This article explores how the protection of civilians is being militarized by African policymakers and diplomats. I draw on practice approaches to analyze what social groups are doing when they claim to “protect civilians.” I show how innovative protection mechanisms can be seen as a function of officials and diplomats coping with the changing circumstances of increasingly militarized politics in Africa. Specifically, accountability mechanisms for unintended and intended civilian harm by African security operations have originated in connection with this development. I argue that these are results of anchoring practices, which means that everyday informal interactions in one context become linked to another context. I argue that these emerging accountability mechanisms represent a new combination of practices, with the potential of changing the routine activities and mutual learning between policymakers and diplomats.  相似文献

The creation of an African Capacity for Immediate Response to Crisis (ACIRC) is a sign of Africa's willingness to take its destiny into its own hands. Presented as a reaction to the slowness of the development of the African Standby Force (ASF), it is also a response to some of the ASF's conceptual weaknesses. This decision reflects a wish to establish an instrument better equipped to deal with the challenges Africa is facing. Departing from the (sub)regional logic of the ASF results from a desire to take into account the transnational nature of threats, while its enlarged mandate is meant to offer Africa the capacity to intervene in all kinds of conflicts, including by undertaking peace enforcement activities. But the obstacles on the road towards the actual creation and mobilisation of this capacity should not be underestimated. These include material difficulties, but also political tensions, between ‘small’ and ‘big’ states as well as between the African Union and subregional organisations. The risk then is high that the ACIRC, whose announcement came as a reaction to France's intervention in Mali, ends up joining the ranks of the many ‘anti-imperialist’ phantoms haunting the history of the Organization of African Unity/African Union (OAU/AU). Confronted by events considered ‘neocolonial’ initiatives, African actors have indeed traditionally reacted by launching grand projects that never got off the ground. However, by actually establishing this new instrument, they may also demonstrate that times have definitively changed.  相似文献

The drivers of HIV/AIDS in the South African Police Service (SAPS) and impact of the disease on this workforce are neglected areas of research. Existing evidence suggests that while the occupational risk for contracting HIV is low, there are factors associated with the profession that, if left unmanaged, place police officers at risk of contracting HIV. This study's two aims are to identify the potential pathways of HIV infection within policing services and determine the probable impact of HIV/AIDS on SAPS. Through a systematic literature review on HIV/AIDS within police services, and by analysing selected SAPS human resource data, the causal pathways and impact of HIV/AIDS on police services are explored. The study finds that police officers (particularly male officers) are likely to be highly susceptible to HIV infection as a result of risky sexual behaviours born out of occupational characteristics such as high levels of stress, difficult working conditions, living away from home and interactions with sex workers. The problem is exacerbated by the ‘macho’ culture that often prevails among police officers. HIV/AIDS interventions within SAPS must focus on sustained behaviour change. Further, HIV programmes must equip officers with the knowledge and awareness to avoid engaging in high-risk sexual practices that may compromise their health and the effectiveness of the policing service.  相似文献

This article presents survey data on the African Peace and Security Architecture (APSA). It focuses explicitly on two aspects: the internal constitution and achievements of the APSA; and coordination and cooperation with external actors, such as Regional Economic Communities, the United Nations and the European Union. The survey, conducted between October 2011 and December 2012, targeted 198 security experts in international organisations, think tanks, academia and non-governmental organisations. It reveals the APSA's current stage of development, achievements and challenges.  相似文献

Unlike most of the literature, this paper includes domestic political considerations in which two countries must decide defensive countermeasures against a common terrorist threat. A delegation problem arises as voters strategically choose a policymaker whose preferences differ from their own. As a consequence, countries limit the presumed oversupply of defensive countermeasures. Thus, the inclusion of domestic politics gives a new perspective on counterterrorism. The timing of elections is also shown to make a difference.  相似文献

Human stability is rare in the Horn of Africa. The history of the countries of the Horn since the end of colonialism in the region has largely been one of violent repression and insurgency. Succession by peaceful election has been the exception. This paper looks at the internal conflicts in the Horn of Africa in terms of the balance of power between civil society and the state in the countries comprising the Horn. A relevant feature is the formation and disintegration of centralised states. Centralising states, affected by the lack of human stability which can lead to their fragmentation and demise, also contribute to the escalation of the crisis. The Horn of Africa, consisting of Djibouti, Sudan, Eritrea, Ethiopia and Somalia, is a region of Considerable Strategic importance, even to nations far beyond its borders because of its strategic location, its diverse religious and ethnic groupings and its significant agricultural potential.  相似文献

While all governments in the region acknowledge the importance of the work of police officers, they seldom take a close look at their working conditions and the nature of police labour. While the situations in Namibia, Zimbabwe, Zambia, Lesotho and Swaziland are different there are commonalities: police management has not changed significantly and neither has police legislation. Key concerns of the officers in the region centre on service conditions and wages. Communicating these concerns to the state is made difficult by the less than democratic approach taken by governments professing to favour democratization. A more democratic workplace for the police is of benefit to the broader community and is a crucial point to bear in mind when attempting to develop community-oriented professional policing.  相似文献

This article argues that aspirations of maintaining a dominant influence over sub-Saharan security issues has spurred the French and British leadership of European Union (EU) foreign and security policy integration, just as it has informed military capability expansions by the armed forces of the main EU powers. While Europe's initial African focus was on stabilising a continent marred by state failure, civil wars and genocides, changes in the global security context, especially the shift towards multipolarity manifest in China's growing engagement, has prompted a complementary focus on deterring other powers from making military inroads into the subcontinent. Hence Europe's sub-Saharan security focus is shifting from stabilisation towards deterrence. This helps explain recent military procurements which, in spite of the extremely challenging fiscal position of most EU member states, feature large-scale investments in long-range deterrence capabilities.  相似文献

In Africa, most of the present conflicts are civil, intra-state wars where belligerent groups use guerrilla tactics to achieve various political, economic or ideological objectives. The atrocities and the effect of these on-going wars on innocent civilians, human suffering, poverty and development are beyond comprehension. Not surprisingly, the majority of current peace operations are in Africa, with more than 70 countries contributing forces to these conflict zones. On the continent, South Africa has come to assume a leading role in peace operations and is now a major troop-contributing country to UN and AU missions. In the past 11 years, the South African National Defence Force (SANDF) has taken part in no fewer than 14 peace missions. This article provides a brief background of the conflicts in Burundi, the Democratic Republic of Congo (DRC) and Sudan, the different United Nations (UN) and African Union (AU) mandates under which peacekeepers had to operate as well as their objectives, and the extent of South Africa's involvement in the various missions. In the last section, the major challenges, that these operations have posed are highlighted.  相似文献
