The effects of local elections on national military spending: A cross-country study

In this paper, we study the domestic political determinants of military spending. Our conceptual framework suggests that power distribution over local and central governments influences the government provision of national public goods, in our context, military expenditure. Drawing on a large cross-country panel, we demonstrate that having local elections will decrease a country’s military expenditure markedly, controlling for other political and economic variables. According to our preferred estimates, a country’s military expenditure is on average 20% lower if its state government officials are locally elected, which is consistent with our theoretical prediction.     

基于最优打击序列的弹道导弹火力分配模型研究

针对弹道导弹火力计划的拟制过程进行研究。围绕效费比最大化目标,对目标打击序列的影响因素进行了分析,设计了打击目标排序算法;采用层次分析法对弹道导弹打击能力进行了分析,并对打击目标所使用的作战单位排序值进行了计算,建立了最优火力分配模型。该模型不仅可最大发挥作战单位的作战能力,而且满足以最小代价获取最佳打击效果。     

Preparation and characterization of HMX/EVA/hBNNSs micro-composites with improved thermal stability and reduced sensitivity

Hexagonal boron nitride nanosheets(HBNNSs)have huge potential in the field of coating materials owing to their remarkable chemical stability,mechanical strength and thermal conductivity.Thin-layer hBNNSs were obtained by a liquid-phase exfoliation of h-BN powders and incorporated into EVA coatings for improving the safety performance of 1,3,5,7-tetranitro-1,3,5,7-tetrazocane(HMX).HBNNSs and ethylene-vinyl acetate copolymer(EVA)were introduced to HMX by a solvent-slurry process.For com-parison,the HMX/EVA and HMX/EVA/graphene(HMX/EVA/G)composites were also prepared by a similar process.The morphology,crystal form,surface element distribution,thermal decomposition property and impact sensitivity of HMX/EVA/hBNNSs composites were contrastively investigated.Results showed that as prepared HMX/EVA/hBNNSs composites were well coated with hBNNSs and EVA,and exhibited better thermal stability and lower impact sensitivity than that of HMX/EVA and HMX/EVA/G composites,suggesting superior performance of desensitization of hBNNSs in explosives.

Economic design of sampling plans with multi-decision alternatives

For situations where there are several markets with different profit-cost structures, economic attributes sampling plans are developed for determining the market to ship the lot to. Two sampling plans are considered; the fixed-size sampling plan with several levels of acceptance numbers, and the inverse sampling plan with several levels of sample sizes. Linear profit models are constructed which involve four profit/cost components; profit from a conforming item, inspection cost, replacement cost, and cost from an accepted nonconforming item. For fixed-size and inverse sampling plans, methods of finding optimal sampling plans are presented and examples with beta-binomial prior distributions are given.     

分步压装高能混合炸药在战斗部装药中的应用研究

本文通过对目前常用的几种战斗部装药方法进行对比分析,提出了分步压装药技术应用在现代战斗部装药中的重要性和必要性,对分步压装药工艺以及各项工艺参数进行了深入的研究,得出螺杆直径、装药弹体直径、装药压力等参数和装药密度之间的关系,并通过实际应用对装药的密度和质量进行了检测分析,本文还对分步压装药工艺装填高威力混合炸药的安全性进行了评估,最终得出了分步压装药技术可以在战斗部装药中推广应用的结论。     

石油射孔器检测标准体系的建设及作用

本文阐述了石油射孔标准体系的建设过程以及在石油勘探开发中所起到的重要作用。介绍了石油射孔技术的发展历史和现状,同时对美国石油学会（API）“油气井射孔器评价的推荐作法”的发展进行阐述。
