Assigning storage locations to incoming or reshuffled containers is a fundamental problem essential to the operations efficiency of container terminals. The problem is notoriously hard for its combinatorial and dynamic nature. In this article, we minimize the number of reshuffles in assigning storage locations for incoming and reshuffled export containers. For the static problem to empty a given stack without any new container arrival, the optimum reshuffle sequence is identified by an integer program (IP). The integer program captures the evolution of stack configurations as a function of decisions and is of interest by itself. Heuristics based on the integer program are then derived. Their competitiveness in accuracy and time are established by extensive numerical runs comparing them with existing heuristics in literature and in practice as well as with extensions of the existing heuristics. Variants of the IP‐based heuristics are then applied to the dynamic problem with continual retrievals and arrivals of containers. The orienteering problem involves the selection of a path between an origin and a destination which maximizes total score subject to a time restriction. In previous work we presented an effective heuristic for this NP-hard problem that outperformed other heuristics from the literature. In this article we describe and test a significantly improved procedure. The new procedure is based on four concepts—center of gravity, randomness, subgravity, and learning. These concepts combine to yield a procedure which is much faster and which results in more nearly optimal solutions than previous procedures. 相似文献

We consider the problem of scheduling n independent and simultaneously available jobs without preemption on a single machine, where the machine has a fixed maintenance activity. The objective is to find the optimal job sequence to minimize the total amount of late work, where the late work of a job is the amount of processing of the job that is performed after its due date. We first discuss the approximability of the problem. We then develop two pseudo‐polynomial dynamic programming algorithms and a fully polynomial‐time approximation scheme for the problem. Motivated by applications to service systems, we develop simple engineering approximation formulas for the steady‐state performance of heavily loaded G/GI/n+GI multiserver queues, which can have non‐Poisson and nonrenewal arrivals and non‐exponential service‐time and patience‐time distributions. The formulas are based on recently established Gaussian many‐server heavy‐traffic limits in the efficiency‐driven (ED) regime, where the traffic intensity is fixed at ρ > 1, but the approximations also apply to systems in the quality‐and‐ED regime, where ρ > 1 but ρ is close to 1. Good performance across a wide range of parameters is obtained by making heuristic refinements, the main one being truncation of the queue length and waiting time approximations to nonnegative values. Simulation experiments show that the proposed approximations are effective for large‐scale queuing systems for a significant range of the traffic intensity ρ and the abandonment rate θ, roughly for ρ > 1.02 and θ > 2.0. © 2016 Wiley Periodicals, Inc. Many contemporary academics and policy analysts have revisited the Anglo-German rivalry before 1914 to predict what may await China and the United States in the twenty-first century. However, few, if indeed any, have specified in what sense this comparison can be made. This paper attempts to fill this gap with a detailed analysis of the strategic parallels between the Anglo-German rivalry then and the China–US competition now through the lens of the Crowe Memorandum. The author argues that the basic parallel between the rise of Germany and the rise of China lies in the challenges they posed or pose to the dominant maritime power and system leader – Great Britain then and the United States today. This parallel also explains the similarity between the Triple Entente initiated by Great Britain prior to 1914 and the Rebalance to Asia launched by the United States in 2011. Furthermore, as in the case of the Anglo-German rivalry before 1914, the most crucial problem underlying the mounting China–US competition in recent years has been America’s deepening apprehension about the development of China’s anti-access/area-denial (A2/AD) and naval capabilities. This development, from the US perspective, is threatening to deprive the US of its most crucial instrument to influence the strategic equilibrium on the East Asian littorals. Based on the lessons of the Anglo-German rivalry prior to 1914, the essay also examines the potential for mitigating, if not eliminating, the mounting competition and misgivings between China and the United States. 相似文献

The paper analyzes the effects of military spending on economic growth in a small open stochastic endogenous growth model involving the supply-side and demand-side effects produced by military spending. We show that a rise in the military spending affects economic growth through four channels, including the crowding-out effect, the spin-off effect, the resource mobilization effect, and the portfolio effect. The net effect which depends on these four channels is ambiguous. Hence, we demonstrate that there exists an optimal defense burden that maximizes the economic growth rate. 相似文献
