A problem often arising in applied linear regression modeling is determining the appropriate weight to attach to each observation. In the extreme, the problem extends to the deletion of observations from a data base. Since the choice of weights, fitting criteria, and estimation procedure depend on the specific objectives of the modeling, universally applicable guidelines are virtually nonexistent. However, the sensitivity of analytic conclusions to weights assigned to “suspect” observations can be conveniently assessed using a graphical display. This report develops such a display based on a modeling of outliers which leads naturally to estimators based on a weighted least-squares criterion, and a data-analytic method for determining how much downweighting to impose on a specific subset of observations. This technique is illustrated with several examples, including one relating air pollution to human mortality.  相似文献

Incentive contracts are intended to motivate defense contractors to perform more efficiently and control costs more closely. By increasing the total profit as actual costs are reduced below a predetermined cost target, they encourage contractors to achieve cost under runs. Consequently, the principal advantage claimed for these contracts is that they make the financial incentives to reduce costs more effective. This study examines the effectiveness of incentive contracts as a means for controlling defense procurement costs. The study considers the various effects that incentive contracts may have on both contractors' performance and contract costs, and presents empirical evidence suggesting that these contracts may not have accomplished their intended goal of increased efficiency and lower procurement costs.  相似文献

Regression modeling for prediction or forecasting purposes is critically dependent on the quality of the data which are used to estimate the model parameters. Extreme response or predictor-variable values can substantially influence least-squares estimates and disproportionately affect predictions. Robust alternatives to least-squares are less sensitive to extreme observations and can provide more precise predictions. In this article diagnostic displays are used to identify extreme observations and to assess the sensitivity of least-squares parameter estimates and predictions to the inclusion of these observations in a data set. The displays are shown to aid in the interpretation of weights which robust estimators assign to influential observations.  相似文献

Debates on many aspects of defence economics ‐ on the scale of defence expenditure, on the allocation of that expenditure to various military capabilities, and on the selection of equipment offering the best value for money ‐ are bedevilled by misunderstandings and misconceptions about the costs of defence equipment. This paper seeks to improve understanding of defence equipment costs by defining a hierarchy of defence equipment within which the direct and indirect life cycle costs of defence equipment may be allocated at different levels. Having reviewed the direct and indirect components of the life cycle cost, this paper then shows how different costing studies for different purposes require different approaches to life cycle costing, and that there is no unique life cycle cost which can be assigned to one particular item of defence equipment. There is instead a range oflife cycle costs, each of which is appropriate for a particular study, and it is important that a quoted cost of an item of defence equipment should be used only in the pertinent circumstances. The paper is written from a UK perspective and accordingly uses British nomenclature, but its principles should be relevant to defence cost studies in other nations.  相似文献

The problem of developing good schedules for Navy C-Schools has been modeled as a combinatorial optimization problem. The only complicating feature of the problem is that classes must be grouped together into sequences known as pipelines. An ideal schedule will have all classes in a pipeline scheduled in consecutive weeks. The objective is to eliminate the nonproductive time spent by sailors at C-Schools who are waiting for the next class in a pipeline. In this investigation an implicit enumeration procedure for this problem was developed. The key component of our algorithm is a specialized greedy algorithm which is used to obtain a good initial incumbent. Often this initial incumbent is either an optimal schedule or a near optimal schedule. In an empirical analysis with the only other competing software system, our greedy heuristic found equivalent or better solutions in substantially less computer time. This greedy heuristic was extended and modified for the A-School scheduling problem and was found to be superior to its only competitor. © 1998 John Wiley & Sons, Inc. The focus of this research is on self-contained missions requiring round-trip vehicle travel from a common origin. For a single vehicle the maximal distance that can be reached without refueling is defined as its operational range. Operational range is a function of a vehicle's fuel capacity and fuel consumption characteristics. In order to increase a vehicle's range beyond its operational range replenishment from a secondary fuel source is necessary. In this article, the problem of maximizing the range of any single vehicle from a fleet of n vehicles is investigated. This is done for four types of fleet configurations: (1) identical vehicles, (2) vehicles with identical fuel consumption rates but different fuel capacities, (3) vehicles which have the same fuel capacity but different fuel consumption rates, and (4) vehicles with both different fuel capacities and different consumption rates. For each of the first three configurations the optimal refueling policy that provides the maximal range is determined for a sequential refueling chain strategy. In such a strategy the last vehicle to be refueled is the next vehicle to transfer its fuel. Several mathematical programming formulations are given and their solutions determined in closed form. One of the major conclusions is that for an identical fleet the range of the farthest vehicle can be increased by at most 50% more than the operational range of a single vehicle. Moreover, this limit is reached very quickly with small values of n. The performance of the identical fleet configuration is further investigated for a refueling strategy involving a multiple-transfer refueling chain, stochastic vehicle failures, finite refueling times, and prepositioned fleets. No simple refueling ordering rules were found for the most general case (configuration 4). In addition, the case of vehicles with different fuel capacities is investigated under a budget constraint. The analysis provides several benchmarks or bounds for which more realistic structures may be compared. Some of the more complex structures left for future study are described.  相似文献

The paper considers the economic lot scheduling problem (ELSP) where production facility is assumed to deteriorate, owing to aging, with an increasing failure rate. The time to shift from an “in‐control” state to an “out‐of‐control” state is assumed to be normally distributed. The system is scheduled to be inspected at the end of each production lot. If the process is found to be in an “out‐of‐control” state, then corrective maintenance is performed to restore it to an “in‐control” state before the start of the next production run. Otherwise, preventive maintenance is carried out to enhance system reliability. The ELSP is formulated under the capacity constraint taking into account the quality related cost due to possible production of non‐conforming items, process inspection, and maintenance costs. In teletraffic applications of retrial queues only the service zone is observable. Another part of a retrial queue, the orbit, which represents the delay before repeated attempts to get service, cannot be observed. Thus, it is very important to get general results about behavior of the orbit. We investigate two characteristics of the orbit, namely, the orbit busy period and the orbit idle period, which seem to be very useful from this point of view. © 1996 John Wiley & Sons, Inc.  相似文献
