We consider a device that deteriorates over time according to a Markov process so that the failure rate at each state is constant. The reliability of the device is characterized by a Markov renewal equation, and an IFRA (increasing failure rate on average) property of the lifetime is obtained. The optimal replacement and repair problems are analyzed under various cost structures. We undertake inference for a stochastic form of the Lanchester combat model. In particular, given battle data, we assess the type of battle that occurred and whether or not it makes any difference to the number of casualties if an army is attacking or defending. Our approach is Bayesian and we use modern computational techniques to fit the model. We illustrate our method using data from the Ardennes campaign. We compare our results with previous analyses of these data by Bracken and Fricker. Our conclusions are somewhat different to those of Bracken. Where he suggests that a linear law is appropriate, we show that the logarithmic or linear‐logarithmic laws fit better. We note however that the basic Lanchester modeling assumptions do not hold for the Ardennes data. Using Fricker's modified data, we show that although his “super‐logarithmic” law fits best, the linear, linear‐logarithmic, and logarithmic laws cannot be ruled out. We suggest that Bayesian methods can be used to make inference for battles in progress. We point out a number of advantages: Prior information from experts or previous battles can be incorporated; predictions of future casualties are easily made; more complex models can be analysed using stochastic simulation techniques. © 2000 John Wiley & Sons, Inc. In a recent paper, Teng, Chern, and Yang consider four possible inventory replenishment models and determine the optimal replenishment policies for them. They compare these models to identify the best alternative on the basis of minimum total relevant inventory costs. The total cost functions for Model 1 and Model 4 as derived by them are not exact for the comparison. As a result, their conclusion on the least expensive replenishment policy is incorrect. The problem of minimal-cost operation of a fleet of ships carrying a specific amount of bulk cargo from several origin ports to several destination ports during a specified time interval is examined. The fuel oil cost, a major component of the total operating cost, is realistically modeled as a nonlinear function of the vessels' operating speeds. Introduction of both full load and ballast speeds as independent variables results in a nonlinear optimization problem in which the vessels' allocation to the available routes and the optimal speed selection problem are coupled. Within the framework of our model, each vessel of the fleet may load at any origin, unload at a destination and return to the same origin. The solution method developed utilizes specific features of the above fleet deployment model, and may reduce substantially the dimensionality of the problem. Under certain conditions, decoupling of the speed selection from the vessel allocation problem can be achieved, and linear programming can be used to obtain an optimal solution. In the general case, a projected Lagrangian method appears to be more appropriate for the problem under consideration. 相似文献

Although globalization has created opportunities for nuclear and biological proliferation dangers to take root and grow, it also has opened the door to new solutions. Original ideas and approaches are needed to develop a stronger, more flexible next-generation nonproliferation strategy that accounts for the increasingly important integration of economic, political, and technological issues. The foundation of this strategy should focus on tapping the power of market-based mechanisms, understanding how commercially driven decisions affect proliferation threats, establishing new partnerships, and forging cohesion among the current nonproliferation mechanisms. The implementation of such a strategy will require forceful leadership, a cultural shift from both policymakers and the range of stakeholders, and consensus building within the international community. 相似文献

The issue that this paper tackles is the assessment of the relative security benefits that Cyprus and Greece derive in the context of their cooperation on defence matters. This form of cooperation, known as the ‘Integrated Defence Space Doctrine’, aims at defending their interests in the Aegean Sea and the broader East Mediterranean theatre. The paper relies heavily on earlier research on this topic, which deals with the Greek–Cypriot alliance facing an arms race against Turkey, and uses a coefficient especially designed to assess the optimal levels of security and the associated defence expenditure of the two allies. A comparison of the relative security coefficient values for the two allies suggests that the security benefit that Greece derives thanks to its alliance with Cyprus exceeds the corresponding Cypriot benefit by far. Given the importance assigned to human resources by this index, in conjunction with the demographic problems of Greece, this conclusion justifies the recent Greek defence policy revision, emphasizing quality, capital equipment and flexibility of forces. Russia holds the largest stocks of civilian highly enriched uranium (HEU) of any country, operating more than fifty research reactors, pulsed reactors, and critical assemblies using HEU, as well as nine HEU-fueled icebreakers. Russia's participation in international efforts to phase out civilian HEU is crucial if international HEU minimization efforts are to succeed. Individual Russian institutes and organizations participate in international programs to replace HEU with low-enriched uranium in Soviet-supplied research reactors, develop alternative fuels, and repatriate fresh and spent HEU fuel from third countries. However, an overarching national policy on HEU phase-out has yet to be adopted. There are many obstacles to obtaining such a commitment from Moscow. At the same time, the ongoing reform of the Russian nuclear industry and plans for expansion of domestic nuclear power generation and for increased nuclear exports create opportunities for securing such a commitment. 相似文献

In this article, we study deterministic dynamic lot‐sizing problems with a service‐level constraint on the total number of periods in which backlogs can occur over a finite planning horizon. We give a natural mixed integer programming formulation for the single item problem (LS‐SL‐I) and study the structure of its solution. We show that an optimal solution to this problem can be found in \begin{align*}\mathcal O(n^2\kappa)\end{align*} time, where n is the planning horizon and \begin{align*}\kappa=\mathcal O(n)\end{align*} is the maximum number of periods in which demand can be backlogged. Using the proposed shortest path algorithms, we develop alternative tight extended formulations for LS‐SL‐I and one of its relaxations, which we refer to as uncapacitated lot sizing with setups for stocks and backlogs. {We show that this relaxation also appears as a substructure in a lot‐sizing problem which limits the total amount of a period's demand met from a later period, across all periods.} We report computational results that compare the natural and extended formulations on multi‐item service‐level constrained instances. © 2013 Wiley Periodicals, Inc. In 1999, rebels rose to oppose the newly elected former warlord Charles Taylor in Liberia. Motivated by a variety of reasons, the minimal common denominator of these rebels, who assumed the name Liberians United for Reconciliation and Democracy (LURD), was that Charles Taylor must leave the country. The decentralized nature of LURD though stands out in their struggle, as they don't fit the unitary actor assumed by literature on strategy, nor the alternative conception of decentralized forces fighting for purely local reasons. Understanding such aberrations as LURD is the first step to finding strategies that can incorporate and manage them. 相似文献
