We present a computationally efficient procedure to determine control policies for an infinite horizon Markov Decision process with restricted observations. The optimal policy for the system with restricted observations is a function of the observation process and not the unobservable states of the system. Thus, the policy is stationary with respect to the partitioned state space. The algorithm we propose addresses the undiscounted average cost case. The algorithm combines a local search with a modified version of Howard's (Dynamic programming and Markov processes, MIT Press, Cambridge, MA, 1960) policy iteration method. We demonstrate empirically that the algorithm finds the optimal deterministic policy for over 96% of the problem instances generated. For large scale problem instances, we demonstrate that the average cost associated with the local optimal policy is lower than the average cost associated with an integer rounded policy produced by the algorithm of Serin and Kulkarni Math Methods Oper Res 61 (2005) 311–328. © 2008 Wiley Periodicals, Inc. Unit‐load warehouses store and retrieve unit‐loads, typically pallets. When storage and retrieval operations are not coordinated, travel is from a pickup and deposit (P&D) point to a pallet location and back again. In some facilities, workers interleave storage and retrieval operations to form a dual‐command cycle. Two new aisle designs proposed by Gue and Meller (“Improving the unit‐load warehouse.” In Progress in Material Handling Research: 2006. Material Handling Industry of America, Charlotte, NC, 2006) use diagonal aisles to reduce the travel distance to a single pallet location by approximately 10 and 20[percnt] for the two designs, respectively. We develop analytical expressions for travel between pallet locations for one of these—the fishbone design. We then compare fishbone warehouses that have been optimized for dual‐command to traditional warehouses that have been optimized in the same manner, and show that an optimal fishbone design reduces dual‐command travel by 10–15%. © 2009 Wiley Periodicals, Inc. Analysis of the failures of African security forces generally focuses on structural issues such as corruption of senior leadership, insufficient equipment and training, and coup d’état fears driving mistrust of armies that are too strong or effective. However, less examined is the role that sub-state identity plays; using Libya, South Sudan, and Mali as case studies, this paper examines how ethnicity inhibits the development of national armies, divides them, and exposes a critical flaw that adversaries are able to exploit. Given the increasingly ethnic nature of conflict throughout the world, and the rising threat that ethnic conflicts in Africa pose to regional and Western partners, it may be prudent for researchers, policymakers and other stakeholders to examine the critical role that sub-state identity plays in undermining African security forces.  相似文献

In the aftermath of September 11, 2001 and Hurricane Katrina, the United States government has spent tens of billions of dollars to improve the nation's ability to respond to a natural disaster or terrorist attack, but the emphasis on immediate first response has left many long-term environmental, political, and technological challenges unaddressed. Although a dirty bomb attack is unlikely to yield the same amount of physical devastation and death as caused by Katrina or a nuclear weapon, the social, psychological, and economic impact would be enormous. At present, however, the United States lacks the technology necessary to decontaminate a large, densely populated urban area under time, political, and economic constraints. This article reviews past cleanup experiences and current decontamination capabilities to consider the long-term implications of a dirty bomb, identifies weaknesses in America's existing response capabilities, notes possible areas of political friction, and considers the implications of the failure to adequately prepare. Having the appropriate decontamination techniques established and long-term plans in place before an incident occurs will significantly improve the government's ability to protect public and environmental security, establish a viable decontamination strategy, allow residents to return to their homes, and get the local economy back on its feet.  相似文献

Control charts are widely used for process surveillance. The design of a control chart refers to the choice of sample size, the width of the control limits, and the interval between samples. Economic designs have been widely investigated and shown to be an effective method of determining control chart parameters. This article describes two different manufacturing process models to which the X¯ control chart is applied: The first model assumes that the process continues in operation while searches for the assignable cause are made, and the second assumes that the process must be shut down during the search. Economic models of the control chart for these two manufacturing process models are developed, and the sensitivity of the control chart parameters to the choice of model is explored. It is shown that the choice of the proper manufacturing process model is critical because selection of an inappropriate process model may result in significant economic penalties.  相似文献
