The war that Portugal was obliged to fight in Africa began in 1961 and immediately stretched the resources of its armed forces. Nowhere was this thinness more apparent than in policing the vast territory of Angola. The east and southeast of Angola were particularly vulnerable, as the area was a vast, sparsely populated region characterised by enormous featureless plains or chanas covered in tall grass and broken by an extensive river system and mountainous forests. The only military solution to policing these immense spaces was aviation and specifically the helicopter that could carry troops into battle, protect them with a gunship and bring them home when the operation was concluded. The immediate problem for the Portuguese Air Force (Força Aérea Portuguesa or FAP) in Angola and elsewhere was a scarcity of helicopters. The solution was an alliance with South Africa, which had a strong inventory of Alouette IIIs, to help in policing the east. This move was likewise in the interest of South Africa, as its threat came from Zambia through south-eastern Angola. This article examines the strategic and tactical development of this unusual, cross-cultural alliance and the symbiotic relationship that resulted in destruction of the enemies of both in Angola. 相似文献

The nature of crime and conflict is rapidly evolving. Postmodern war is increasingly influenced by non-traditional and irregular combatants: non-state soldiers. These actors are exploiting technology and networked doctrine to spread their influence across traditional geographic boundaries. This emphasis on non-traditional actors accompanies a shift in political and social organization. This shift may well be a shift in state form: from nation-state to market-state. This transition is fueled by rapid developments in technology and the adoption of network organizational forms. Conflict during this transition blurs the distinctions between and among crime, terrorism and warfare. In this article we consider a single-server, bulk-service queueing system in which the waiting room is of finite capacity. Arrival process is Poisson and all the arrivals taking place when the waiting room is full are lost. The service times are generally distributed independent random variables and the distribution is depending on the batch size being served. Using renewal theory, we derive the time-dependent solution for the system-size probabilities at arbitrary time points. In this article we present an approach to determine the initially unspecified weights in an additive measurable multiattribute value function. We formulate and solve a series of nonlinear programming problems which (1) incorporate whatever partial information concerning the attribute weights or overall relative value of alternatives the decision maker chooses to provide, yet (2) yield a specific set of weights as a result. Although each formulation is rather easily solved using the nonlinear programming software GINO (general interactive optimizer), solutions in closed form dependent on a single parameter are also provided for a number of these problems. 相似文献

The debate over whether there exists a British counter-insurgency tradition of minimum force is one that has been thoroughly discussed. Is there anything left to say? This study suggests there is further insight to be attained if one explicitly evaluates the concept of minimum force in relation to the conduct of the security forces in the years of the Northern Ireland conflict. Through an examination of three key periods in the conflict, it will be shown that while there was invariably an awareness of the need to act with restraint among senior officers at the strategic level, this was often difficult to apply at the tactical level in the heat of confrontation. The argument demonstrates that the British Army, and other instruments of the state, rarely acted in a manner that could be described as ‘minimal’. Instead, it was the broader liberal values of the British state that explains largely the degrees of restraint exhibited by the government and security forces. 相似文献

Historically, insurgency is one of the most prevalent forms of armed conflict and it is likely to remain common in the foreseeable future. Recent experiences with counterinsurgency in Iraq and Afghanistan offer many lessons for future counterinsurgents, but the discourse on the subject continues to be mired in a traditional dichotomy pitting population-centric approaches to counterinsurgency against enemy-centric approaches. Historical analysis suggests that this traditional dichotomy is not a sufficiently nuanced way to understand or plan for such operations. Instead, discussions of counterinsurgency should focus on two dimensions: actions (use of physical force vs. political or moral actions) and targets (active insurgents vs. insurgent support). This perspective divides the space of possible counterinsurgency efforts into four quadrants, suggesting that effective counterinsurgency campaigns find a balance of effort across the four quadrants that is well matched to the specific context. 相似文献

The EU Global Strategy (EUGS) is a broad and ambitious document in terms of its geographic scope and thematic priorities. However, the EU cannot devote equal attention to all aspects of the EUGS; so there is still scope for more clarity regarding the EU’s core strategic aims. This article argues that in addition to fostering internal cohesion, the EU’s strategic priority must involve stabilizing its own neighbourhood. This task has challenged the EU for decades because of an inherent credibility deficit regarding the EU’s own capabilities, yet the EUGS does not diagnose and remedy this problem as effectively as it could have. Therefore much more work will need to be done in terms of reforming EU institutions and developing common capabilities if the EU hopes to achieve its central internal and external security goals as outlined in the EUGS and related policy statements. 相似文献
