Existing theory on counterinsurgency does not adequately explain persistent insurrection in face of the reconstruction work currently underway in Afghanistan and Iraq. We starkly depart from the literature by developing a simple model of reconstruction allowing misalignment of occupier spending with community preferences. Insurgency arises endogenously as a result of the mix of spending rather than its level. Occupier insistence on its preferred path of reconstruction may lead to fewer projects of any kind being completed. In equilibrium, the occupier may accept an endogenous insurgency to achieve a preferred project mix, or be constrained in its choice even when no insurgency occurs.  相似文献

In this paper we consider a practical scheduling problem commonly arising from batch production in a flexible manufacturing environment. Different part‐types are to be produced in a flexible manufacturing cell organized into a two‐stage production line. The jobs are processed in batches on the first machine, and the completion time of a job is defined as the completion time of the batch containing it. When processing of all jobs in a batch is completed on the first machine, the whole batch of jobs is transferred intact to the second machine. A constant setup time is incurred whenever a batch is formed on any machine. The tradeoff between the setup times and batch processing times gives rise to the batch composition decision. The problem is to find the optimal batch composition and the optimal schedule of the batches so that the makespan is minimized. The problem is shown to be strongly NP‐hard. We identify some special cases by introducing their corresponding solution methods. Heuristic algorithms are also proposed to derive approximate solutions. The well‐known generalized assignment problem (GAP) involves the identification of a minimum‐cost assignment of tasks to agents when each agent is constrained by a resource in limited supply. The multi‐resource generalized assignment problem (MRGAP) is the generalization of the GAP in which there are a number of different potentially constraining resources associated with each agent. This paper explores heuristic procedures for the MRGAP. We first define a three‐phase heuristic which seeks to construct a feasible solution to MRGAP and then systematically attempts to improve the solution. We then propose a modification of the heuristic for the MRGAP defined previously by Gavish and Pirkul. The third procedure is a hybrid heuristic that combines the first two heuristics, thus capturing their relative strengths. We discuss extensive computational experience with the heuristics. The hybrid procedure is seen to be extremely effective in solving MRGAPs, generating feasible solutions to more than 99% of the test problems and consistently producing near‐optimal solutions. © 2001 John Wiley & Sons, Inc. This paper is concerned with the joint prior distribution of the dependent reliabilities of the components of a binary system. When this distribution is MTP2 (Multivariate Totally Positive of Order 2), it is shown in general that this actually makes the machinery of Natvig and Eide [7] available to arrive at the posterior distribution of the system's reliability, based on data both at the component and system level. As an illustration in a common environmental stress case, the joint prior distribution of the reliabilities is shown to have the MTP2 property. We also show, similarly to Gåsemyr and Natvig [3], for the case of independent components given component reliabilities how this joint prior distribution may be based on the combination of expert opinions. This essay outlines a theory of land power. After explaining the absence of such a theory, the article establishes the modern context for such a theory, specifically within the concept of joint interdependence. The analysis defines key terms and premises behind the theory, to include a definition of land power. The argument then outlines the national elements of power that contribute to a theory of land power. The analysis next applies the theory to the fundamental purposes of military power: defeat, deter, compel, assure, shape and support to the nation. The analysis then tests key definitions, supporting premises, and utility of the theory. The essay argues that historical experience validates the applicability and utility of the theory, and offers a solid basis for extrapolating the validity of the theory into the near future.  相似文献

Ethno-national territorial disputes typically involve conflicting homeland claims between states and minority ethnic groups. Where such minority ethnic groups have cross-border ethnic kin who themselves constitute a dominant or influential ethnic group in a neighbouring state, separatist goals may take the form of either irredentism or independence. We conjecture that external sympathy for irredentism and independence may vary significantly, and that this variation may be an important influence in situations where secessionist groups and ethnic kin states have a choice between the two goals. Using a bargaining framework that controls for variation in relative power, status quo conditions and minority-side leadership preferences, we present experimental evidence indicating that external audiences are likely to support more confrontational policies in pursuit of independence than in pursuit of irredentism. Our evidence also indicates that independence attracts greater support largely because outsiders perceive it as a more legitimate goal; and that practical efficacy is not important in stimulating sympathy for either independence or irredentism. These results also support a broader argument in the literature on international norms – that such norms receive support not only because they may justify pre-existing goals or interests, but also because they are perceived as having greater legitimacy per se.  相似文献

This article deals with the statistical analysis of an N-component series system supported by an active standby and one repair facility. Assuming that the life and repair times of the components are independent exponential random variables, the probability distribution of the first passage to the system failure time is shown to be a convolution of two independent exponential distributions. Three observation schemes are considered to obtain the maximum likelihood estimates of the survival function. Information matrices are supplied. Numerical results based on Monte Carlo simulation are presented. It is noted that component level information (failure rate, repair rate) is not necessary for estimating the survival function of the system.  相似文献

An initial point search game on a weighted graph involves a searcher who wants to minimize search and travel costs seeking a hider who wants to maximize these costs. The searcher starts from a specified vertex 0 and searches each vertex in some order. The hider chooses a nonzero vertex and remains there. The paper considers the economic lot scheduling problem (ELSP) where production facility is assumed to deteriorate, owing to aging, with an increasing failure rate. The time to shift from an “in‐control” state to an “out‐of‐control” state is assumed to be normally distributed. The system is scheduled to be inspected at the end of each production lot. If the process is found to be in an “out‐of‐control” state, then corrective maintenance is performed to restore it to an “in‐control” state before the start of the next production run. Otherwise, preventive maintenance is carried out to enhance system reliability. The ELSP is formulated under the capacity constraint taking into account the quality related cost due to possible production of non‐conforming items, process inspection, and maintenance costs.
