The debate over whether there exists a British counter-insurgency tradition of minimum force is one that has been thoroughly discussed. Is there anything left to say? This study suggests there is further insight to be attained if one explicitly evaluates the concept of minimum force in relation to the conduct of the security forces in the years of the Northern Ireland conflict. Through an examination of three key periods in the conflict, it will be shown that while there was invariably an awareness of the need to act with restraint among senior officers at the strategic level, this was often difficult to apply at the tactical level in the heat of confrontation. The argument demonstrates that the British Army, and other instruments of the state, rarely acted in a manner that could be described as ‘minimal’. Instead, it was the broader liberal values of the British state that explains largely the degrees of restraint exhibited by the government and security forces.  相似文献

We examine the role of war in retarding state fiscal capacity in developing countries, measured by tax revenue ratios to GDP. We build a simple theoretical model of a factionalized state, where patronage substitutes for common interest public goods, along with violent contestation over a rent or prize. Our dynamic panel empirical analysis applied to 79 developing countries, during 1980–2010, indicates that war, especially civil war, retards fiscal capacity, along with imperfect democracy, political repression, poor governance, and dependence on oil and macroeconomic mismanagement. High intensity conflict is particularly destructive of state capacity. In countries experiencing low intensity wars, other institutional factors may matter more than war. The diminution of fiscal capacity due to war appears less pronounced after the end of the cold war.  相似文献

An efficient algorithm for determining the optimal arrival schedule for customers in a stochastic service system is developed. All customers arrive exactly when scheduled, and service times are modeled as iid Erlang random variables. Costs are incurred at a fixed rate per unit of time each customer waits for service, and an additional cost is incurred for every unit of time the server operates beyond a scheduled closing time. The objective is to minimize total operating cost. This type of problem arises in many operational contexts including transportation, manufacturing, and appointment‐based services. © 1999 John Wiley & Sons, Inc. Given a positive integer R and a weight for each vertex in a graph, the maximum-weight connected graph problem (MCG) is to find a connected subgraph with R vertices that maximizes the sum of their weights. MCG has applications to communication network design and facility expansion. The constrained MCG (CMCG) is MCG with a constraint that one predetermined vertex must be included in the solution. In this paper, we introduce a class of decomposition algorithms for MCG. These algorithms decompose MCG into a number of small CMCGs by adding vertices one at a time and building a partial graph. They differ in the ordering of adding vertices. Proving that finding an ordering that gives the minimum number of CMCGs is NP-complete, we present three heuristic algorithms. Experimental results show that these heuristics are very effective in reducing computation and that different orderings can significantly affect the number of CMCGs to be solved. © 1998 John Wiley & Sons, Inc. We describe the development of a heuristic algorithm for determining efficient 2-dimensional packings in cargo aircraft where cargo placement constraints are critically important in determining the feasibility of packing locations. We review the performance of a new algorithm versus some traditional ones for aircraft loading. The algorithm is also tested in a more generalized setting where there exist no additional constraints on items, to suggest applicability in other environments. The new algorithm has been used worldwide in the Automated Air Load Planning System (AALPS) for cargo aircraft loading, with much success. © 1998 John Wiley & Sons, Inc. This article formulates an analytic model of just-in-time purchasing contracts and compares the minimum cost solution with the cost attainable through vertical integration. The models use standard inventory theory cost parameters and decision variables. The results quantify the increase in cost of buying an item rather than making it. Optimal incentives are characterized when JIT purchasing contracts are used. When JIT purchasing is implemented, buffer inventories are typically reduced. This inventory reduction makes on-time delivery critical to the buyer; yet timeliness is controlled by the supplier. As an incentive to provide on-time delivery, the buyer offers the supplier a bonus for on-time delivery. The supplier chooses a flow time allowance based upon the bonus offered. First- and second-order conditions are characterized in general, and examples are provided for exponentially and uniformly distributed flow times. The delivery timeliness obtainable in a vertically integrated firm is determined and compared with timeliness obtainable between separate firms. This comparison indicates that buyers who choose to purchase materials from a separate firm are more likely to experience late deliveries. The relationship between the value of the bonus and the proportion of on-time deliveries is also considered. This paper proposes the use of a cost-based statistical process control system for monitoring the quality of an unreliable analytical machine. In this environment the accuracy of the process cannot be determined by inspecting the output, but must be verified by analyzing standards of known values. The results demonstrate that a significant cost savings can be obtained if analytical results are placed in a “buffer” and their release delayed until the accuracy of the test can be assured. Results suggest the approach not only dramatically improves the quality of results reported but also significantly reduces the expected total cost of testing. © 1996 John Wiley & Sons, Inc.  相似文献

The MCG problem is strongly NP-complete, and we study a special case of it: the constrained MCG (CMCG) problem, which is the MCG problem with a constraint of having a predetermined vertex included in the solution. We first show that the Steiner tree problem is a special case of the CMCG problem. Then we present three optimization algorithms for the CMCG problem. The first two algorithms deal with special graphs (tree and layered graphs) and employ different dynamic programming techniques, solving the CMCG problem in polynomial times. The third one deals with a general graph and uses a variant of the Balas additive method with an imbedded connectivity test and a pruning method. We also present a heuristic algorithm for the CMCG problem with a general graph and its bound analysis. We combine the two algorithms, heuristic and optimization, and present a practical solution method to the CMCG problem. Control charts are widely used for process surveillance. The design of a control chart refers to the choice of sample size, the width of the control limits, and the interval between samples. Economic designs have been widely investigated and shown to be an effective method of determining control chart parameters. This article describes two different manufacturing process models to which the X¯ control chart is applied: The first model assumes that the process continues in operation while searches for the assignable cause are made, and the second assumes that the process must be shut down during the search. Economic models of the control chart for these two manufacturing process models are developed, and the sensitivity of the control chart parameters to the choice of model is explored. It is shown that the choice of the proper manufacturing process model is critical because selection of an inappropriate process model may result in significant economic penalties.  相似文献
