莫里斯军事改革述论

莫里斯(Maurice of Nassau,1567～1625)军事改革是在尼德兰(16世纪中期后,尼德兰由西班牙王国统治.在反抗西班牙的斗争中,1581年,尼德兰北方七省成立了"联省共和国",因荷兰省经济最发达,也称"荷兰共和国",尼德兰资产阶级革命也被称为荷兰独立战争)资产阶级革命战争中孕育发展并完成的.     

美军空中C4ISR系统分析与研究

C4ISR系统在现代战争中起着力量倍增器的作用,是提高军队整体作战效能的有效途径,使其在作战中有效打击敌方隐藏的目标和日益增多的特殊目标.对美军空中C4ISR系统的基本内容、发展现状、主要理论及关键技术进行了详细的分析.以机载战场指挥控制中心(空中指挥所飞机)为中心并和特种飞机是空中C4ISR系统的关键节点,结合作战实例对其关键节点进行了分析,并对其发展趋势进行了展望,以便对我国的指挥自动化系统发展有所启示.     

Delivery‐date and capacity management in a decentralized internal market

We study competitive due‐date and capacity management between the marketing and engineering divisions within an engineer‐to‐order (ETO) firm. Marketing interacts directly with the customers and quotes due‐dates for their orders. Engineering is primarily concerned with the efficient utilization of resources and is willing to increase capacity if the cost is compensated. The two divisions share the responsibility for timely delivery of the jobs. We model the interaction between marketing and engineering as a Nash game and investigate the effect of internal competition on the equilibrium decisions. We observe that the internal competition not only degrades the firm's overall profitability but also the serviceability. Finally, we extend our analysis to multiple‐job settings that consider both flexible and inflexible capacity. © 2008 Wiley Periodicals, Inc. Naval Research Logistics, 2008     

参数和非参数滤波算法在贝叶斯估计问题中的比较

在贝叶斯估计问题中常用的滤波算法有两大类,一类是适用于非线性问题的,在卡尔曼滤波算法基础上发展出来的各种参数滤波算法,如扩展的卡尔曼滤波,拟线性卡尔曼滤波及近年提出的基于Unscented变换的Unscented卡尔曼滤波算法等;另一类是基于蒙特卡洛仿真技术的非参数滤波算法--粒子滤波.两类跟踪算法在实际问题中都得到了广泛应用.从原理上对这两类算法中的四种具体算法进行了介绍,重点分析了每种算法的长处及不足,可为实际应用中算法的选择提供依据.     

20世纪六七十年代中国战备指导思想浅析

新中国成立后,一直面临着帝国主义的封锁、包围和战争威胁.特别是进入20世纪60年代中期以后,随着中国周边安全环境的日益恶化,新中国领导人开始强调要准备打仗,提出并确立立足于"早打、大打、打核战争"的战备指导思想.

Approximation schemes for single‐machine scheduling with a fixed maintenance activity to minimize the total amount of late work

We consider the problem of scheduling n independent and simultaneously available jobs without preemption on a single machine, where the machine has a fixed maintenance activity. The objective is to find the optimal job sequence to minimize the total amount of late work, where the late work of a job is the amount of processing of the job that is performed after its due date. We first discuss the approximability of the problem. We then develop two pseudo‐polynomial dynamic programming algorithms and a fully polynomial‐time approximation scheme for the problem. Finally, we conduct extensive numerical studies to evaluate the performance of the proposed algorithms. © 2016 Wiley Periodicals, Inc. Naval Research Logistics 63: 172–183, 2016     

The Crowe Memorandum,the Rebalance to Asia,and Sino-US Relations

Many contemporary academics and policy analysts have revisited the Anglo-German rivalry before 1914 to predict what may await China and the United States in the twenty-first century. However, few, if indeed any, have specified in what sense this comparison can be made. This paper attempts to fill this gap with a detailed analysis of the strategic parallels between the Anglo-German rivalry then and the China–US competition now through the lens of the Crowe Memorandum. The author argues that the basic parallel between the rise of Germany and the rise of China lies in the challenges they posed or pose to the dominant maritime power and system leader – Great Britain then and the United States today. This parallel also explains the similarity between the Triple Entente initiated by Great Britain prior to 1914 and the Rebalance to Asia launched by the United States in 2011. Furthermore, as in the case of the Anglo-German rivalry before 1914, the most crucial problem underlying the mounting China–US competition in recent years has been America’s deepening apprehension about the development of China’s anti-access/area-denial (A2/AD) and naval capabilities. This development, from the US perspective, is threatening to deprive the US of its most crucial instrument to influence the strategic equilibrium on the East Asian littorals. Based on the lessons of the Anglo-German rivalry prior to 1914, the essay also examines the potential for mitigating, if not eliminating, the mounting competition and misgivings between China and the United States.     

Military spending and growth: a small open economy stochastic growth model

The paper analyzes the effects of military spending on economic growth in a small open stochastic endogenous growth model involving the supply-side and demand-side effects produced by military spending. We show that a rise in the military spending affects economic growth through four channels, including the crowding-out effect, the spin-off effect, the resource mobilization effect, and the portfolio effect. The net effect which depends on these four channels is ambiguous. Hence, we demonstrate that there exists an optimal defense burden that maximizes the economic growth rate.

本文得出了双绝热近似的磁流体力学能量积分关系式。分析表明这种磁流体力学系统是保守的,可以采用运动方程或能量原理方法分析系统的稳定性特性。本文从控制方程组出发讨论了线性稳定性的基本原理,指出纵向压力增值有助于系统的稳定性。
