Since the post-World War II genesis of nuclear deterrence, two presidential initiatives have been presented to deliver humanity from the threat of its failure. The first was the Strategic Defense Initiative (SDI), a constellation of space- and ground-based systems that President Ronald Reagan envisioned would render nuclear weapons “impotent and obsolete.” The second is President Barack Obama's roadmap to “a world without nuclear weapons,” commonly referred to as “Global Zero.” While these proposals appear to have little in common, deeper investigation reveals a number of provocative similarities in motivation and presentation. Moreover, both generated fierce debate, often with ideological overtones, about their strategic desirability and technical feasibility. We use these parallels, as well as prominent dissimilarities, to draw lessons from the SDI experience that can be applied to the debate over Global Zero. 相似文献

Nuclear deterrence is sometimes treated as a known quantity—a definite thing that keeps us safe and ensures our security. It has also often been used as a justification for possessing nuclear weapons. Nuclear deterrence, however, is based on an unexamined notion: the belief that the threat to destroy cities provides decisive leverage. An examination of history (including recent reinterpretations of the bombing of Hiroshima) shows that destroying cities rarely affects the outcome of wars. How is it possible that an action that is unlikely to be decisive can make an effective threat? Recent work on terrorism suggests that attacks against civilians are often not only ineffective but also counterproductive. And a review of the practical record of nuclear deterrence shows more obvious failures than obvious successes. Given this, the record of nuclear deterrence is far more problematic than most people assume. If no stronger rationale for keeping these dangerous weapons can be contrived, perhaps they should be banned. 相似文献

This paper models and simulates a government‐contractor principal‐agent weapon system repair model. Insights are derived as to how government repair contracts should be constructed so as to induce optimal contractor behavior. The paper's general conclusion is that the best contracting approach combines a lump‐sum payment that does not vary with the number of units repaired, expensive item cost‐sharing, and a contractor‐provided availability guarantee. Provided there is intercontractor competition, this type of contract performs well even if the government is poorly informed about weapon system break patterns or repair costs. 相似文献

The United Arab Emirates (UAE) has laid out an ambitious plan to become the first Arab country to possess a civilian nuclear energy program. Central to that effort has been the Emirati government's ability to obtain foreign nuclear assistance. This article traces the UAE's strategies for overcoming the obstacles that stood in the way of nuclear suppliers providing assistance. It examines the approach taken by the UAE to assuage the safety and security concerns of nuclear suppliers, how the UAE leveraged its alliances with France and the United States to obtain their cooperation, and its strategies for engaging domestic interest groups in supplier states. The generalizable elements of the UAE's strategies are discussed and used to provide insight into the prospects for other Middle Eastern states' bids to obtain similar assistance. The article concludes with a discussion of the potentially transformative aspects of the strategies employed by the UAE in shaping other countries' pursuit of nuclear energy in the region. 相似文献

Between the 1960s and the 1990s, the US chemical industry went from lobbying against the Geneva Protocol and promoting increased funding for chemical warfare to refusing to produce binary chemical weapons and assisting with the negotiations of the Chemical Weapons Convention (CWC)—even though the treaty included provisions that could be costly to industry. What happened in those thirty years to make the US chemical industry reverse its position on chemical weapons? This article argues these changes were largely caused by the chemical industry's desire to reform the negative public image it had acquired due to its involvement in the Agent Orange scandal and other high-profile incidents during the 1970s and 1980s. The chemical industry's assistance with CWC negotiations may be explained after an examination of the US public policy literature, which argues that industry will support apparently costly regulations if doing so helps it repair a damaged public image and ensures greater profits in the long run. 相似文献

This article applies the concept of nuclear ambivalence to the case of the Islamic Republic of Iran. Nuclear ambivalence differs from other approaches to understanding nuclear proliferation in that it focuses on the deeply misunderstood relationship between the two potential uses of nuclear power: energy and weapons. According to this theory, the civilian applications of nuclear technology cannot be separated from the potential military applications and vice versa. Ambivalence, therefore, extends into the realm of states’ nuclear intentions, making it impossible to know with certainty what a potential proliferator's “true” intentions are. This article will demonstrate that the concept of nuclear ambivalence applies in the case of Iran, suggesting that current international nonproliferation efforts run the risk of encouraging rather than discouraging Iranian weaponization. The final section outlines recommendations for policy makers to reverse this counterproductive nonproliferation approach. 相似文献

On October 1, 2008, Congress enacted a proposal that originated with President George W. Bush in 2005 to approve an unprecedented nuclear trade pact with India by removing a central pillar of US nonproliferation policy. Despite the numerous political challenges confronting the Bush administration, the initiative won strong bipartisan support, including votes from Democratic Senators Joseph Biden, Hillary Clinton, and Barack Obama. The four-year struggle to pass the controversial US-India nuclear trade agreement offers an exceptionally valuable case study. It demonstrates a classic tradeoff between the pursuit of broad multilateral goals such as nuclear nonproliferation and advancement of a specific bilateral relationship. It reveals enduring fault lines in executive branch relations with Congress. It vividly portrays challenges confronting proponents of a strong nonproliferation regime. This article is based on an analysis of the negotiating record and congressional deliberations, including interviews with key participants. It assesses the lessons learned and focuses on three principal questions: how did the agreement seek to advance US national security interests?; what were the essential elements of the prolonged state-of-the-art lobbying campaign to win approval from skeptics in Congress?; and what are the agreement's actual benefits—and costs—to future US nonproliferation efforts? 相似文献
