We consider the multitasking scheduling problem on unrelated parallel machines to minimize the total weighted completion time. In this problem, each machine processes a set of jobs, while the processing of a selected job on a machine may be interrupted by other available jobs scheduled on the same machine but unfinished. To solve this problem, we propose an exact branch‐and‐price algorithm, where the master problem at each search node is solved by a novel column generation scheme, called in‐out column generation, to maintain the stability of the dual variables. We use a greedy heuristic to obtain a set of initial columns to start the in‐out column generation, and a hybrid strategy combining a genetic algorithm and an exact dynamic programming algorithm to solve the pricing subproblems approximately and exactly, respectively. Using randomly generated data, we conduct numerical studies to evaluate the performance of the proposed solution approach. We also examine the effects of multitasking on the scheduling outcomes, with which the decision maker can justify making investments to adopt or avoid multitasking. 相似文献

Technologically advanced aircraft rely on robust and responsive logistics systems to ensure a high state of operational readiness. This paper fills a critical gap in the literature for combat models by closely relating effectiveness of the logistics system to determinants of success in combat. We present a stochastic diffusion model of an aerial battle between Blue and Red forces. The number of aircraft of Blue forces aloft and ready to be aloft on combat missions is limited by the maximum number of assigned aircraft, the reliability of aircraft subsystems, and the logistic system's ability to repair and replenish those subsystems. ABSTRACTChina’s efforts to build a ‘new type of great power relations’ and a ‘new type of military-to-military relations’ do not constitute a major turning point in relations with the United States. Political relations set limits on military cooperation, and the two sides have been unable to construct a sustainable strategic basis for relations. This has contributed to an ‘on-again, off-again’ pattern in military ties. Trends show a pattern of frequent disruptions in military-to-military relations from 2000 to 2010, followed by an increase in interactions beginning in 2012. Nevertheless, obstacles on both sides are likely to limit mutual trust and constrain future development of military-to-military relations. 相似文献

Conventional wisdom holds that Pakistanis are overwhelmingly opposed to American drone strikes in their country’s tribal areas and that this opposition is driven by mass media coverage of the loss of life and property the strikes purportedly cause. Using an approach based in the literature in political communication and public opinion, we argue this conventional wisdom is largely inaccurate. Instead, we contend that awareness of drone strikes will be limited because Pakistan is a poor country with low educational attainment, high rates of illiteracy and persistent infrastructure problems that limit access to mass media. Moreover, because of these same country characteristics, Pakistanis’ beliefs about drone strikes will be shaped primarily by informal, face-to-face political communication, rather than through more formal media sources. We test this argument using data that we collected by fielding a 7,656 respondent, nationally-representative survey carried out in Pakistan in 2013. We consider a queueing system with batch Poisson arrivals subject to disasters which occur independently according to a Poisson process but affect the system only when the server is busy, in which case the system is cleared of all customers. Following a disaster that affects the system, the server initiates a repair period during which arriving customers accumulate without receiving service. The server operates under a Multiple Adapted Vacation policy. The stationary regime of this process is analyzed using the supplementary variables method. We obtain the probability generating function of the number of customers in the system, the fraction of customers who complete service, and the Laplace transform of the system time of a typical customer in stationarity. The stability condition for the system and the Laplace transform of the time between two consecutive disasters affecting the system is obtained by analyzing an embedded Markov renewal process. Efforts toward developing an independent and credible Philippine defense policy were revived when Benigno Simeon C. Aquino III was elected President of the Philippines in 2010. President Aquino renewed the military modernization program in 2012 and emphasized the necessity of a “minimum credible defense posture.” Given the modernization efforts of the government, this article aims to contribute to the development of the concept of minimum credible defense posture by exploring how theory contributes to defense planning. It argues that the contexts of strategy are useful in planning for national defense because these contexts can provide a conceptual framework for defense planners. It proceeds in three parts: the opening section reviews the literature on defense planning; the second surveys the context of developing strategies as discussed in the General Theory of Strategy; and the last provides a definition of minimum credible defense and applies the context of developing strategies to the case of the Philippines. 相似文献

A new piece of equipment has been purchased in a lot of size m. Some of the items can be used in destructive testing before the item is put into use. Testing uncovers faults which can be removed from the remaining pieces of equipment in the lot. If t < m pieces of equipment are tested, then those that remain, m1 = m − t, have reduced fault incidence and are more reliable than initially, but m1 may be too small to be useful, or than is desirable. In this paper models are studied to address this question: given the lot size m, how to optimize by choice of t the effectiveness of the pieces of equipment remaining after the test.
