The Soviet Union was able to develop a large military-industrial complex and become the world's second superpower despite deficiencies in its centrally planned economy because defence was given high priority status and special planning, rationing and administrative mechanisms were used to attain national security objectives. However, in the period 1976-85 the effectiveness of priority protection diminished and defence institutions experienced more of the problems typical of the shortage economic system. The heavy defence burden also created growing difficulties for the civilian economy. The attempts by the Gorbachev government to reform the defence sector and improve defence-economic relationships during perestroika (1985-91) uniformly failed. For most of the transition period, the Russian military-industrial complex has been adversely affected by its low priority status, cuts in defence spending, instability of the hybrid politico-economic system, and negative growth of the economy. The armed forces and defence industry have been reduced in size and their outputs of military services and equipment have fallen to low levels. Nevertheless, the Russian armed forces still have over one million troops, significant stocks of sophisticated conventional weapons, and a large nuclear arsenal. The government of President Putin has raised the priority of the defence sector, increased real defence spending, and adopted ambitious plans to revive Russian military power. It is likely, though, that tight resource constraints will hamper efforts to reform the armed forces and to upgrade weapons. By 2010 Russia will be an important, but not dominant, military power in Eurasia.  相似文献

We address a single-machine scheduling problem in which penalties are assigned for early and tardy completion of jobs. These penalties are common in industrial settings where early job completion can cause the cash commitment to resources in a time frame earlier than needed, giving rise to early completion penalties. Tardiness penalties arise from a variety of sources, such as loss of customer goodwill, opportunity costs of lost sales, and direct cash penalties. Accounting for earliness cost makes the performance measure nonregular, and this nonregularity has apparently discouraged researchers from seeking solutions to this problem. We found that it is not much more difficult to design an enumerative search for this problem than it would be if the performance measure were regular. We present and demonstrate an efficient timetabling procedure which can be embedded in an enumerative algorithm allowing the search to be conducted over the domain of job permutations.© 1993 John Wiley & Sons, Inc.  相似文献

After 15 years of war in Afghanistan and Iraq, many now see ‘small-footprint’ security force assistance (SFA) – training, advising and equipping allied militaries – as an alternative to large US ground-force commitments. Yet, its actual military efficacy has been little studied. This paper seeks to fill this gap. We find important limitations on SFA’s military utility, stemming from agency problems arising from systematic interest misalignment between the US and its typical partners. SFA’s achievable upper bound is modest and attainable only if US policy is intrusive and conditional, which it rarely is. For SFA, small footprints will usually mean small payoffs.  相似文献

The nuclear weapons taboo is considered one of the strongest norms in international politics. A prohibition against using nuclear weapons has seemingly shaped state behavior for nearly seven decades and, according to some observers, made nuclear use ‘unthinkable’ today or in the future. Although scholars have shown that nuclear aversion has affected decision-making behavior, important questions about the nuclear taboo remain unanswered. This article seeks to answer a basic question: How durable is the taboo? We develop different predictions about norm durability depending on whether the taboo is based primarily on moral logic or strategic logic. We use the comparable case of the norm against strategic bombing in the 20th century to evaluate these hypotheses. The logic and evidence presented in this paper suggest that the norm of nuclear non-use is much more fragile than most analysts understand.  相似文献

We present a computationally efficient procedure to determine control policies for an infinite horizon Markov Decision process with restricted observations. The optimal policy for the system with restricted observations is a function of the observation process and not the unobservable states of the system. Thus, the policy is stationary with respect to the partitioned state space. The algorithm we propose addresses the undiscounted average cost case. The algorithm combines a local search with a modified version of Howard's (Dynamic programming and Markov processes, MIT Press, Cambridge, MA, 1960) policy iteration method. We demonstrate empirically that the algorithm finds the optimal deterministic policy for over 96% of the problem instances generated. For large scale problem instances, we demonstrate that the average cost associated with the local optimal policy is lower than the average cost associated with an integer rounded policy produced by the algorithm of Serin and Kulkarni Math Methods Oper Res 61 (2005) 311–328. © 2008 Wiley Periodicals, Inc. Interdisciplinary communication on war is impeded by doctrinal gaps concerning its morality, immorality, and amorality. Much is written on ad bellum ethical standards for military force by states, mainly in the fields of international politics and religious studies. However, a necessary first step in comparing these different approaches to war ethics with each other is to develop a system for classifying them. The classification system offered in this paper places war ethics on a grid with two scales. One axis of the grid ranges from permissiveness to restrictiveness. The other axis ranges from regard for self to regard for others. Twelve forms of war ethics are assigned points within the grid, including pacifism, just war, holy war, UN Charter obligations, several variants of realism, cost–benefit analysis, isolationism, and various ideological war ethics such as communist and fascist approaches. In doing so, this paper lays the groundwork for “quantifying” war ethics, to enable measurements of their effects against other state-level characteristics and outcomes of interaction.  相似文献

After a brief survey of the Indian economy, we survey the supply and demand of military expenditures in India over the last four decades. The causes of military expenditures appear to include regional rivalries and protracted conflicts, but it has proven difficult to delineate these with empirical models. The effects of military spending in India on economic growth appear to be benign, despite much speculation to the contrary. However, the opportunity costs of defence spending are shown to be considerable. We conclude with speculation about the role of debt and debt servicing in retarding future economic growth in India. We also speculate about the potential for the creation of a war economy in India.  相似文献
