This report explores Iranian popular opinion on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the determinants of Iranian attitudes. Using data from a 2008 survey of 710 Iranians administered by the University of Maryland's Program on International Policy Attitudes, we find that that a significant minority of Iranians (10 percent in 2006 and 14 percent in 2008) would prefer that Iran withdraw from the NPT. Our statistical analysis shows that Iranians who fear a US attack on Iranian nuclear facilities and distrust the International Atomic Energy Agency are more likely to want to quit the NPT. We therefore argue that those who do not trust other nations are most likely to oppose the NPT. 相似文献

An increasing number of countries recognize the special risks of nuclear terrorism associated with the civilian use and storage of and commerce in highly enriched uranium (HEU). They are especially concerned that non-state actors might gain access to HEU and use it to build and detonate improvised nuclear devices. The risk is aggravated by the very large global stocks of HEU, some of which are inadequately protected. Although HEU has few commercial uses, and most experts believe it is technically feasible to substitute low-enriched uranium for HEU in nearly all civilian applications, efforts to reduce HEU stocks have been impeded by a variety of economic, political, and strategic considerations. It came as a surprise to many international observers when, on 31 March 2005, the United Nations Security Council passed resolution 1593, which referred the situation in Darfur to the jurisdiction of the International Criminal Court. Some celebrated this event as initiating a new era in which international criminal justice would prevail, but they might have done well to consider the objections immediately raised by the representatives of the Sudanese government, which was not a party to the ICC, a point that created a series of impediments to the implementation of the resolution. For all that the ICC has been charged with investigating crimes against humanity in Darfur, its investigators are being prevented from seeking the evidence on the ground essential to any successful prosecution. The Sudanese government has so far maintained its obstructive position, arguing that it is capable of handling such cases within its own sovereign jurisdiction. The imperative of excluding the ICC from Darfur has contributed to Khartoum's objections to the deployment of a UN force to replace the African Union mission there. In sum: the challenges faced by the ICC in Darfur demonstrate that international criminal justice does not operate in a political vacuum. 相似文献

In signalling its wish to participate in the Additional Protocol at an early stage, Sweden took several steps at the national level long before it actually ratified the protocol in May 2004. In 1998, the Swedish Nuclear Power Inspectorate (SKI) initiated a project to conduct a historical survey of Swedish nuclear weapons research for the period 1945–72. Sweden thus took an important step for the sake of transparency. SKI worked out a general model of how a nationally based survey could be designed, and gradually other states approached SKI in order to learn more about the methods and goals of the historical surveys. In 2002, a cooperative project was initiated between Sweden and Estonia, Latvia, and Lithuania. Finland joined the cooperative effort, and it thus became a dialogue and project carried out by five neighboring states to make national surveys. Diagnostic clinics are among healthcare facilities that suffer from long waiting times which can worsen medical outcomes and increase patient no-shows. Reducing waiting times without significant capital investments is a challenging task. We tackle this challenge by proposing a new appointment scheduling policy that does not require significant investments for diagnostic clinics. The clinic in our study serves outpatients, inpatients, and emergency patients. Emergency patients must be seen on arrival, and inpatients must be given next day appointments. Outpatients, however, can be given later appointments. The proposed policy takes advantage of this by allowing the postponement of the acceptance of appointment requests from outpatients. The appointment scheduling process is modeled as a two-stage stochastic programming problem where a portion of the clinic capacity is allocated to inpatients and emergency patients in the first stage. In the second stage, outpatients are scheduled based on their priority classes. After a detailed analysis of the solutions obtained from the two-stage stochastic model, we develop a simple, non-anticipative policy for patient scheduling. We evaluate the performance of this proposed, easy-to-implement policy in a simulation study which shows significant improvements in outpatient indirect waiting times. 相似文献

We study new models of scheduled maintenance management for modular systems, consisting of multiple components with respective cycle limits. The cycle limit of each component specifies the time interval in which this component must be repaired or replaced. The goal is to compute a feasible maintenance schedule that minimizes the cost associated with component maintenance. Applications of these models arise in Air Force aircraft maintenance as well as in other arenas with required preventive maintenance. The typical cost structures that arise in practical settings are submodular, which make the resulting models computationally challenging. We develop two efficient and operationally tenable approximation algorithms. We prove constant factor worst‐case guarantees for both algorithms, and present computational experiments showing that these algorithms perform within a few percent of optimality on operationally relevant instances. © 2014 Wiley Periodicals, Inc. This essay reviews seven recent books and reports that focus upon the use of US armed drones in Pakistan's Federally Administered Tribal Areas (FATA). This essay synthesizes a historical account of the program, critically interrogates key arguments and evidence advanced by the authors, and draws attention the particular problems that confront those who live in the FATA and the second-class citizenship that the Pakistani state has bestowed upon them for reasons of domestic and foreign policy concerns. This review essay does not intend to be the final word on any of the ongoing policy debates. But it does hope to enable a wider audience to take part in these important deliberations. 相似文献
