军队在构建和谐社会中的特殊功能

党的十六届五中全会明确要求,要推进社会主义和谐社会建设。我军是党绝对领导下的人民军队,在构建和谐社会的进程中肩负着义不容辞的历史责任。军队在构建和谐社会中的特殊功能主要表现为政治上的重要保障功能、经济上的重要推动功能和文化上的重要示范功能。     

碳化硼涂覆的碳纤维的抗热氧化性研究

用自己合成的裂解能得到碳化硼的聚碳硼烷,对碳纤维进行涂层,并详细测试了涂层碳纤维的抗热氧化性能。     

语音矢量量化编码

语音矢量量化编码是一项新技术,具有很大的实用价值。本文简要地阐述矢量量化原理之后,着重介绍语音波形矢量量化编码、语音参数矢量量化编码、以及混合形式矢量量化编码,综述近年来国内外学者在这几个方面取得的一些成果,预测它们的发展动向。     

Chance‐constrained multi‐terminal network design problems

We consider a reliable network design problem under uncertain edge failures. Our goal is to select a minimum‐cost subset of edges in the network to connect multiple terminals together with high probability. This problem can be seen as a stochastic variant of the Steiner tree problem. We propose two scenario‐based Steiner cut formulations, study the strength of the proposed valid inequalities, and develop a branch‐and‐cut solution method. We also propose an LP‐based separation for the scenario‐based directed Steiner cut inequalities using Benders feasibility cuts, leveraging the success of the directed Steiner cuts for the deterministic Steiner tree problem. In our computational study, we test our branch‐and‐cut method on instances adapted from graphs in SteinLib Testdata Library with up to 100 nodes, 200 edges, and 17 terminals. The performance of our branch‐and‐cut method demonstrates the strength of the scenario‐based formulations and the benefit from adding the additional valid inequalities that we propose. © 2015 Wiley Periodicals, Inc. 饶家驹与南京安全区的设立

在淞沪会战中,法国神父饶家驹在上海设立了南市难民区,开创了人类史上国际救济难民的成功先例。饶家驹难民区启发了在宁西方人士设立南京安全区的灵感,饶家驹本人也为南京安全区的成立起到了十分重要的桥梁作用。同时,南市难民区模式也成为南京安全区效仿的榜样。但由于上海与南京两地存在诸多差异,日军当局对饶家驹难民区和南京安全区采取了截然不同的态度,在日军占领南京前夕,南京安全区未能得到日军的正式承认。     

舰船长寿命抗磨汽轮机油研制

根据新型装备大功率、高性能蒸汽轮机动力装置配套用油需要以及目前海军在用汽轮机油存在的问题,参考美军同类产品标准要求制定了舰船汽轮机油新产品技战术指标。通过基础油、添加剂和配方综合配伍,研制出一种舰船长寿命抗磨汽轮机油,并进行了理化性能试验和台架试验。结果表明:研制的舰船长寿命抗磨汽轮机油具有优异的抗氧化、润滑抗磨、腐蚀抑制及破乳化等性能,且与台架试验各机组间的适应性良好,可以满足用油设备的使用要求。     

舰艇编队反潜战海洋环境影响指标体系构建与实验建模

为了评估海洋环境对大型水面舰艇编队反潜作战效能的影响,在分析大型水面舰艇编队反潜作战样式和武器装备构成的基础上,采用层次分析法构建海洋环境对大型水面舰艇编队反潜作战效能影响评估指标体系和函数关系模型。以直接警戒区反潜作战效能评估为例,引入B样条函数,建立海洋环境要素与海洋环境影响指数之间的映射函数模型,得到影响评估的量化结果。该结果基本反映了海洋环境对大型水面舰艇编队反潜作战的影响程度。     

军民融合产业创新集群的形成

在军民融合发展战略与创新驱动发展战略深入推进进程中,军民融合产业创新集群成为军民融合产业发展的重要创新形式,其形成问题研究更是对其发展与演化具有重要影响。以军民融合产业创新集群的内涵着手,通过刺激—反应模型与演化博弈模型,分析其形成过程与促进措施。研究表明,军民融合产业创新集群作为复杂适应系统,创新主体的适应性能力及其内在关系是集群形成的关键所在;为使合作创新行为成为演化博弈的稳定策略,从合作创新能力系数和合作创新成本、拥有的创新资源以及政府资金支持三个方面剖析集群形成的促进作用,对军民融合产业创新集群的发展与演化研究奠定基础。     

Does defence expenditure have a spillover effect on income inequality? A cross-regional analysis in China

China’s defence expenditure has been growing rapidly along with GDP growth during the past two decades. Meanwhile, the income gap has continued to increase. There are conflicting views regarding whether the defence expenditure is capable of reducing income inequality. Therefore, this paper investigates the existence of any spillover effect of defence expenditure on income inequality, with a special focus on the regional differences among 31 provinces and 7 military regions in China. We extend panel cointegration and the impulse response function by using panel data during the period of 1997–2012. The empirical results show that the defence expenditure has an impact on income inequality, and the effect varies over different regions in China. The defence expenditure has a spillover effect on income inequality in the full sample panel and the southeastern panel. An increase in the defence expenditure does not crowd out social welfare spending due to the high level of economic development and government expenditure. On the contrary, in the northern panel, the effect is opposite because of the unbalanced economic development levels within the panel. Beijing as the capital of China, benefits more from the expansion of defence expenditure thus widening the income gap. In addition, the impulse response analyses further confirm a stronger effect of the defence expenditure on income inequality in the northern and the southeastern panels over a short period.     

一种高炮拦阻射击新体制

针对高炮拦阻射击,提出了一种新射击体制,详细叙述了该体制的实现机理,并建立了数学模型。在此基础上,针对某型现役高炮的武器性能参数,探讨了初速序列的确定等关键问题,并进行了数值计算。该体制射击过程中不需要改变方向角和射角,对随动系统的要求大幅降低,可缓解自行高炮系统的随动制约,还可使大量随动性能较差的牵引高炮重新焕发生机。该体制的提出与最终实现对提升高射综合体防空反导作战效能具有重要意义。
