The newest US Cabinet department is Homeland Security (DHS). One of the most controversial aspects in the process of developing this entity is the role of intelligence in providing information on the increasing terrorist threat. This article examines the intelligence challenges for homeland security. In doing so, it explores the problems of merging disparate cultures - law enforcement vs intelligence, civil entities vs military, federal vs state and local jurisdictions, and domestic focus vs international perspective. Given the nature of the globalized, asymmetric threat, the need for more and better intelligence sharing is obvious. Terrorists and other criminals do not respect international boundaries; in fact, they exploit them in an effort to prevent effective and timely countermeasures. This demands that robust multinational collaboration and interagency coordination be practiced.  相似文献

ABSTRACT

This paper examines the importance of closer co-operation in defence-related procurement. Led by the decision that Belgium will lead the procurement of 12 Mine CounterMeasures Vessels (MCMV), the case of a potential Belgian naval construction cluster is discussed. The feasibility of a potential cluster is investigated by looking at key elements of a successful naval construction cluster, the Dutch naval construction cluster, and comparing those key elements to the current Belgian situation. Forming a sustainable Belgian naval construction cluster will be difficult. Most of the procurement process of the MCMVs is set on a European tender. In the long run, due to the absence of both a launching customer and leader firms, no party is able to carry the cluster with investments and knowledge spill-overs. In order to keep public support for large defence-related investments, clustering around the MCMV integration system and proactive cluster support is recommended.  相似文献

The second session of the Preparatory Committee for the 2015 Review Conference (RevCon) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) highlighted two issues in particular—progress toward a Middle East Weapons of Mass Destruction–Free Zone and the Joint Statement on the humanitarian impact of nuclear weapons—that may not only greatly affect the health and vitality of the NPT and the 2015 RevCon, but possibly also have implications for the international nonproliferation regime as a whole. Dr. William Potter, director of the James Martin Center for Nonproliferation Studies, interviewed Ambassador Cornel Feruta, chairman of the 2013 PrepCom, to discuss these and other issues related to the meeting and the future of the treaty and its review process.  相似文献

Rendezvous search finds the strategies that players should use in order to find one another when they are separated in a region. Previous papers have concentrated on the case where there are two players searching for one another. This paper looks at the problem when there are more than two players and concentrates on what they should do if some but not all of them meet together. It looks at two strategies—the stick together one and the split up and meet again one. This paper shows that the former is optimal among the class of strategies which require no memory and are stationary, and it gives a method of calculating the expected rendezvous time under it. However, simulation results comparing both strategies suggest that in most situations the split up and meet again strategy which requires some memory leads to faster expected rendezvous times. © 2001 John Wiley & Sons, Inc. In recent years, headline grabbing increases in the Indian defense budget have raised concerns that India’s on-going military modernization threatens to upset the delicate conventional military balance vis-à-vis Pakistan. Such an eventuality is taken as justification for Islamabad’s pursuit of tactical-nuclear weapons and other actions that have worrisome implications for strategic stability on the subcontinent. This article examines the prospects for Pakistan’s conventional deterrence in the near to medium term, and concludes that it is much better than the pessimists allege. A host of factors, including terrain, the favorable deployment of Pakistani forces, and a lack of strategic surprise in the most likely conflict scenarios, will mitigate whatever advantages India may be gaining through military modernization. Despite a growing technological edge in some areas, Indian policymakers cannot be confident that even a limited resort to military force would achieve a rapid result, which is an essential pre-condition for deterrence failure.  相似文献

This article seeks to assess the magnitude of military reform in Indonesia and its impact in establishing greater levels of professionalism within the armed forces. To this end, the authors will offer some reflections on the studies of civil-military relations and military transformation for inculcating a higher degree of military professionalism; analyse to what extent the process of military reform in Indonesia has reshaped the institutional role of the armed forces; and discern three major strategic gaps in Indonesia's military reform, namely the “legal loopholes and regulation vacuum,” the “shortcomings of democratic civilian control,” and the “defence-economic gap.” This article asserts that military professionalism will grow more substantially depending on the ability of civilian elites to exercise effective control over the military and the capacity of the government to transform the military establishment keeping pace with strategic challenges and operational requirements.  相似文献

Extended warranties provide “piece of mind” to a consumer in that product failures which occur after the base warranty expires are rectified at little or no cost. They also provide an additional source of revenue for manufacturers or third‐party providers, such as retailers or insurance providers, and help cultivate consumer loyalty. In this article, we analyze a number of extended warranty contracts which differ in design, including restrictions on deferrals and renewals. With the use of dynamic programming, we compute the optimal strategy for a consumer with perfect information and determine the optimal pricing policy for the provider given the consumer's risk characterization. We also provide insight into when different contracts should be issued. Finally, we illustrate how profits can be dramatically increased by offering menus of warranty contracts, as opposed to stand alone contracts, with the use of integer programming. Surprisingly, risk‐taking consumers provide the greatest benefit to offering menus. These insights can help a company develop a comprehensive warranty planning strategy for given products or product lines. © 2009 Wiley Periodicals, Inc. Naval Research Logistics 2009  相似文献
