The Importance of Safeguards Culture

International safeguards is the system of measures put in place by the International Atomic Energy Agency and states to ensure nuclear programs remain dedicated to peaceful purposes. This international safeguards system consists of agreements, inspections, and evaluations that have never considered the safeguards culture of a state or facility. Neither a common definition nor an understanding of safeguards culture is internationally recognized. This article provides an analysis of the concept of safeguards culture and gauges its value to the international safeguards community. The authors explore distinctions among safeguards culture, safeguards compliance, and safeguards performance, and suggest possible indicators of safeguards culture and methods to promote a strong, positive safeguards culture.     

The economic effects of international trade in armaments in the major western industrialized and developing countries†

We have used the Michigan Model of World Production and Trade to assess the impact of exports and imports of armaments (based on 1980 data) on sectoral trade and employment and other economic variables in the major Western trading countries. If the United States were to place a unilateral embargo on its arms exports and imports, we calculate that it would experience a comparatively small amount of employment displacement in the aggregate and that most of this displacement would occur in the transport equipment and electric machinery sectors. If all the major Western countries were to place a multilateral embargo on their arms trade, the sectoral effects on the United States would be similarly small. But the sectoral effects in several other industrialized and developing countries measured as a percentage of sectoral employment, would be larger, indicating potential short‐run adjustment problems in labor markets in some cases.

An operator theory of parametric programming for the generalized transportation problem—IV—global operators

This paper investigates the effect of the optimal solution of a (capacitated) generalized transportation problem when the data of the problem (the rim conditions—i.e., the available time of machine types and demands of product types, the per unit production costs, the per unit production time and the upper bounds) are continuously varied as a linear function of a single parameter. Operators that effect the transformation of optimal solution associated with such data changes, are shown to be a product of basis preserving operators (described in our earlier papers) that operate on a sequence of adjacent basis structures. Algorithms are furnished for the three types of operators—rim, cost, and weight. The paper concludes with a discussion of the production and managerial interpretations of the operators and a comment on the “production paradox”.     

Transportation type problems with quantity discounts

It is known to be real that the per unit transportation cost from a specific supply source to a given demand sink is dependent on the quantity shipped, so that there exist finite intervals for quantities where price breaks are offered to customers. Thus, such a quantity discount results in a nonconvex, piecewise linear functional. In this paper, an algorithm is provided to solve this problem. This algorithm, with minor modifications, is shown to encompass the “incremental” quantity discount and the “fixed charge” transportation problems as well. It is based upon a branch-and-bound solution procedure. The branches lead to ordinary transportation problems, the results of which are obtained by utilizing the “cost operator” for one branch and “rim operator” for another branch. Suitable illustrations and extensions are also provided.     

Armor configurations via dynamic programming

The problem of selecting materials, their thicknesses and order for armor designed for the defeat of shaped charge threats, has been formulated as a constrained optimization problem. The mathematical model provides an optimal order and thickness of each layer of material such that the resulting armor configuration will be of minimum mass per unit area subject to constraints on total thickness and shaped charge jet tip exit velocity.     

Least-absolute-deviations position finding

Position finding has historically been carried out by calculating the coordinates of the mean position via a least-squares procedure based on the distance of the position from several direction lines. It has been suggested that the least-squares procedure assigns too much weight to outliers among the set of direction lines, outliers which may actually be associated with objects other than the one being located. In this paper, a method of using least-absolute deviations, which yields a more outlier-resistant median estimate of the position instead of the least-squares mean estimate, is presented.
