Towards a new national security policy for Canada

Canada is now at a crossroads unlike any other period in its history and needs to carefully consider which path to take. With the new Trudeau government comfortably ensconced since the defeat of the Harper government in the fall of 2015, a variety of competing interests have emerged in an attempt to turn Canadian policy back to a more nostalgic period of the 1970s that some see as preferable to the institutional lash-up that existed since the rolling out of the Canada First policy in the 2000s. That nostalgic period is, however, misunderstood both willfully for political purposes but also through a lack of historical context. Firmly rooting future actions in a blunt analysis of national interests is preferable to the alternative.     

US Counterinsurgency vs Iranian-Sponsored Terrorism

Terrorist networks involve not only non-state actors but also an international environment in which state sponsors and 'gray areas' play significant roles. Non-state actors need the sanctuaries of state sponsors and of areas outside of effective state control to recruit, organize, and train their ranks, and to finance their activities. Through statistical analysis of statements of Iranian state intentions, and measures of direct US military interventions, this study examines how US military interventions into Iran's perceived sphere of interests deterred Iranian support for terrorist actions by its proxy groups against United States targets from 1980 to 1990.     

恒电量微扰法研究在含Cl-介质Ce3+对航空铝材的缓蚀作用

本文用恒电量微扰法研究了Ce3+对铝合金在0．1mol·L-1NaCl介质中的缓蚀机理及抗孔蚀性。结果表明：铝合金孔蚀诱导过程及其表面形成林转化膜过程具有相同的电化学模式,电化学腐蚀速度控制步骤取决于钝化膜（转化膜）／溶液界面过程。Ce3+对铝合金孔蚀的诱导期和发展期均有抑制作用,形成铈转化膜后,铝基表面阻抗大大提高,耐孔蚀性增强。

n independent jobs are to be scheduled nonpreemptively on a single machine so as to minimize some performance measure. Federgruen and Mosheiov [2] show that a large class of such scheduling problems can be optimized by solving either a single instance or a finite sequence of instances of the so-called SQC problem, in which all the jobs have a fixed or controllable common due date and the sum of general quasiconvex functions of the job completion times is to be minimized. In this note we point out that this is not always true. In particular, we show that the algorithm proposed in [2] does not always find a global optimal schedule to the problem of minimizing the weighted sum of the mean and variance of job completion times. © 1996 John Wiley & Sons, Inc.     

基于大规模贝叶斯网络的安全性分析算法

贝叶斯网络计算量随着节点数增多呈指数增长,限制了大规模贝叶斯网络在安全性分析中的应用。为此,利用独立性条件分解整个网络,压缩推理时显式表达的项数,给出了计算顶事件发生概率及割集的算法,并分析了算法复杂性。在满足工程需要情况下,将提出算法与基于BDD算法相比,该算法表现出占用内存少、运行速度快的良好性能。     

低雷诺数壁面约束流动皮托管测速误差分析与校正

针对低雷诺数壁面约束流动中皮托管测速误差产生的两大主要影响因素——剪切速度与近壁效应,采用计算流体力学技术分别对其进行数值模拟,并研究各自引起的误差变化规律。数值模拟结果表明:虽然剪切速度引起的流线偏移规律与相关文献结论基本一致,但是数值结果预测的流线偏移量并不是一个渐近函数;近壁距离在5倍管径即出现较为明显的测量误差,并且发现近壁距离在1倍管径处出现误差的非单调性变化。最后通过将数值模拟结果与现有的修正方法进行对比,提出了更为合理的修正方程。     

自主拦截无人机作战效能建模与影响因素分析

在自主拦截无人机初始设计阶段,为了更合理地对其总体设计指标进行分配,避免某些性能指标过高,在低成本下有更好的作战效能,采用HAHAYEB方法建立了拦截空中预警机的某自主拦截无人机的作战效能模型,利用计算结果对主要影响因素进行了分析。分析结果表明:导引头视场角、制导精度、隐身性能、飞行速度和战斗部特性对自主拦截无人机作战效能影响显著;自主拦截无人机要达到90%甚至100%的任务完成概率,其导引头视场角要达到30°,雷达反射截面积RCS≤0.05,突防距离要大于50 km,飞行速度要在3.5 Ma～4.5 Ma之间,巡航高度要在15 km以上,遭遇高度在10 km左右,战斗部威力半径大于20 m,制导误差要小于5 m。     

美俄日国防科技工业管理体制及特点

当前,我国国防科技工业管理体制改革正在不断深化,充分吸收和借鉴美国、俄罗斯、日本等军工大国的国防科技工业管理经验,必定有助于我们选择科学的、符合国防科技工业管理规律的管理体制。本文总结分析了美国、俄罗斯和日本的国防科技工业管理体制及特点,并对我国国防科技工业管理体制改革提出了几点启示。
