The pattern of civil–military interaction in India is informed by the notion that civilians should refrain from involvement in operational matters. The emergence of this trend can be traced back to the defeat against China in 1962. In its aftermath, the belief that the debacle occurred because of civilian interference took hold. Thereafter, politicians restricted themselves to giving overall directives, leaving operational matters to the military. The Indian ‘victory’ in the subsequent war with Pakistan was seen as vindicating this arrangement. This essay argues that the conventional reading of the China crisis is at best misleading and at worst erroneous. Further, it contends that the subsequent war with Pakistan actually underscores the problems of civilian non-involvement in operational issues. The historical narrative underpinning the norm of civilian abstention is at the very least dubious.  相似文献

This article presents a new model for the development of Carl von Clausewitz’s thinking on the factors that constrain warfare. The model posits three stages in his thinking that are determined by two system theoretic dimensions. The three stages are friction as a constraint on the effectiveness of the execution of military plans on paper, suspension as a constraint on the intensity of military action and political objectives as a constraint on military objectives. The two dimensions consist of an interactive perspective in the form of causal feedback loops and a holistic perspective in the form of a political system that forms the context of the military subsystem.  相似文献

Compression and flexure members such as columns and beams are critical in a structure as its failure could lead to the collapse of the structure. In the present work, numerical analysis of square and circle short columns, and reinforced concrete (RC) beams reinforced withfiber reinforced polymer composites are carried out. This work is divided into two parts. In thefirst part, numerical study of axial behavior of square and circular concrete columns reinforced with Glass Fiber Reinforced Polymer (GFRP) and Basalt Fiber Reinforced Polymer (BFRP)bars and spiral, and Carbon Fiber Reinforced Polymer (CFRP) wraps is conducted. The results of the first part showed that the axial capacity of the circular RC columns rein-forced with GFRP increases with the increase of the longitudinal reinforcement ratio. In addition, the results of the numerical analysis showed good correlation with the experimental ones. An interaction diagram for BFRP RC columns is also developed with considering various eccentricities. The results of numerical modeling of RC columns strengthened with CFRP wraps revealed that the number and the spacing between the CFRP wraps provide different levels of ductility enhancement to the column. For the cases considered in this study, column with two middle closely spaced CFRP wraps demonstrated the best performance. In the second part of this research,flexural behavior of RC beams reinforced with BFRP, GFRP and CFRP bars is investigated along with validation of the numerical model with the experimental tests. The results resembled the experimental observations that indicate significant effect of the FRP bar diameter and type ont he flexural capacity of the RC beams. It was also shown that Increasing the number of bars while keeping the same reinforcement ratio enhanced the stiffness of the RC beam.  相似文献

In this paper, we extend the results of Ferguson M. Naval Research Logistics 8 . on an end‐product manufacturer's choice of when to commit to an order quantity from its parts supplier. During the supplier's lead‐time, information arrives about end‐product demand. This information reduces some of the forecast uncertainty. While the supplier must choose its production quantity of parts based on the original forecast, the manufacturer can wait to place its order from the supplier after observing the information update. We find that a manufacturer is sometimes better off with a contract requiring an early commitment to its order quantity, before the supplier commits resources. On the other hand, the supplier sometimes prefers a delayed commitment. The preferences depend upon the amount of demand uncertainty resolved by the information as well as which member of the supply chain sets the exchange price. This paper investigates the multivariate Polya distribution (MPD) for application in combat models for which enemy targets must be randomly assigned to fighting units. Six sets of actual combat data motivate the allocation model. Scenarios include air‐to‐air combat, tank, and submarine warfare. Goodness of fit tests are derived which verify the validity of the MPD, and reinforce the notion that multinomial allocation is too simplistic for such combat models. Simulations to determine optimal allocations for minimal combat cost are applied in order to illustrate the role of the MPD in combat modeling. © 2001 John Wiley & Sons,Inc. This article is concerned with the analysis of a squared-Euclidean distance location-allocation problem with balanced transportation constraints, where the costs are directly proportional to distances and the amount shipped. The problem is shown to be equivalent to maximizing a convex quadratic function subject to transportation constraints. A branch-and-bound algorithm is developed that utilizes a specialized, tight, linear programming representation to compute strong upper bounds via a Lagrangian relaxation scheme. These bounds are shown to substantially dominate several other upper bounds that are derived using standard techniques as problem size increases. The special structure of the transportation constraints is used to derive a partitioning scheme, and this structure is further exploited to devise suitable logical tests that tighten the bounds implied by the branching restrictions on the transportation flows. The transportation structure is also used to generate additional cut-set inequalities based on a cycle prevention method which preserves a forest graph for any partial solution. Results of the computational experiments, and a discussion on possible extensions, are also presented.  相似文献

In this article, a quality-control design framework that employs information for the supplier-buyer system is modeled. Significant operational savings may be obtained by using the integrated plans developed under this framework. This is especially true when the cost of a defective is high, and the variable sampling and rework costs are low. Analysis of the interaction of defective, rework, and variable sampling costs reveals that the savings are the result of a shift of control effort from the process-control to the lot-acceptance stage, which is the consequence of tradeoffs involving both stages. The managerial impact of adopting integrated plans is discussed.  相似文献
