一体化联合作战装备保障模式构想

为迎接世界新军事革命的挑战,推进中国特色的军事变革,适应一体化联合作战这一信息时代的作战样式,文章针对一体化联合作战对装备保障的影响与提出的新要求,立足我军现实情况,尝试构建了一体化联合作战装备保障模式,对我军装备保障模式改革进行了一定探索。

On the normality and abnormality of offsets obligations

Defence offsets have often been described as government‐to‐business compensation arrangements or contracts involving “reciprocity beyond that associated with normal market exchange”. This paper argues that it is irrelevant and misleading to use this notion as a criterion for defining offsets.

The paper also explores the apparent inconsistency between the maximising efficiency in defence procurement and the application of offsets requirements. It is shown that defence offsets are a subset of all the price‐quality‐quantity trade‐offs which in general characterise negotiations surrounding complex transactions.

It is argued that although reciprocal or offsetting arrangements are a normal aspect of commercial transacting, the operation of certain offsets schemes namely mandatory offsets obligations, may inhibit the buyer's flexibility in negotiating deals and result in inefficient procurement. This leads us to ask why these offsets schemes have persisted for so long.     

From combat to non-combat action

This paper examines the rationale and centrality of private military and security companies (PMSCs) in humanitarian assistance operations in Sudan, asking why PMSCs are involved in humanitarian assistance operations in Sudan and what the principles underlying their activities are. To answer this question, the paper draws attention to the link between humanitarian crises and PMSC interventions. Where there is no meaningful alternative intervention, undergirded by humanitarian concerns that are also profit driven, PMSCs come in to provide the needed services. The protracted and complicated internal armed conflicts in Sudan, which have lasted for over two decades, have produced as many as 4,8 million internally displaced persons (IDPs) – the single largest number in the world. The kind of humanitarian assistance operations provided by PMSCs in Sudan have become critical to the provision of much-needed services which were inadequately provided by governmental authorities at both unilateral and multilateral levels. This paper argues that the humanitarian crises in Sudan created a regime that permits humanitarian assistance operations by both state and non-state actors.     

爆炸复合接头剪切强度测试方法研究

参照正交各向异性层压复合板层间剪切强度的测试方法,提出了用于测试爆炸复合接头复合界面剪切强度的3种方法;并建立三维有限元模型,分别对3种测试方法进行模拟;最后分别对3种方法进行了测试试验.结果表明,3种试验方法均能有效测试爆炸复合接头的剪切强度,其中对称试件双切口拉伸法最适合实际应用.     

面向决策的一体化建模方法及其在兵力筹划中的应用

在对军事决策问题的主要特点进行分析的基础上,提出从军事概念模型到数学模型再到定性推理模型的一体化建模思想.以空军航空兵遂行直接航空火力支援任务为想定背景,根据EATI模板,利用基于UML的Rose工具依次对想定任务的实体、任务、交互等进行分析;对于兵力筹划中的结构化问题建立了机会约束多目标规划数学模型;对于非结构化问题则构造了推理机,推理机体现了定量与定性相结合的决策分析思想.最后,以一个实例验证文章思路的可行性.

维和行动中的当地译员是一个特殊群体,在维和任务中具有重要作用。当地译员必须具备保密性、中立性、服务性等基本素质。因此,最大限度地调动当地译员的工作热情、提高其职业素质、是保证维和行动顺利完成的重要环节。

利用FFT算法模拟联合变换相关器

由于联合变换相关器结构灵活,易于实现相关运算,目前在诸多领域得到了广泛的应用。实际应用中,联合变换相关器的光学系统带来的噪声会对识别效果产生较大的影响。采用快速傅里叶变换算法,由计算机模拟光学联合变换相关器可消除光学系统带来的噪声,达到理想的识别效果。通过实验验证了该方法的可行性。     

陆军诸兵种合同作战兰切斯特方程的弹药消耗预测研究

描述了诸兵种合同作战的兰切斯特方程及其矩阵解,提出了一种通过兵力损耗换算弹药损耗的新思路,分析和确定了用该方法预测弹药消耗的相关参数,最后运用Matlab进行仿真计算,预测出了武器装备战损情况和弹药消耗情况。
