This article presents new tools and methods for finding optimum step‐stress accelerated life test plans. First, we present an approach to calculate the large‐sample approximate variance of the maximum likelihood estimator of a quantile of the failure time distribution at use conditions from a step‐stress accelerated life test. The approach allows for multistep stress changes and censoring for general log‐location‐scale distributions based on a cumulative exposure model. As an application of this approach, the optimum variance is studied as a function of shape parameter for both Weibull and lognormal distributions. Graphical comparisons among test plans using step‐up, step‐down, and constant‐stress patterns are also presented. The results show that depending on the values of the model parameters and quantile of interest, each of the three test plans can be preferable in terms of optimum variance. © 2008 Wiley Periodicals, Inc. The problem of computing reliability and availability and their associated confidence limits for multi-component systems has appeared often in the literature. This problem arises where some or all of the component reliabilities and availabilities are statistical estimates (random variables) from test and other data. The problem of computing confidence limits has generally been considered difficult and treated only on a case-by-case basis. This paper deals with Bayes confidence limits on reliability and availability for a more general class of systems than previously considered including, as special cases, series-parallel and standby systems applications. The posterior distributions obtained are exact in theory and their numerical evaluation is limited only by computing resources, data representation and round-off in calculations. This paper collects and generalizes previous results of the authors and others. The methods presented in this paper apply both to reliability and availability analysis. The conceptual development requires only that system reliability or availability be probabilities defined in terms acceptable for a particular application. The emphasis is on Bayes Analysis and the determination of the posterior distribution functions. Having these, the calculation of point estimates and confidence limits is routine. This paper includes several examples of estimating system reliability and confidence limits based on observed component test data. Also included is an example of the numerical procedure for computing Bayes confidence limits for the reliability of a system consisting of N failure independent components connected in series. Both an exact and a new approximate numerical procedure for computing point and interval estimates of reliability are presented. A comparison is made of the results obtained from the two procedures. It is shown that the approximation is entirely sufficient for most reliability engineering analysis. 相似文献

Peace and global security are human endeavors, and thus their attainment depends as much on psychology as it does on governance and technology. In this paper I outline 3 ways our evolved psychology is an obstacle to achieving international cooperation and peace. First, humans show strong evidence of adaptations for cooperation within groups, but equally clear evidence that this cooperative nature does not extend to members of other groups. Second, humans evolved to have a relative sense of fairness, and thus will often reject even mutually beneficial agreements if they benefit others more than themselves. Third, humans evolved to be self-deceptive and hypocritical, believing in the unique righteousness and inevitable victory of their own cause, which tends to exacerbate conflict. Nevertheless, these obstacles are not insurmountable and an awareness of them can help in the development of strategies to increase the chances of lasting peace and security. 相似文献

The main objective of the paper is to decipher the military expenditure–economic growth relationship, taking the level of economic development (income) into consideration. Our findings suggest the following: (i) military expenditure has a significantly negative relationship to economic growth for the 23 countries with initial incomes (threshold variable) less than or equal to $475.93; (ii) when the threat level is heightened, economic growth (23 countries) is expected to decrease. However, military expenditure in the presence of sufficiently large threats increases growth; (iii) for the remaining 69 countries whose initial incomes (real GDP per capita in 1992 price) exceed $475.93, no significant relationship exists whether the threat variable is taken into consideration or not. 相似文献

In recent years, there have been several changes in the weapon‐system acquisition market which have the potential to negatively impact the financial condition of defense contractors. This study evaluates the financial health of defense firms vis‐a‐vis nondefense firms using a fiscal distress identification model developed by E.I. Altman. We conclude that the financial condition of defense firms has deteriorated but the deterioration is the same as experienced by nondefense firms. 相似文献

Many countries received Soviet-origin highly enriched uranium (HEU) for civilian nuclear research purposes. Because of inadequate nuclear security at a number of the research sites, U.S. policy has sought to remove or otherwise safely dispose of their HEU stocks as quickly as possible. Although the pace of HEU disposition has accelerated significantly in recent years, several sites have posed formidable technical, economic, and political challenges. This article identifies the major obstacles to HEU removal at two key installations—Kharkiv in Ukraine, and Sosny in Belarus—and recommends a strategy for overcoming these impediments. Key components for a successful disposition strategy include: treating these cases with the urgency they deserve, expanding potential compensation packages, explicitly addressing the institutional and political issues involved, engaging high-level political leaders, working with third parties, and promoting these efforts as part of a nondiscriminatory initiative to phase out HEU in the civilian nuclear sector globally. 相似文献
