Logistics managers often encounter incremental quantity discounts when choosing the best transportation mode to use. This could occur when there is a choice of road, rail, or water modes to move freight from a set of supply points to various destinations. The selection of mode depends upon the amount to be moved and the costs, both continuous and fixed, associated with each mode. This can be modeled as a transportation problem with a piecewise-linear objective function. In this paper, we present a vertex ranking algorithm to solve the incremental quantity discounted transportation problem. In modern warfare, many believe the decisive factor in winning a battle is seizing the right moment to shift from defense to attack, or vice versa. This paper attempts to bring that perspective to Lanchester's differential equations of warfare, and continues the application of Lanchester's linear law to the analysis of the World War II battle of Ardennes, as reported in earlier issues of Naval Research Logistics by Bracken and by Fricker. A new variable, shift time, accounting for the timing of the shift between defense and attack is explicitly included in our version of the model, and it helps obtain improved goodness of fit to historical data. © 2001 John Wiley & Sons, Inc. Traditional methods of due-date assignment presented in the literature and used in practice generally assume cost-of-earliness and cost-of-tardiness functions that may bear little resemblance to true costs. For example, practitioners using ordinary least-squares (OLS) regression implicitly minimize a quadratic cost function symmetric about the due date, thereby assigning equal second-order costs to early completion and tardy behavior. In this article the consequences of such assumptions are pointed out, and a cost-based assignment scheme is suggested whereby the cost of early completion may differ in form and/or degree from the cost of tardiness. Two classical approaches (OLS regression and mathematical programming) as well as a neural-network methodology for solving this problem are developed and compared on three hypothetical shops using simulation techniques. It is found for the cases considered that: (a) implicitly ignoring cost-based assignments can be very costly; (b) simpler regression-based rules cited in the literature are very poor cost performers; (c) if the earliness and tardiness cost functions are both linear, linear programming and neural networks are the methodologies of choice; and (d) if the form of the earliness cost function differs from that of the tardiness cost function, neural networks are statistically superior performers. Finally, it is noted that neural networks can be used for a wide range of cost functions, whereas the other methodologies are significantly more restricted. © 1997 John Wiley & Sons, Inc. 相似文献

The Swiss Armed Forces are suffering from a structural deficit of militia officers despite good pay and a general supportive attitude in the population. Whereas, prior studies have focused on motivation to explain understaffing in armed forces, we offer an alternative approach based on opportunity cost. We model decision alternatives both within and outside a military organization, taking private sector employment as the reference point. We then monetize opportunity costs of leisure, fringe benefits, and private sector income not compensated. Our results suggest that in terms of opportunity cost, service as a militia officer is the least attractive option, an effect that we believe explains the persistent staff deficit. Implications of these findings for the literature and recruitment policy are discussed. 相似文献

We present neutrino-based options for verifying that the nuclear reactors at North Korea’s Yongbyon Nuclear Research Center are no longer operating or that they are operating in an agreed manner, precluding weapons production. Neutrino detectors may be a mutually agreeable complement to traditional verification protocols because they do not require access inside reactor buildings, could be installed collaboratively, and provide persistent and specific observations. At Yongbyon, neutrino detectors could passively verify reactor shutdowns or monitor power levels and plutonium contents, all from outside the reactor buildings. The monitoring options presented here build on recent successes in basic particle physics. Following a dedicated design study, these tools could be deployed in as little as one year at a reasonable cost. In North Korea, cooperative deployment of neutrino detectors could help redirect a limited number of scientists and engineers from military applications to peaceful technical work in an international community. Opportunities for scientific collaboration with South Korea are especially strong. We encourage policymakers to consider collaborative neutrino projects within a broader program of action toward stability and security on the Korean Peninsula. 相似文献

Questioning the idea that lessons have been learnt, the paper challenges the assumptions that are being used to frame future strategic choice.
