Pakistan confronts numerous domestic security challenges including jihadist extremism, Sunni-Shi'a sectarian violence, drug trafficking, illegal commodity smuggling, endemic corruption, and systemic problems with the provision of justice and law enforcement. While much has been written about US military assistance to the Government of Pakistan (GOP) and the ever-evolving political relations between the two countries, basic questions of highest policy significance related to Pakistan's internal security have never been fully studied or considered. This essay begins to address these empirical lacunae. It first provides a comprehensive examination of Pakistan's internal security environment and the effectiveness of the GOP's criminal justice structures in dealing with these challenges. The paper then goes on to assess the impact and utility of the current suite of US law enforcement assistance in helping to fortify Pakistan's domestic security environment. The study raises a number of difficult questions pertinent to the long-term impact of this support, particularly in terms of its effect on fostering a viable, accountable and transparent system of civilian governance and policing. 相似文献

We consider a queueing system with batch Poisson arrivals subject to disasters which occur independently according to a Poisson process but affect the system only when the server is busy, in which case the system is cleared of all customers. Following a disaster that affects the system, the server initiates a repair period during which arriving customers accumulate without receiving service. The server operates under a Multiple Adapted Vacation policy. The stationary regime of this process is analyzed using the supplementary variables method. We obtain the probability generating function of the number of customers in the system, the fraction of customers who complete service, and the Laplace transform of the system time of a typical customer in stationarity. The stability condition for the system and the Laplace transform of the time between two consecutive disasters affecting the system is obtained by analyzing an embedded Markov renewal process. Efforts toward developing an independent and credible Philippine defense policy were revived when Benigno Simeon C. Aquino III was elected President of the Philippines in 2010. President Aquino renewed the military modernization program in 2012 and emphasized the necessity of a “minimum credible defense posture.” Given the modernization efforts of the government, this article aims to contribute to the development of the concept of minimum credible defense posture by exploring how theory contributes to defense planning. It argues that the contexts of strategy are useful in planning for national defense because these contexts can provide a conceptual framework for defense planners. It proceeds in three parts: the opening section reviews the literature on defense planning; the second surveys the context of developing strategies as discussed in the General Theory of Strategy; and the last provides a definition of minimum credible defense and applies the context of developing strategies to the case of the Philippines. 相似文献

Can peacekeeping participation help reform military institutions in democratizing states? Drawing on evidence from Nepal – one of the world's largest troop contributors to UN peacekeeping operations – this essay illustrates that participation in peace missions can sometimes undermine security sector reform and deteriorate civil–military relations. Furthermore, this analysis shows that peacekeeping participation will not necessarily reorient troops away from their conventional internal roles (such as counterinsurgency) or improve civilian control over the armed forces. The quick response (QR) system that can cope with demand volatility by shortening lead time has been well studied in the literature. Much of the existing literature assumes implicitly or explicitly that the manufacturers under QR can always meet the demand because the production capacity is always sufficient. However, when the order comes with a short lead time under QR, availability of the manufacturer's production capacity is not guaranteed. This motivates us to explore QR in supply chains with stochastic production capacity. Specifically, we study QR in a two-echelon supply chain with Bayesian demand information updating. We consider the situation where the manufacturer's production capacity under QR is uncertain. We first explore how stochastic production capacity affects supply chain decisions and QR implementation. We then incorporate the manufacturer's ability to expand capacity into the model. We explore how the manufacturer determines the optimal capacity expansion decision, and the value of such an ability to the supply chain and its agents. Finally, we extend the model to the two-stage two-ordering case and derive the optimal ordering policy by dynamic programming. We compare the single-ordering and two-ordering cases to generate additional managerial insights about how ordering flexibility affects QR when production capacity is stochastic. We also explore the transparent supply chain and find that our main results still hold. 相似文献

We study the competition problem of purchase and multiretrieval of perishable seasonal produce, where wholesalers purchase and stock their products in the first period, and then retrieve and sell them in subsequent periods. We first consider the duopoly case and assume that the prices are exogenous and fluctuate. In each period, after the price realization, the wholesalers retrieve some stock from their warehouses to satisfy their demands. One wholesaler's unsatisfied customers can switch to another and be satisfied by its left retrieved products. Any unsold retrieved stock has no salvage value and any unsatisfied demand is lost. The unretrieved stock is carried to the next period at a perishable rate. The wholesalers compete for the substitute demand by determining their own purchase and retrieval quantities. We show the existence and uniqueness of a pure-strategy Nash equilibrium, and that the Nash equilibrium strategy has the simple “sell-down-to” structure. We also consider the general N-person game and show the existence of the Nash equilibrium, and characterize the structure of the equilibrium strategy for the symmetric case. In addition, we consider the case with endogenous prices, and show that the problem reduces to a repeated newsvendor game with price and inventory competition. We derive the conditions under which a unique Nash equilibrium exists and characterize the equilibrium strategy. Finally, we conduct numerical studies to examine the impacts of the model parameters on the equilibrium outcomes and to generate managerial insights. 相似文献

This study introduces one modeling methodology that describes a broad range of multiple stage production planning issues, including multiple limited resources with setup times and joint fixed cost relationships. An existing production system is modeled in this fashion, creating a new set of 1350 highly generalized benchmark problems. A computational study is conducted with the 1350 benchmark problems introduced in this paper and 2100 benchmark problems, with more restrictive assumptions, from the existing literature. The relative merits of a decomposition‐based algorithm and a neighborhood search technique known as NIPPA, or the Non‐sequential Incremental Part Period Algorithm, are assessed. NIPPA is generally the more successful of the two techniques, although there are specific instances in which the decomposition‐based algorithm displayed a distinct advantage. © 2005 Wiley Periodicals, Inc. The individual and social optimum control policies for entry to an M/M//1 queue serving several classes of customers have been shown to be control-limit policies. The technique of policy iteration provides the social optimum policy for such a queue in a straightforward manner. In this article, the problem of finding the optimal control policy for the M/Ek/1 system is solved, thereby expanding the potential applicability of the solutions developed. The Markovian nature of the queueing system is preserved by considering the service as having k sequential phases, each with independent, identically distributed, exponential service times, through which a customer must pass to be serviced. The optimal policy derived by policy iteration for such a system is likely to be difficult to use because it requires knowledge of the number of phases rather than customers in the system when an arrival occurs. To circumvent this difficulty, a heuristic is used to find a good usable (implementable) solution. In addition, a mixed-integer program is developed which yields the optimal implementable solution when solved. 相似文献
