Capacity improvement and conditional penalties are two computational aides for fathoming subproblems in a branch‐and‐bound procedure. In this paper, we apply these techniques to the fixed charge transportation problem (FCTP) and show how relaxations of the FCTP subproblems can be posed as concave minimization problems (rather than LP relaxations). Using the concave relaxations, we propose a new conditional penalty and three new types of capacity improvement techniques for the FCTP. Based on computational experiments using a standard set of FCTP test problems, the new capacity improvement and penalty techniques are responsible for a three‐fold reduction in the CPU time for the branch‐and‐bound algorithm and nearly a tenfold reduction in the number of subproblems that need to be evaluated in the branch‐and‐bound enumeration tree. © 1999 John Wiley & Sons, Inc. The Selection Allocation Problem (SAP) is a single period decision problem which involves selecting profit‐maximizing (or cost‐minimizing) activities from various distinct groups, and determining the volume of those activities. The activities in each group are selected subject to the availability of that group's resource, which is provided by either pooling or blending raw inputs from several potential sources. Imbedded in the decision process is the additional task of determining how much raw input is to be allocated to each group to form the resource for that group. Instances of this problem can be found in many different areas, such as in tool selection for flexible manufacturing systems, facility location, and funding for social services. We develop polynomial algorithms for several cases of the NP-hard open shop scheduling problem of minimizing the number of late jobs by utilizing some recent results for the open shop makespan problem. For the two machine common due date problem, we assume that either the machines or the jobs are ordered. We describe a periodic review inventory system where emergency orders, which have a shorter supply lead time but are subject to higher ordering cost compared to regular orders, can be placed on a continuous basis. We consider the periodic review system in which the order cycles are relatively long so that they are possibly larger than the supply lead times. Study of such systems is important since they are often found in practice. We assume that the difference between the regular and emergency supply lead times is less than the order-cycle length. We develop a dynamic programming model and derive a stopping rule to end the computation and obtain optimal operation parameters. Computational results are included that support the contention that easily implemented policies can be computed with reasonable effort. © 1998 John Wiley & Sons, Inc. This paper considers the maintenance of aircraft engine components that are subject to stress. We model the deterioration process by means of the cumulative jump process representation of crack growth. However, because in many cases cracks are not easily observable, maintenance decisions must be made on the basis of other information. We incorporate stress information collected via sensors into the scheduling decision process by means of a partially observable Markov decision process model. Using this model, we demonstrate the optimality of structured maintenance policies, which support practical maintenance schedules. © 1998 John Wiley & Sons, Inc. Harvard professor Samuel P. Huntington has frequently been considered a Vietnam War hawk. His observation that ‘forced-draft urbanization’ might help the United States win the war has come to define his engagement in contemporary strategic debates. This essay argues that both Huntington’s academic work and his private policy advice to the U.S. Government in fact urged a political settlement to the conflict. It argues that in spite of this, Huntington refused to break publicly with the U.S. policy because of his wider concern over what he saw as a crisis of authority in the U.S. foreign policy and governing institutions in the era.  相似文献

How do we understand combat effectiveness – soldiers’ performance in battle? Despite the broad consensus that understanding combat effectiveness is important both for scholars and policymakers, there is widespread disagreement about what combat effectiveness is. More specifically, studies of effectiveness tend to focus on either the skill of soldiers in battle, or their will to fight. Yet both skill and will are essential components of an effective fighting force. This article argues that understanding combat effectiveness requires understanding both of these key components of effectiveness. In other words, combat effectiveness requires both the skill and will to engage the enemy in an organized manner. It then demonstrates the usefulness of this conceptualization by applying it to the cases of British, Indian, and Australian forces fighting the Japanese during the Second World War. Only when scholars are talking about the same concept will our understanding of the conditions under which militaries are effective in battle progress. By comparing different units fighting the same opponent under the same material conditions, I demonstrate that units vary both in their combat skill and their will to fight, and that understanding their effectiveness in battle requires analyzing both of these key factors.  相似文献

In this paper we analyze a two‐period supply contract which allows for order adjustment by the buyer. The buyer is required to place orders for two periods. After observing initial demand, the buyer is then allowed to adjust the second order, paying a per unit order adjustment penalty. We describe the optimal behavior of the buyer under such a contract, both in determining the initial order quantities and in subsequently adjusting the order. We compare the solution to a contract where no adjustment is allowed and to the case where adjustment is allowed without penalty. We demonstrate that flexible contracts can reduce the potentially negative effect of correlation of demand between two periods. Further, we investigate how the duration of the first period vis‐à‐vis the second period affects the profitability of the buyer as a function of the degree of correlation. © 2002 John Wiley & Sons, Inc. Contemporary network organizational structures have gradually developed over the last decades of the twentieth century. These new structures are challenging the traditional hierarchical structure form in a number of venues. In conflict and war, they made their potentials unequivocally known on 11 September 2001 via Al Qaeda's strategic suicide bombings against the United States. To better understand the military potentials of networks, an operational combat analysis of the Al Qaeda network was conducted. This analysis, a modification of weapons systems analysis, focused on network speed, along with offensive, defensive and combat multiplier attributes. Such analysis allows for a better understanding of the military capabilities and vulnerabilities of non-state OPFORs (opposing forces) and our own emergent counter-insurgency networks.  相似文献
