Researchers have, for decades, been attempting to estimate the effects of Selective Reenlistment Bonuses (SRBs) on the probability of reenlistment for the military services. SRBs are targeted to specific military occupations for which reenlistment rates are lower (or expected to be lower) than what is needed. This article first identifies four primary sources of biases affecting these models: reverse causality from supply shifts (a negative bias), the endogeneity of the decision point causing coded SRBs to be higher for reenlisters than leavers (a positive bias), measurement error (a likely negative bias), and excess supply preventing the full effect of an SRB change to materialize (a positive or negative bias). The report proceeds to develop a model that attempts to address the first two biases. With U.S. Navy data from FY2001-FY2008, I examine the extent to which these two biases are affecting the estimated SRB effects. Despite these corrections, the difficulty of addressing the other biases calls into doubt studies that examine the effects of retention bonuses or even the effects of the structure of military pay in general.  相似文献

平流层飞艇定点悬停控制是飞艇应用领域的关键技术。该控制问题可以转化为非线性多目标优化问题来求解。遗传算法是解决现代非线性多目标优化问题的一种重要方法。但是基本遗传算法在解决定点悬停飞艇实际控制问题时,具有易陷入局部最优解、在遗传进化过程中随机性较强、搜索效率低下及耗时多等缺陷。通过借鉴并行遗传算法、模拟退火算法和向量评价遗传算法的基本思想,在基本遗传操作中添加切断算子和拼接算子,设计一种改进遗传算法来改善上述缺陷。仿真结果表明该方法是有效可行的。  相似文献

In many practical multiserver queueing systems, servers not only serve randomly arriving customers but also work on the secondary jobs with infinite backlog during their idle time. In this paper, we propose a c‐server model with a two‐threshold policy, denoted by (e d), to evaluate the performance of this class of systems. With such a policy, when the number of idle servers has reached d (<c), then e (<d) idle agents will process secondary jobs. These e servers keep working on the secondary jobs until they find waiting customers exist in the system at a secondary job completion instant. This paper develops and applies a nonparametric bootstrap methodology for setting inventory reorder points and a simple inequality for identifying existing reorder points that are unreasonably high. We demonstrate that an empirically based bootstrap method is both feasible and calculable for large inventories by applying it to the 1st Marine Expeditionary Force General Account, an inventory consisting of $20–30 million of stock for 10–20,000 different types of items. Further, we show that the bootstrap methodology works significantly better than the existing methodology based on mean days of supply. In fact, we demonstrate performance equivalent to the existing system with a reduced inventory at one‐half to one‐third the cost; conversely, we demonstrate significant improvement in fill rates and other inventory performance measures for an inventory of the same cost. © 2000 John Wiley & Sons, Inc. We study a stochastic inventory model of a firm that periodically orders a product from a make‐to‐order manufacturer. Orders can be shipped by a combination of two freight modes that differ in lead‐times and costs, although orders are not allowed to cross. Placing an order as well as each use of each freight mode has a fixed and a quantity proportional cost. The decision of how to allocate units between the two freight modes utilizes information about demand during the completion of manufacturing. We derive the optimal freight mode allocation policy, and show that the optimal policy for placing orders is not an (s,S) policy in general. We provide tight bounds for the optimal policy that can be calculated by solving single period problems. Our analysis enables insights into the structure of the optimal policy specifying the conditions under which it simplifies to an (s,S) policy. We characterize the best (s,S) policy for our model, and through extensive numerical investigation show that its performance is comparable with the optimal policy in most cases. China-U.S. cooperation over the most difficult security problem in Northeast Asia—the North Korean nuclear issue—in essence projects its bigger power game amid the tectonic shifts of Asian geopolitics. The nuclear issue affords a test case to gauge the future posture of China and the United States in East Asia and their partnership in that conflict-prone region. Approaches to resolving this issue must take into account the geopolitical realignment of Asia, Washington's reorientation of relations with its Asian allies, and China's rise as an influential regional player and the subsequent regional response. However, the long-standing mistrust between China and the United States is contributing to a lack of substantial progress in Korean nonproliferation efforts. The declared nuclear test by Pyongyang further put the denuclearization cooperation between China and the Unites States on the line. China-U.S. cooperation in denuclearizing Pyongyang may either produce lasting stability for the region or create ‘‘collateral damage,’’ with the North Korean issue paling in comparison.  相似文献
