ABSTRACT

In 2014, an affiliate of the Islamic State of Iraq and Syria emerged in Afghanistan. Wilayat Khorasan, or ISIS-K, intends to secure Afghanistan to legitimize the Islamic State’s caliphate across the ‘Khorasan Province’ including portions of Central Asia, China, Iran, the Indian Subcontinent, and Southeast Asia. While the group’s intent is clear, its capability confounds analysts. The authors argue that Wilayat Khorasan is likely the Islamic State’s most viable and lethal regional affiliate based on an expansionist military strategy. This is designed to enable the group’s encirclement of Jalalabad City in Nangarhar Province and is foundational to its expanded operational reach, regionalization, and lethality. Since 2016, the US-led Coalition’s counter-terrorism strategy has disrupted ISIS-K’s critical requirements and prevented external attacks. Yet, raids and strikes alone will not defeat ISIS-K. They must be calibrated against an institution-building approach that legitimizes Afghanistan’s government and redresses grievances that ISIS-K exploits to resolve.  相似文献

This paper considers the contribution of military publishing to the nineteenth-century military revolution leading to the Great War. The subject is addressed in four contexts. The first is informational, analyzing the role of military publications in making available data and ideas that increased military effectiveness. The second is syncretic, evaluating the effect of military publications on cohesion within increasingly large, complex armies, and between armies and their societies. The third is internal. It discusses the contributions to professional insecurity generated by print, and by its electronic extensions the telegraph and the telephone. On 9 February 2012 the Somali terrorist organization al-Shabaab officially merged with al-Qaeda. While the significance of the merger is highly contested, it does expose internal weaknesses within the two organizations along ideological, clan, and sectarian lines. The article identifies three key weaknesses of the merger and concludes with a discussion of al-Qaeda's growing presence in trans-Saharan Africa.  相似文献

The pattern of civil–military interaction in India is informed by the notion that civilians should refrain from involvement in operational matters. The emergence of this trend can be traced back to the defeat against China in 1962. In its aftermath, the belief that the debacle occurred because of civilian interference took hold. Thereafter, politicians restricted themselves to giving overall directives, leaving operational matters to the military. The Indian ‘victory’ in the subsequent war with Pakistan was seen as vindicating this arrangement. This essay argues that the conventional reading of the China crisis is at best misleading and at worst erroneous. Further, it contends that the subsequent war with Pakistan actually underscores the problems of civilian non-involvement in operational issues. The historical narrative underpinning the norm of civilian abstention is at the very least dubious.  相似文献

This article presents a new model for the development of Carl von Clausewitz’s thinking on the factors that constrain warfare. The model posits three stages in his thinking that are determined by two system theoretic dimensions. The three stages are friction as a constraint on the effectiveness of the execution of military plans on paper, suspension as a constraint on the intensity of military action and political objectives as a constraint on military objectives. The two dimensions consist of an interactive perspective in the form of causal feedback loops and a holistic perspective in the form of a political system that forms the context of the military subsystem.  相似文献

This article is a portrait of Admiral Sergei Gorshkov, commander of the Soviet Navy for almost three decades, from 1956–85. The author, a retired US Navy admiral with a Harvard PhD in Russian studies who served as both defense and naval attaché in Moscow, draws on numerous face-to-face interactions with Gorshkov. He also explores Gorshkov's memoirs that were published recently in Russia but have not appeared in an English translation. The paper is not only a first-hand account of an important historical figure, but also a window into the world of military-to-military diplomacy and intelligence during the Cold War.  相似文献

One of the effects of Deng Xiaoping's economic reforms is the steady erosion of the ideological integrity of Marxism‐Leninism‐Maoism. To compensate for that erosion, the Chinese Communist Party has turned to patriotic nationalism for a new source of legitimacy. China's new nationalism transcends mere rhetoric but is manifested in the behavior of its armed forces ‐ which makes an understanding of the nationalist ideology of the People's Liberation Army (PLA) important. As revealed in PLA and related military publications, that ideology is a potentially problematic mix of wounded pride, historical resentment, and irredentism.  相似文献
