The quay crane scheduling problem consists of determining a sequence of unloading and loading movements for cranes assigned to a vessel in order to minimize the vessel completion time as well as the crane idle times. Idle times originate from interferences between cranes since these roll on the same rails and a minimum safety distance must be maintained between them. The productivity of container terminals is often measured in terms of the time necessary to load and unload vessels by quay cranes, which are the most important and expensive equipment used in ports. We formulate the quay crane scheduling problem as a vehicle routing problem with side constraints, including precedence relationships between vertices. For small size instances our formulation can be solved by CPLEX. For larger ones we have developed a branch‐and‐cut algorithm incorporating several families of valid inequalities, which exploit the precedence constraints between vertices. © 2005 Wiley Periodicals, Inc. Abstract

Typically, when analysing contemporary Russian–Chechen conflicts, the relegation of the nationalist struggle to a secondary role by the religious battle waged by the North Caucasus insurgency is pinpointed as one of the fundamental differences between the First and Second War in Chechnya. This article discusses how it was reflected in one of the most important media of the Chechen Islamist insurgency: the Kavkaz Center. To this end, 2859 English language news items posted on the website during 2001–04 were reviewed using media frame analysis.  相似文献

Postmodern contradictions in postcolonial Nigeria have led to the fetishisation of alternative local security measures often labelled as vigilante activities. The profiling of these groups as ethnic militia often undermines their essential bid to provide security while delimiting security needs to the physical. The fallouts of such profiling are frictions between federal security agents and ethnic-based security groups, often resulting in violence, as exemplified by the 7 May 2013 incident between the Nigerian federal security agents and the Ombatse. This study focuses on the emergence and activities of the Ombatse as an alternative security apparatus of the Eggon. It presents three years of field research which entailed the use of ethnography, key informant interviews and observation. The findings reveal that the Ombatse emerged to assert historical legitimacy for both the physical and spiritual securitisation of the Eggon through a return to the ancestral ways of social engineering. The study considers the security challenges in Nigeria, and also situates the Eggon historical context within political, religious, sociocultural and economic intersections of securitisation. It concludes that the Ombatse situates its legitimacy within the Eggon past and retains its relevance through the holistic focus of providing both physical and spiritual security.  相似文献

Abstract

The Sahel has gained attention in international politics as one of the central theatres in the war on terrorism. International actors in this war seek alliances with states in the region, reinforcing the latter’s military strength and their legitimacy from outside. At the same time, increasingly-connected young populations question the legitimacy of their states, and contest that legitimacy from within and below. In the absence of states delivering any reasonable form of social contract, young people become torn between different governing orders and find themselves in a liminal space. In this article we present the cases of youth in Mali and Chad, who find themselves in a period of re-definition of their position in society and hence search for legitimate structures representation. In this search they may frame their belonging in terms of ethnicity, religion or political opposition – and increasingly also in adherence to global citizenship. New information flows and connectivity among young people in these regions, and between them and the diaspora, has given a new turn to their search for citizenship/belonging and rightful representation. However, whether their search will be successful in this geopolitical context is questionable.  相似文献

We consider an integrated usage and maintenance optimization problem for a k‐out‐of‐n system pertaining to a moving asset. The k‐out‐of‐n systems are commonly utilized in practice to increase availability, where n denotes the total number of parallel and identical units and k the number of units required to be active for a functional system. Moving assets such as aircraft, ships, and submarines are subject to different operating modes. Operating modes can dictate not only the number of system units that are needed to be active, but also where the moving asset physically is, and under which environmental conditions it operates. We use the intrinsic age concept to model the degradation process. The intrinsic age is analogous to an intrinsic clock which ticks on a different pace in different operating modes. In our problem setting, the number of active units, degradation rates of active and standby units, maintenance costs, and type of economic dependencies are functions of operating modes. In each operating mode, the decision maker should decide on the set of units to activate (usage decision) and the set of units to maintain (maintenance decision). Since the degradation rate differs for active and standby units, the units to be maintained depend on the units that have been activated, and vice versa. In order to minimize maintenance costs, usage and maintenance decisions should be jointly optimized. We formulate this problem as a Markov decision process and provide some structural properties of the optimal policy. Moreover, we assess the performance of usage policies that are commonly implemented for maritime systems. We show that the cost increase resulting from these policies is up to 27% for realistic settings. In order‐quantity reorder‐point formulations for inventory items where backordering is allowed, some of the more common ways to prevent excessive stockouts in an optimal solution are to impose either a cost per unit short, a cost per stockout occasion, or a target fill rate. We show that these popular formulations, both exact and approximate, can become “degenerate” even with quite plausible parameters. By degeneracy we mean any situation in which the formulation either cannot be solved, leads to nonsensical “optimal” solutions, or becomes equivalent to something substantially simpler. We explain the reasons for the degeneracies, yielding new insight into these models, and we provide practical advice for inventory managers. © 2002 Wiley Periodicals, Inc. Estimation of warranty costs, in the event of product failure within the warranty period, is of importance to the manufacturer. Costs associated with replacement or repair of the product are usually drawn from a warranty reserve fund created by the manufacturer. Considering a stochastic sales process, first and second moments (and thereby the variance) are derived for the manufacturer's total discounted warranty cost of a single sale for single‐component items under four different warranty policies from a manufacturer's point of view. These servicing strategies represent a renewable free‐replacement, nonrenewable free‐replacement, renewable pro‐rata, and a nonrenewable minimal‐repair warranty plans. The results are extended to determine the mean and variance of total discounted warranty costs for the total sales over the life cycle of the product. Furthermore, using a normal approximation, warranty reserves necessary for a certain protection level, so that reserves are not completely depleted, are found. Various indices of component importance with respect to system reliability have been proposed. The most popular one is the Birnbaum importance. In particular, a special case called uniform Birnbaum importance in which all components have the same reliability p has been widely studied for the consecutive‐k system. Since it is not easy to compare uniform Birnbaum importance, the literature has looked into the case p = ½, p → 1, or p ≥ ½. Assigning storage locations to incoming or reshuffled containers is a fundamental problem essential to the operations efficiency of container terminals. The problem is notoriously hard for its combinatorial and dynamic nature. In this article, we minimize the number of reshuffles in assigning storage locations for incoming and reshuffled export containers. For the static problem to empty a given stack without any new container arrival, the optimum reshuffle sequence is identified by an integer program (IP). The integer program captures the evolution of stack configurations as a function of decisions and is of interest by itself. Heuristics based on the integer program are then derived. Their competitiveness in accuracy and time are established by extensive numerical runs comparing them with existing heuristics in literature and in practice as well as with extensions of the existing heuristics. Variants of the IP‐based heuristics are then applied to the dynamic problem with continual retrievals and arrivals of containers. We consider the problem of scheduling n independent and simultaneously available jobs without preemption on a single machine, where the machine has a fixed maintenance activity. The objective is to find the optimal job sequence to minimize the total amount of late work, where the late work of a job is the amount of processing of the job that is performed after its due date. We first discuss the approximability of the problem. We then develop two pseudo‐polynomial dynamic programming algorithms and a fully polynomial‐time approximation scheme for the problem.
