efficiency of step‐stress testing to constant‐stress one is then discussed in terms of the ratio of optimal objective functions based on the information matrix. © 2013 Wiley Periodicals, Inc. The British army,information management and the First World War revolution in military affairs

Information Management (IM) – the systematic ordering, processing and channelling of information within organisations – forms a critical component of modern military command and control systems. As a subject of scholarly enquiry, however, the history of military IM has been relatively poorly served. Employing new and under-utilised archival sources, this article takes the British Expeditionary Force (BEF) of the First World War as its case study and assesses the extent to which its IM system contributed to the emergence of the modern battlefield in 1918. It argues that the demands of fighting a modern war resulted in a general, but not universal, improvement in the BEF’s IM techniques, which in turn laid the groundwork, albeit in embryonic form, for the IM systems of modern armies.     

On the number of games played in a best of (2n – 1) series

Let p(⩾0.5) denote the probability that team A beats B in a single game. The series continues until either A or B wins n games. Assuming that these games are independent replications, we study some features of the distribution of X_n, the number of games played in the series. It is shown that X_n is unimodal, has an IFRA distribution, and is stochastically decreasing in p. Close approximations to its mode, mean, and variance are given. Finally, it is shown that the maximum-likelihood estimator of p based on X_n is unique.
