《孙子兵法》谋略思想对武警部队执勤、处突的启示

中国人民武装警察部队（以下简称武警部队）作为我国的一支重要武装力量,担负国家赋予的安全保卫和维护社会稳定任务。在当前日益复杂的斗争形势中,完成执勤、处突任务不仅要具备过硬的军事技能,而且也要善于运用谋略。《孙子兵法》中所蕴涵的“道义”、“庙算”、“知彼知己,百战不殆”等谋略思想,对武警部队执勤、处突具有很强的借鉴意义。     

人民武装警察的职务防卫权探析

《中华人民共和国人民武装警察法》（以下简称《人民武装警察法》）的有关规定实质上赋予了人民武装警察的职务防卫权。人民武装警察的职务防卫权与一般公民的正当防卫权在防卫的性质、手段、强度、程序和法律责任上有着很大的不同,人民武装警察的职务防卫权是一种公权力。人民武装警察在行使职务防卫权时要注意把握时机条件和限度条件。     

柴油机排气噪声的有源控制研究

对四缸四冲程柴油机（4－85）1500r／min时的排气噪声的低频进行了分析利用声辐射理论,设计出引入次级声场的装置．对排气管与机器相连接法兰盘上的振动信号与噪声信号进行了相干函数分析．此外,利用高速信号处理芯片TMS320C25完成了一套自适应控制系统的初步设计．     

How might Democratisation Affect Military Professionalism in Africa? Reviewing the Literature

The search continues for methods to improve security for development in Sub-Saharan Africa. One of the important actors in this security arena is Sub-Saharan African governments’ armies. Much of their capability to meet security challenge depends on how militarily professional they are. The wave of democratic evolution in Africa since 1990 also affected military professionalism. This article reviews three models for assessing how democratisation might affect military professionalism in Sub-Saharan Africa, with special attention to post-conflict states. This should make it possible to decide which analytical methods are most appropriate to measure military professionalism in the particular circumstances of Sub-Saharan African post-conflict democratisation. Depending upon the particular nation-state in question, this decision on analytical methods may be useful for other Sub-Saharan states as well.

Space,the New Domain: Space Operations and Chinese Military Reforms

ABSTRACT

The Chinese military has embarked on a series of organizational and doctrinal reforms intended to better enable it to fight modern war. Prominent among these reforms is the growing emphasis on space to enable long-range precisions strikes and on counterspace to deny space capabilities to an adversary. The People’s Liberation Army (PLA) has officially designated space as a new domain and established an organization to command space forces. With this increased focus on space, the PLA may begin to develop a doctrine to govern the use of space in military operations. The higher priority given to space, especially space control, by the PLA coincides with similar actions by the US military, increasing the possibility of warfare in space and the risks of escalation.     

China’s Search for a ‘Strategic Air Force’

Once dismissed by many outside observers, the Chinese People’s Liberation Army Air Force (PLAAF) has undergone an impressive transformation over the past two decades, emerging as one of the world’s premier air forces. As it continues to modernize, it is focused on becoming a ‘strategic air force.’ PLAAF strategists suggest this means it should play a decisive role in protecting Chinese national interests, field modern capabilities commensurate with China’s standing as a major power, and enjoy the institutional status befitting its role as a ‘strategic service,’ an important consideration given the historical dominance of the ground force in China’s military.     

柔性神经网络滑模主动控制技术

针对复杂激励条件下的振动控制,对Jiles-atherton模型的磁致伸缩作动器在双层隔振系统中的主动控制进行了研究。以传统滑模控制为基础,提出一种柔性神经网络滑模控制算法。用正则化方法设计控制器的切换矩阵,建立神经网络权值和柔性映射参数更新学习公式,并将该控制策略应用于双层隔振系统的振动主动控制中。通过单频、多频及随机信号激励进行仿真研究,结果表明:柔性神经网络滑模控制器具有较强的鲁棒性,具有较好的控制效果。     

Are police deaths a consequence of flaws in the South African Police Service administration? A SWOT analysis

This article argues that since the advent of democracy, the South African Police Service (SAPS) has been plagued by poor administration. Having inherited a repressive police force, the post-apartheid national police commissioners (NPCs) have found it difficult to transform the organisation. Among the unintended consequences has been a rise in police deaths. Although police deaths can be attributed to numerous factors, this article focuses on fault lines in the SAPS administration through a strengths, weaknesses, opportunities and threats (SWOT) analysis drawing largely on existing scholarly debates. Essential theoretical perspectives have been employed to gain insight into the root causes of the problem. The article concludes that poor administration and a lack of trust, partnership and collaboration between police officers and community members have perpetuated the killing of police officers. These killings are further compounded by the flawed and ill-conceived selection and appointment of NPCs. As a consequence, the article recommends that the appointment of NPCs should be promptly reviewed. It further recommends that each potential candidate should have risen through the ranks and must fully comprehend the challenges facing the organisation.
