This paper provides a framework in which warranty policies for non-repairable items can be evaluated according to risk preferences of both buyers and sellers. In particular, a warranty price schedule is established such that sellers are indifferent among the policies. Given this schedule, a buyer's response is expressed by selecting the price-warranty combination that minimizes disutility. Within this framework, a warranty can be viewed as an instrumet of risk management that can induce more sales and greater profitability. For given utility functions, analytical results for the development of a price schedule are developed. India’s nuclear doctrine and posture has traditionally been shaped by minimum deterrence logic. This logic includes assumptions that possession of only a small retaliatory nuclear force generates sufficient deterrent effect against adversaries, and accordingly that development of limited nuclear warfighting concepts and platforms are unnecessary for national security. The recent emergence of Pakistan’s Nasr tactical nuclear missile platform has generated pressures on Indian minimum deterrence. This article analyzes Indian official and strategic elite responses to the Nasr challenge, including policy recommendations and attendant implications. It argues that India should continue to adhere to minimum deterrence, which serves as the most appropriate concept for Indian nuclear policy and best supports broader foreign and security policy objectives. However, the form through which Indian minimum deterrence is delivered must be rethought in light of this new stage of regional nuclear competition. 相似文献

In this paper a very versatile game model is developed for use in the long range planning of our strategic force posture. This highly aggregate model yields optimal force mixes for the triad (land- and sea-based missile systems and bombers) under a variety of constraints. The model described here is a survivability model; however, it is shown how the model can still be used as a measure of overall system effectiveness. The problem dealt with in this article is as follows. There are n “demand points” on a sphere. Each demand point has a weight which is a positive constant. A facility must be located so that the maximum of the weighted distances (distances are the shortest arcs on the surface of the sphere) is minimized; this is called the minimax problem. Alternatively, in the maximin problem, the minimum weighted distance is maximized. A setup cost associated with each demand point may be added for generality. It is shown that any maximin problem can be reparametrized into a minimax problem. A method for finding local minimax points is described and conditions under which these are global are derived. Defence offsets are elements of defence procurement deals additional to the primary content. Offsets are usually expected to yield technological or industrial benefits to the purchasing country (e.g. countertrade, technology transfers, or additional jobs) and military buyers often require suppliers to make offsets available “cost-free.” The authors argued previously that such strategies achieve little of value to buyers that lack market power and are unnecessary otherwise, since purchasers with the market power to extract more value for money from foreign suppliers can do so anyway. This article also focuses on the supply side of offset deals. The USA is the world's largest defence offsets supplier but the US government opposes offsets demands as economically inefficient and trade distorting. Even if offsets are inefficient and trade distorting, they may still benefit a materiel-exporting country such as the USA as they may induce exports and create associated benefits for the offsets provider. 相似文献

In their article in this journal, James, Solberg and Wolfson (1999) challenge our findings that two states are more likely to have peaceful relations if they are both democratic. They claim to develop a simultaneous system of two equations showing that peace and democracy foster each other, and that the effect of peace in encouraging democracy is stronger than that of democracy on peace. Their analysis, however, is flawed. Their research design employs measures of dispute and joint democracy that are inferior to those now common in the literature, and their equation for predicting peace is not properly specified. These problems distort their results. Even so, their results provide evidence of the pacific benefits of democracy. Analyses we conduct with a more completely specified model reveal stronger support for the democratic “ peace. Furthermore, a test of the effect of interstate conflict on democracy should be done at the national (or monadic) level of analysis; but James et al. perform a dyadic analysis. In a monadic test using vector autoregression, we find that disputes make no contribution to explaining the character of regimes. This paper undertakes an empirical analysis of the economic effects of military spending on the South African economy. It estimates a neo‐classical model common in the literature at the level of the macroeconomy and at the level of the manufacturing sector. An attempt is made to improve upon the model by allowing the data to determine the dynamic structure of the model through an ARDL procedure. No significant impact of military spending is found in aggregate, but there is a significant negative impact for the manufacturing sector. This suggests that the cuts in domestic military procurement that have occurred since 1989 could lead to improved economic performance in South Africa through their impact on the manufacturing sector. 相似文献

One of the most important questions affecting U.S. national security is the future size of the U.S. nuclear stockpile. While there is clear consensus within the U.S. government on the need to reduce the size of the arsenal, there is none on the best path to achieve these cuts; on the type of deterrent necessary to deal with future threats; or on the size of the production complex needed to support that arsenal. Creating a strategic commission to review these questions, as contemplated in the Fiscal 2008 House Defense Authorization bill, is a necessary first step to establish a sensible nuclear policy. The Reliable Replacement Warhead, which has the potential to transform the complex while preserving the current moratorium on nuclear testing, is a program worth exploring further if it stays within congressionally mandated bounds. As Congress considers both programmatic and policy matters related to U.S. nuclear weapons, it is vital that we also renew and strengthen U.S. leadership on nuclear nonproliferation. 相似文献
