The effectiveness of a fire department is largely determined by its ability to respond to incidents in a timely manner. To do so, fire departments typically have fire stations spread evenly across the region, and dispatch the closest truck(s) whenever a new incident occurs. However, large gaps in coverage may arise in the case of a major incident that requires many nearby fire trucks over a long period of time, substantially increasing response times for emergencies that occur subsequently. We propose a heuristic for relocating idle trucks during a major incident in order to retain good coverage. This is done by solving a mathematical program that takes into account the location of the available fire trucks and the historic spatial distribution of incidents. This heuristic allows the user to balance the coverage and the number of truck movements. Using extensive simulation experiments we test the heuristic for the operations of the Fire Department of Amsterdam‐Amstelland, and compare it against three other benchmark strategies in a simulation fitted using 10 years of historical data. We demonstrate substantial improvement over the current relocation policy, and show that not relocating during major incidents may lead to a significant decrease in performance.  相似文献

This article concerns a multi-item, infinite-horizon, lot-sizing problem, where the objective is to minimize a total cost function made up of reordering cost, holding cost, and a cost determined by peak inventory levels. By spreading inventory replenishments over the reordering cycle, the peak inventory level can be reduced. The model permits the derivation of simultaneously optimal solutions for the length of the cycle and the individual item replenishment times within the cycle. An alternative formulation, in which total storage capacity is modeled as a constraint, is also solved.  相似文献

US national security guidance, as well as the US Army’s operational experiences since 2001, emphasizes the importance of working closely with partner countries to achieve US strategic objectives. The US Army has introduced the global landpower network (GLN) concept as a means to integrate, sustain and advance the Army’s considerable ongoing efforts to meet US national security guidance. This study develops the GLN concept further, and addresses three questions. What benefits can the GLN provide the Army? What are the essential components of the GLN? What options exist for implementing the GLN concept? By developing the GLN concept, the Army has the opportunity to transition the GLN from an often ad hoc and reactive set of relationships to one that the Army more self-consciously prioritizes and leverages as a resource to meet US strategic objectives.  相似文献

This paper proposes a kurtosis correction (KC) method for constructing the X? and R control charts for symmetrical long‐tailed (leptokurtic) distributions. The control charts are similar to the Shewhart control charts and are very easy to use. The control limits are derived based on the degree of kurtosis estimated from the actual (subgroup) data. It is assumed that the underlying quality characteristic is symmetrically distributed and no other distributional and/or parameter assumptions are made. The control chart constants are tabulated and the performance of these charts is compared with that of the Shewhart control charts. For the case of the logistic distribution, the exact control limits are derived and are compared with the KC method and the Shewhart method. © 2007 Wiley Periodicals, Inc. The optimization of the dynamics of combat (optimal distribution of fire over enemy target types) is studied through a sequence of idealized models by use of the mathematical theory of optimal control. The models are for combat over a period of time described by Lanchester-type equations with a choice of tactics available to one side and subject to change with time. The structure of optimal fire distribution policies is discussed with reference to the influence of combatant objectives, termination conditions of the conflict, type of attrition process, and variable attrition-rate coefficients. Implications for intelligence, command and control systems, and human decision making are pointed out. The use of such optimal control models for guiding extensions to differential games is discussed.  相似文献

This paper gives a new organization of the theoretical results of the Generalized Transportation Problem with capacity constraints. A graph-theoretic approach is utilized to define the basis as a one-forest consisting of one-trees (a tree with an extra edge). Algorithmic development of the pivot-step is presented by the representation of a two-tree (a tree with two extra edges). Constructive procedures and proofs leading to an efficient computer code are provided. The basic definition of an operator theory which leads to the discussion of various operators is also given. In later papers we will present additional results on the operator theory for the generalized transportation problem based on the results in the present paper.  相似文献

A method is presented to locate and allocate p new facilities in relation to n existing facilities. Each of the n existing facilities has a requirement flow which must be supplied by the new facilities. Rectangular distances are assumed to exist between all facilities. The algorithm proceeds in two stages. In the first stage a set of all possible optimal new facility locations is determined by a set reduction algorithm. The resultant problem is shown to be equivalent to finding the p-median of a weighted connected graph. In the second stage the optimal locations and allocations are obtained by using a technique for solving the p-median problem.  相似文献
