The most recent major document on human security tells us more about the ideal of human security than how this worthy objective can best be achieved. This is a problem because most African states were created to serve as a bulwark against further colonial rule rather than provide domestic order and protection for their citizens. Many African states have since become battlegrounds for ethnic or economic struggles. Neither a new and committed African leadership, nor intervention by the international community, is likely to transcend this problem and effectively advance the human security agenda. A reformed African state—one which induces leaders to be more concerned with advancing the interests of their people more broadly—remains the only viable alternative. The problem is that any reform of African states will also involve difficult trade-offs and dilemmas.  相似文献

BUSTING OUT     
This report explores Iranian popular opinion on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the determinants of Iranian attitudes. Using data from a 2008 survey of 710 Iranians administered by the University of Maryland's Program on International Policy Attitudes, we find that that a significant minority of Iranians (10 percent in 2006 and 14 percent in 2008) would prefer that Iran withdraw from the NPT. Our statistical analysis shows that Iranians who fear a US attack on Iranian nuclear facilities and distrust the International Atomic Energy Agency are more likely to want to quit the NPT. We therefore argue that those who do not trust other nations are most likely to oppose the NPT.  相似文献

Theorizing about Taliban operations in Afghanistan has its limits and it is possible that Kabul-centric strategies do not adequately address the unique circumstances of each region in the country. How exactly has the Taliban gone about attaining its objectives in Kandahar province and how have those approaches evolved since 2002? And how have the Taliban adapted to coalition forces' attempts to compete with the insurgency and stamp it out? US foreign internal security assistance, that is, support to ‘Free World’ governments threatened by subversion, terrorism, and insurgency, formed a central part of the Kennedy administration's strategy for defeating ‘wars of national liberation’. As part of the administration's counterinsurgency policy, support to police and paramilitary forces abroad was intended to improve the ability of friendly governments to identify and root our perceived threats to the states. Under the tenets of modernization theory embraced by administration officials, strong internal security forces were expected to contribute to nation-building by protecting the fragile development process underway in the developing world. However, in attempting to export the American police model, policymakers failed to consider whether US notions about internal security were appropriate for fractious and unstable regions of the world.  相似文献

This paper derives optimal policies for when to hire, train, and lay off employees in service organizations when worker productivity appreciates deterministically or stochastically under constant, monotonic, and cyclic service demand. The model, an extension of the machine replacement problem from the engineering economy literature, uses infinite horizon linear programming to produce optimal personnel planning strategies and dual prices that characterize the workforce's economic value. The effect of employee attrition is also considered. In its valuation of human assets, unlike pure accounting approaches that only try to measure, this paper proposes an approach to capture the interaction between firm decisions pertaining to human resources and human resource value. © 2006 Wiley Periodicals, Inc. Procedures are described which yield single and double sample Dodge-Romig [1] lot tolerance percent defective (LTPD) rectifying inspection plans. For the determination of such plans only a desk calculator and standard tables of the discrete probability distributions are required. Some advantages gained by using these procedures rather than the Dodge-Romig table include: (a) The Consumer's Risk is not limited to 0.10. (b) More choices of LTPD are available. (c) Smaller average total inspection is achieved by using a plan designed for specific “process average” and lot size rather than a compromise plan designed to cover intervals on these two parameters.  相似文献
