神经网络能力研究

文献[1]～[3]中研究了神经网络的能力—存储能力。但我们认为神经网络的能力应包括存储能力和计算能力两个方面。本文对神经网络的存储能力和计算能力进行定量分析,并得出了许多有益的结论。     

大功率柔性互联设备的有功互济协调控制方法

针对以常规母联开关互联的交流电网线路变压器容量无法合理利用的问题,提出了依靠由背靠背电压源变流器组成的新型大功率柔性互联装置实现两侧交流电网有功功率互济的协调控制方法。介绍了新型柔性互联装置的拓扑结构与基本的控制原理,为实现两侧线路变压器容量合理的目标制定了一种生成有功功率参考的方法,并基于PSCAD/EMTDC搭建了一套仿真算例,对新型柔性互联装置的基本控制与所提出的有功互济的协调控制方法进行了验证。仿真结果表明,在柔性互联装置采用所提方法时能够实现两侧交流线路的有功功率互济,解决了线路变压器容量无法合理分配的问题。     

消防部队抢险救援战斗力评估

以消防部队参与抢险救援战斗实例引出消防抢险救援战斗力的评估问题,并对评估的意义从组织指挥、消防员的安全、特勤队伍的发展角度进行了论述,重点剖析了影响战斗力评估的人员、装备、自然、组织等因素,对评估的组织从专家组成和制度建设两个方面提出了具体的建议。     

Capacity expansion with lead times and autocorrelated random demand

The combination of uncertain demand and lead times for installing capacity creates the risk of shortage during the lead time, which may have serious consequences for a service provider. This paper analyzes a model of capacity expansion with autocorrelated random demand and a fixed lead time for adding capacity. To provide a specified level of service, a discrete time expansion timing policy uses a forecast error‐adjusted minimum threshold level of excess capacity position to trigger an expansion. Under this timing policy, the expansion cost can be minimized by solving a deterministic dynamic program. We study the effects of demand characteristics and the lead time length on the capacity threshold. Autocorrelation acts similarly to randomness in hastening expansions but has a smaller impact, especially when lead times are short. However, the failure either to recognize autocorrelation or to accurately estimate its extent can cause substantial policy errors. © 2003 Wiley Periodicals, Inc. Naval Research Logistics, 2003     

微分对策界栅理论在舰艇作战能力评估中的应用

作战能力是表征战斗舰艇战术技术性能的一项重要指标,如何正确评价舰艇的作战能力一直是军事运筹研究的热点.利用定性微分对策的界栅理论研究了一类作战问题,通过构造捕获区面积和咽喉区域面积,并以此作为动态评估舰艇作战能力的衡量指标.研究结果可为综合评价舰艇作战能力提供一条新途径.     

潜艇的承载力与水下动力抗沉

阐明了潜艇承载力图谱的一种新算法,分析了危险舵卡的基本挽回方法及其衡准,论述了当前水下动力抗沉的实用方法及评价指标.     

北斗系统新民用导航电文历书参数算法与性能分析

研究新公布的北斗民用导航电文中的两类历书与北斗二号导航电文历书的差异,对比分析各类历书对接收机首次定位时间的影响。利用实际的历书数据,比较不同历书类型的用户算法,分析不同龄期数据对接收机首次定位性能的影响。结果表明,高精度历书在1周的数据龄期内性能较为稳定,中等精度历书精度稍逊于高精度历书,但由于简化了电文空间,能接近高精度历书性能。简约历书进一步简化了参数数目和电文空间,尽管位置误差达到了数百千米,但却能在数月之后保持相应精度,有利于缩短接收机首次定位时间。     

A multi‐stage stochastic programming approach for network capacity expansion with multiple sources of capacity

In networks, there are often more than one sources of capacity. The capacities can be permanently or temporarily owned by the decision maker. Depending on the nature of sources, we identify the permanent capacity, spot market capacity, and contract capacity. We use a scenario tree to model the uncertainty, and build a multi‐stage stochastic integer program that can incorporate multiple sources and multiple types of capacities in a general network. We propose two solution methodologies for the problem. Firstly, we design an asymptotically convergent approximation algorithm. Secondly, we design a cutting plane algorithm based on Benders decomposition to find tight bounds for the problem. The numerical experiments show superb performance of the proposed algorithms compared with commercial software. © 2016 Wiley Periodicals, Inc. Naval Research Logistics 63: 600–614, 2017     

Development of proxy relationships: a case study of the Lebanese Civil War

Proxy warfare is a consistent element in international warfare. However, it is unclear why proxy relationships form in cases where states have multiple options of groups to support. Existing research identifies the presence of transnational constituencies, shared interstate rivalries, and moderate relative strength of militant groups as highly influential on the development of a proxy relationship. This study examines the presence of these variables within the context of the Lebanese Civil War. The results of this demonstrate that each state places greater importance on some variables and ignores others when choosing a proxy. Additionally, this study further demonstrates the presence of new variables that are key to the development of proxy relationships.     

Historical and Political Background to the Erosion of the Rule of Law and Human Rights During Sri Lanka’s Civil War and the Way Forward

The Sri Lankan Civil War (1983–2009) is regarded as a violent reflection of deepening divides along political and ethnic lines. During this civil war the Sri Lankan Government and its security forces have been implicated in unlawful killings carried out in a pervasive manner against civilians, whilst at the same time specifically targeting ethnic Tamils, humanitarian workers and journalists. The human rights of all citizens suffered as a result and ultimately led to the weakening of the rule of law. With the end of the civil war, the Sri Lankan Government has made little progress in providing accountability for wartime abuses. Its absence of and reluctance to ensure justice is seen as a logical culmination of decades of impunity. The importance of acknowledging historical behaviour and taking accountability for past violations will be discussed. In an analysis for paving the way to a new democracy in Sri Lanka, the main outcomes of this article are calls for accountability arising out of the government’s actions during the war; an investigation into the present state of human rights, the rule of law and finally; an examination into the political solution going forward to ensure a process of reconciliation and peaceful co-existence.
