CALLING FOR ACTION

International Atomic Energy Agency (IAEA) safeguards are under more stress today than at any time in their history. Compliance concerns, a shortage of resources and technology, and growing responsibilities threaten to undermine the effectiveness and credibility of this vital and fundamental pillar of the nonproliferation regime. To address this challenge, the United States recently launched the Next Generation Safeguards Initiative. The goal of this initiative is to ensure the IAEA makes the fullest possible use of its existing authority to prevent the diversion of safeguarded material and to investigate suspicious activities. The initiative will advance state-of-the-art technology, foster the development of a new generation of safeguards experts, and promote technology collaborations and safeguards-conscious infrastructure in states using or pursuing nuclear power. Although it has a domestic focus, the initiative's intent is to catalyze a much broader commitment to international safeguards in partnership with other governments and the IAEA.

A model in which component failure rates depend on the working set

We consider a multicomponent system in which the failure rate of a given component at any time depends on the set of working components at that time. Sufficient conditions are presented under which such a system has a life distribution of specified type. The Laplace transform of the time until all components are down is derived. When repair is allowed, conditions under which the resulting process is time reversible are presented.     

A queueing system with multiple service time distributions

This paper explores a modification of the output discipline for the Poisson input, exponential output, single channel, first-come, first-served queueing system. Instead, the service time distribution of customers beginning service when alone in the system is considered different from that governing service times of all other customers. More specifically, the service times of lone customers are governed by a one parameter gamma distribution, while the service times of all other customers are exponentially ajstributed. The generating function for the steady-state probsbilities, n_j = Pr { j customers in system at an arbitrary point of departure}, of the imbedded chain, {X_n/X_n = number in system after nth customer is serviced}, is obtained, and the steady-state probabilities, themselves, are found in closed form.

A new method to solve steady state queueing equations

There are a great number of queueing systems, including the M^X/M^Y/c, the Gl^X/M/c and the discrete Gl/G/1 queue in which the state probabilities are determined by repeated queue equations. This paper gives a simple, efficient and numerically stable algorithm to caiculate the state probabilities and measure of performance for such systems. The method avoids both complex arithmetric and matrix manipulations.     

Some results of the queueing system E/M/c

This paper analyses the E/M/c queueing system and shows how to calculate the expected number in the system, both at a random epoch and immediately preceding an arrival. These expectations are expressed in terms of certain initial probabilities which are determined by linear equations. The advantages and disadvantages of this method are also discussed.     

On the discrete-time queue length distribution under markov-dependent phases

The technique of probability generating functions has been applied to solve the steady state behavior of a discrete-time, single-channel, queueing problem wherein the arrivals to the queue at consecutive time-marks are statistically independent, but the service is accomplished in phases which are Markov-dependent. Special cases of importance have been discussed. In the end, mean number of phases, its special cases, the mean queue lengths, and the variances have been ascertained.
