The simulations that many defense analysts rely upon in their studies continue to grow in size and complexity. This paper contrasts the guidance that the authors have received—from some of the giants of military operations research—with the current practice. In particular, the analytic utility of Hughes' simple salvo equations is compared with that of the complex Joint Warfighting System (JWARS), with respect to JWARS' key performance parameters. The comparison suggests that a family of analytic tools supports the best analyses. It follows that smaller, more agile, and transparent models, such as Hughes' salvo equations, are underutilized in defense analyses. We believe that these models should receive more attention, use, and funding. To illustrate this point, this paper uses two very simple models (by modern standards) to rapidly generate insights on the value of information relative to force strength. © 2003 Wiley Periodicals, Inc. After first formulating the problem of the Marine Environmental Protection program of the Coast Guard as a multiple-objective linear program, we investigate the applicability and limitations of goal programming. We point out how the preemptive goal-programming approach is incompatible with utility preferences. Then we observe the tendency of optimal solutions for standard linear goal programs to occur at extreme points. The disappointingly slow pace of progress on efforts to prevent proliferation, reduce nuclear weapons, and eliminate nuclear risks has many causes. The factor that might be easiest for individuals in the arms control and nonproliferation community to change stems from their own ambivalence about major questions that must be addressed on the road to reducing the number of nuclear weapons in the world to zero. This essay explores how ambivalence about four key issues—strategic stability, alliance relations, institution-building, and nuclear energy—often leads community members to take positions that play well at home and within their like-minded group but raise unintended impediments to achieving their own long-term goals. This paper considers a combined system composed of multiple stand-by remotely piloted vehicles (RPVs) and a single battery against a single passive enemy target, where the target, if not killed, is allowed to change its location after each attack. The RPV has the duty to report on target acquisition, to confirm a target kill, and to pass information on any change in target location after each battery attack. The battery has the duty to attack the target on the basis of the target location information provided to it by the RPV. We develop a closed-form expression for the time-dependent state probabilities of the system, which can be used to compute several important combat measures of effectiveness, including (a) the time-varying mean and variance of the number of the RPVs being alive and of the surviving enemy target, (b) the mission success, mission failure, and combat draw probabilities, and (c) the mean and variance of the combat duration time. This study is concerned with a game model involving repeated play of a matrix game with unknown entries; it is a two-person, zero-sum, infinite game of perfect recall. The entries of the matrix ((pij)) are selected according to a joint probability distribution known by both players and this unknown matrix is played repeatedly. If the pure strategy pair (i, j) is employed on day k, k = 1, 2, …, the maximizing player receives a discounted income of βk - 1 Xij, where β is a constant, 0 ≤ β ? 1, and Xij assumes the value one with probability pij or the value zero with probability 1 - pij. After each trial, the players are informed of the triple (i, j, Xij) and retain this knowledge. The payoff to the maximizing player is the expected total discounted income. It is shown that a solution exists, the value being characterized as the unique solution of a functional equation and optimal strategies consisting of locally optimal play in an auxiliary matrix determined by the past history. A definition of an ?-learning strategy pair is formulated and a theorem obtained exhibiting ?-optimal strategies which are ?-learning.
