ABSTRACT

The cessation of military confrontations rarely coincides with the end of war. Legal and political matters continue after the last shot has been fired, civilians driven from their homes try to rebuild their houses and their lives, veterans need to adapt to their new role in civil society, and the struggle to define the history and the significance of past events only begins. In recent years, in particular, the changes in the character of contemporary warfare have created uncertainties across different disciplines about how to identify and conceptualise the end of war. It is therefore an opportune moment to examine how wars end from a multidisciplinary perspective that combines enquiries into the politics of war, the laws of war and the military and intellectual history of war. This approach enables both an understanding of how ‘the end’ as a concept informs the understanding of war in international relations, in international law and in history and a reconsideration of the nature of scientific method in the field of war studies as such.  相似文献

An efficient algorithm for determining the optimal arrival schedule for customers in a stochastic service system is developed. All customers arrive exactly when scheduled, and service times are modeled as iid Erlang random variables. Costs are incurred at a fixed rate per unit of time each customer waits for service, and an additional cost is incurred for every unit of time the server operates beyond a scheduled closing time. The objective is to minimize total operating cost. This type of problem arises in many operational contexts including transportation, manufacturing, and appointment‐based services. © 1999 John Wiley & Sons, Inc. This article reassesses the foreign policy legacy of George W. Bush in light of the emerging historical record of his administration. We conclude that, whereas Bush’s foreign policy was in widespread disrepute when he left office in 2009, that reputation is likely to improve – perhaps significantly – in the coming years. We identify six particular arguments that lend credence to an emerging ‘Bush revisionism.’ To be clear, we do not necessarily argue that the balance sheet on Bush’s foreign policy was positive, but the arguments presented here are likely to generate a more sympathetic and favorable historical assessment of Bush’s presidency over time.  相似文献

It is shown that when X is an arbitrary finite subset of an n-factor product set and preference relations on each factor or criterion are assumed only to be asymmetric, efficient (undominated) points always exist in the set P of probability distributions on X when the preference relations are extended to probability distributions on the factors according to SSB utility theory. Thus, arbitrary finite structures and potentially cyclic preferences do not present a problem for the theory of efficiency under the convexification-extension procedure.  相似文献

Most countries put significant amounts of time and effort in writing and issuing high-level policy documents. These are supposed to guide subsequent national defence efforts. But do they? And how do countries even try to ensure that they do? This paper reports on a benchmarking effort of how a few “best of breed” small- to medium-sized defence organisations (Australia, Canada, and New Zealand) deal with these issues. We find that most countries fail to link goals to resources and pay limited attention to specific and rigorous ex-ante or post-hoc evaluation, even when compared to their own national government-wide provisions. We do, however, observe a (modest) trend towards putting more specific goals and metrics in these documents that can be – and in a few rare cases were – tracked. The paper identifies 42 concrete policy “nuggets” – both “do’s and don’ts” – that should be of interest to most defence policy planning/analysis communities. It ends with two recommendations that are in line with recent broader (non-defence) scholarship on the policy formulation-policy implementation gap: to put more rigorous emphasis on implementation (especially on achieving desired policy effects), but to do so increasingly in more experiential (“design”) ways, rather than in industrial-age bureaucratic ones (“PPBS”-systems).  相似文献
