We consider a supplier with finite production capacity and stochastic production times. Customers provide advance demand information (ADI) to the supplier by announcing orders ahead of their due dates. However, this information is not perfect, and customers may request an order be fulfilled prior to or later than the expected due date. Customers update the status of their orders, but the time between consecutive updates is random. We formulate the production‐control problem as a continuous‐time Markov decision process and prove there is an optimal state‐dependent base‐stock policy, where the base‐stock levels depend upon the numbers of orders at various stages of update. In addition, we derive results on the sensitivity of the state‐dependent base‐stock levels to the number of orders in each stage of update. In a numerical study, we examine the benefit of ADI, and find that it is most valuable to the supplier when the time between updates is moderate. We also consider the impact of holding and backorder costs, numbers of updates, and the fraction of customers that provide ADI. In addition, we find that while ADI is always beneficial to the supplier, this may not be the case for the customers who provide the ADI. © 2011 Wiley Periodicals, Inc. This essay outlines a theory of land power. After explaining the absence of such a theory, the article establishes the modern context for such a theory, specifically within the concept of joint interdependence. The analysis defines key terms and premises behind the theory, to include a definition of land power. The argument then outlines the national elements of power that contribute to a theory of land power. The analysis next applies the theory to the fundamental purposes of military power: defeat, deter, compel, assure, shape and support to the nation. The analysis then tests key definitions, supporting premises, and utility of the theory. The essay argues that historical experience validates the applicability and utility of the theory, and offers a solid basis for extrapolating the validity of the theory into the near future. 相似文献

An initial point search game on a weighted graph involves a searcher who wants to minimize search and travel costs seeking a hider who wants to maximize these costs. The searcher starts from a specified vertex 0 and searches each vertex in some order. The hider chooses a nonzero vertex and remains there. The world is mired in history again, as historical modes of competition return and historical grievances fuel the policies of multiple revisionist actors. If the end of history has ended, then it follows that the time is ripe for an engagement with history’s wisdom. We argue that the making of American statecraft—the deliberate, coordinated use of national power to achieve important objectives—can be significantly enhanced by a better understanding of the past. Using an event study approach to analyze stock market data from the United States, I investigate how regulations on conflict minerals sourced in the Democratic Republic of the Congo were perceived by investors. I find that for a subset of mining companies, stock returns were abnormally high when regulations in the US became more likely. I also find that returns were higher for communications equipment manufacturing companies when strong regulations in the DRC were announced. I argue that these responses were due to the competitive environments faced by each of these company types. These findings relate to debates surrounding the effects of the conflict mineral regulations. While some critics argue that reporting requirements were tantamount to a ban on minerals from the DRC, I find that stock returns for a subset of companies were sensitive to legislation in the DRC after legislation became law in the US, suggesting that market participants did not expect a complete trade ban on regulated mining and trading activities. 相似文献

Conflict resolution in the African Great Lakes Region has been linked to the protocols and projects agreed upon at the Second International Conference on the Great Lakes Region (ICGLR). The ICGLR created a continental-wide framework of conflict circuit breakers focused on resolving the structural and surface situational causes of the 1996 to 2003 armed conflicts that drew in at least six nations and destabilised the entire region. The implementation of these protocols and projects will serve as a test for the African Great Lakes Region to move away from conflict and into a cooperation and development phase; however, the effort to bring peace, stability and development will face obstacles not only in the security sector, but also in developing infrastructure, civil society, and good governance. In summary, this article contends that peace in the Great Lakes Region will depend equally on two factors: internal governance and building civil society institutions, and focused regional interlocking circuit-breaking institutions. 相似文献
