影响现代大学治理的教育政策环境分析

政策环境是政浆活动的平台,当环境发生变化时,就会对决茕系统产生一定的刺激作用。大学作为社会大系统中的一个子系统,其治理必然会受到政治、经济、文化等相关数育政策环境因素的影响。其中,社会政治民主化、市场经济的开放多元化,大学内部文化力量的渗透以及西方大学治理理念的影响,对我国现代大学治理的调适性转变和发展有着深远的意义。     

ACQUIRING FOREIGN NUCLEAR ASSISTANCE IN THE MIDDLE EAST

The United Arab Emirates (UAE) has laid out an ambitious plan to become the first Arab country to possess a civilian nuclear energy program. Central to that effort has been the Emirati government's ability to obtain foreign nuclear assistance. This article traces the UAE's strategies for overcoming the obstacles that stood in the way of nuclear suppliers providing assistance. It examines the approach taken by the UAE to assuage the safety and security concerns of nuclear suppliers, how the UAE leveraged its alliances with France and the United States to obtain their cooperation, and its strategies for engaging domestic interest groups in supplier states. The generalizable elements of the UAE's strategies are discussed and used to provide insight into the prospects for other Middle Eastern states' bids to obtain similar assistance. The article concludes with a discussion of the potentially transformative aspects of the strategies employed by the UAE in shaping other countries' pursuit of nuclear energy in the region.     

Optimal policies for M/M/m queue with two different kinds of (N,T)‐policies

In this paper, two different kinds of (N, T)‐policies for an M/M/m queueing system are studied. The system operates only intermittently and is shut down when no customers are present any more. A fixed setup cost of K > 0 is incurred each time the system is reopened. Also, a holding cost of h > 0 per unit time is incurred for each customer present. The two (N, T)‐policies studied for this queueing system with cost structures are as follows: (1) The system is reactivated as soon as N customers are present or the waiting time of the leading customer reaches a predefined time T, and (2) the system is reactivated as soon as N customers are present or the time units after the end of the last busy period reaches a predefined time T. The equations satisfied by the optimal policy (N*, T*) for minimizing the long‐run average cost per unit time in both cases are obtained. Particularly, we obtain the explicit optimal joint policy (N*, T*) and optimal objective value for the case of a single server, the explicit optimal policy N* and optimal objective value for the case of multiple servers when only predefined customers number N is measured, and the explicit optimal policy T* and optimal objective value for the case of multiple servers when only predefined time units T is measured, respectively. These results partly extend (1) the classic N or T policy to a more practical (N, T)‐policy and (2) the conclusions obtained for single server system to a system consisting of m (m ≥ 1) servers. © 2000 John Wiley & Sons, Inc. 高师声乐教学人才培养模式的思考与实践

声乐教育作为音乐教育的重要组成部分,应当随着时代的发展,摒弃一些不合理的传统模式,注重以人为本、分层次、分类别的因材施教,突出师范性教育,实行合理有效的课程设置,采取灵活多样的教学方式,使之符合基础教育的需要,符合市场多样化的需求,培养学生既有专业技能又有宽广而丰富的知识面的应用型人才。笔者结合本系多年来在声乐人才培养模式方面进行的改革与实践,借贵刊与同行交流。     

对高等教育若干问题的思考

目前高等教育中存在的种种弊端,迫使高等教育必须改革。高等教育决不能脱离党的教育方针,要强化世界观和价值观教育,远离社会不良风气的干扰,培养出德智体全面发展的人才。     

刑事政策指导下受贿罪定罪的立法完善

刑事政策影响定罪,尤其是定罪政策。当前我国受贿罪的定罪政策是单向化犯罪。建构严密的受贿罪体系要求扩大受贿罪的对象,不能局限于“财物”,对“为他人谋取利益”重新定位,并且采用主从式立法方法建立完整的罪名体系。     

基于失效树的某型无坐力炮弹储存可靠性分析

通过对某型无坐力炮弹战斗部的结构分析和功能分析,以弹着目标不爆炸为顶事件建立了失效树,并根据该型弹药的功能构件在储存期间的特点选择了失效树的简化原则,建立了系统可靠度模型。确定了由储存因素导致弹着目标不爆炸这一事件的4种主要失效模式。并通过分析其不同的储存期失效机理和影响因素,提出该型炮弹的储存策略。     

现代高校教师的劳动特性与人性化管理问题探析

"人性化管理"是由现代行为科学演变出来的一种新的管理概念,随着知识时代的来临,人作为知识、智慧的主体变得越来越重要,而高校是人才聚集之地,如何合理开发人的内在潜能,已成为新形势下高校人事管理部门研究的重要课题。本文分析了高校教师劳动特性并对高校教师人性化管理的问题进行了探析,对人事制度改革过程中的教师管理问题具有一定的指导意义。
