Today, few countries fight alone; most fight as allies or partners in multilateral campaigns. The end of the Cold War opened a window of opportunity for multinational military operations (MMOs). These have seen varying degrees of participation, enthusiasm, and success. This special forum is devoted to the politics of multilateral warfare including their formation, maintenance, and durability. The introduction sketches past research and derives some key questions of continuing relevance. The contributions shed light on the domestic and international politics of MMOs, focusing on the implementation of national restrictions and their repercussions for MMOs, party politics of military intervention, the conditions under which states decide to defect from military operations, and the role of junior partners in MMOs. In sum, this forum offers a fresh look at the politics of MMOs, including conceptual contributions to the study of national restrictions, domestic constraints, and coalition warfare. 相似文献

Afghanistan's fifth effort to form a central army started in 2002, following the fall of the Taleban regime. Mainly run by the US armed forces, the formation of the so-called ‘Afghan National Army’ run into several difficulties, ranging from initially slow recruitment, low educational level of troops and officers, high attrition rates. As the new army began to take shape, it lacked many of the characteristics which had been associated by the promoters with a ‘national’ army. We introduce and develop models for a physical goods storage system based on the 15‐puzzle, a classic children's game in which 15 numbered tiles slide within a 4 × 4 grid. The objective of the game is to arrange the tiles in numerical sequence, starting from a random arrangement. For our purposes, the tiles represent totes, pallets, or even containers that must be stored very densely, and the objective is to maneuver items to an input–output point for retrieval or processing. We develop analytical results for storage configurations having a single empty location (as in the game) and experimental results for configurations with multiple empty locations. Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries. 相似文献

The mechanical, thermal and ablation properties of carbon phenolic (C-Ph) composites (Type-I) rein-forced with different weight percentages of organo-modified montmorillonite (o-MMT) nanoclay have been studied experimentally. Ball milling was used to disperse different weight (wt) percentages (0, 1,2,4,6 wt.%) of nanoclay into phenolic resin. Viscosity changes to resin due to nanoclay was studied. On the other hand, nanoclay added phenolic matrix composites (Type-II) were prepared to study the dispersion of nanoclay in phenolic matrix by small angle X-ray scattering and thermal stability changes to the matrix by thermogravimetric analyser (TGA). This data was used to understand the mechanical, thermal and ablation properties of Type-I composites. Inter laminar shear strength (ILSS), flexural strength and flexural modulus of Type I composites increased by about 29%, 12%and 7%respectively at 2 wt.% addition of nanoclay beyond which these properties decreased. This was attributed to reduced fiber volume fraction (%Vf) of Type-I composites due to nanoclay addition at such high loadings. Mass ablation rate of Type-I composites was evaluated using oxy acetylene torch test at low heat flux (125 W/cm2) and high heat flux levels (500 W/cm2). Mass ablation rates have increased at both flux levels marginally up to 2 wt.% addition of nanoclay beyond which it has increased significantly. This is in contrast to increased thermal stability observed for Type-I and Type-Ⅱ composites up to 2 wt.%addition of nanoclay. Increased ablation rates due to nanoclay addition was attributed to higher insulation effi-ciency of nanolcay, which accumulates more heat energy in limited area behind the ablation front and self-propagating ablation mechanisms triggered by thermal decomposition of organic part of nanoclay. 相似文献

Having a robustly designed supply chain network is one of the most effective ways to hedge against network disruptions because contingency plans in the event of a disruption are often significantly limited. In this article, we study the facility reliability problem: how to design a reliable supply chain network in the presence of random facility disruptions with the option of hardening selected facilities. We consider a facility location problem incorporating two types of facilities, one that is unreliable and another that is reliable (which is not subject to disruption, but is more expensive). We formulate this as a mixed integer programming model and develop a Lagrangian Relaxation‐based solution algorithm. We derive structural properties of the problem and show that for some values of the disruption probability, the problem reduces to the classical uncapacitated fixed charge location problem. In addition, we show that the proposed solution algorithm is not only capable of solving large‐scale problems, but is also computationally effective. © 2009 Wiley Periodicals, Inc.
