Is Russia a revisionist military power in the Arctic?

In contrast with a widespread perception of Russia as an expansionist power in the Arctic, this article argues that Moscow does not seek military superiority in the region. Rather, Moscow's military strategies in the Arctic pursue three major goals: first, to demonstrate and ascertain Russia's sovereignty over its exclusive economic zone and continental shelf in the region; second, to protect its economic interests in the High North; and third, to demonstrate that Russia retains its great power status and still has world-class military capabilities. The Russian military modernization programs are quite modest and aim at upgrading the Russian armed forces in the High North rather than providing them with additional offensive capabilities or provoking a regional arms race. The Russian ambitions in the Arctic may be high, but they are not necessarily implying the intentions and proper capabilities to confront other regional players by military means. On the contrary, Moscow opts for soft rather than hard power strategy in the Arctic.     

Serious Rules for Nuclear Power Without Proliferation

The authors propose five principles for addressing the major deficiencies of the current treaty-based approach to nonproliferation. These involve: effectively closing the door to withdrawals from the Treaty on the Non-Proliferation of Nuclear Weapons (NPT); defining which nuclear technologies fall within the NPT's “inalienable right” provision, so as to maintain a reasonable safety margin against possible military application; expansion of International Atomic Energy Agency inspections to include greater readiness to use its “special” inspection authority; creation of an NPT enforcement regime, to include a secretariat; and universalizing the NPT so as to apply to all states, while creating a path for current non-parties to come into compliance. There is no illusion here about the prospects for the adoption of this approach. At a minimum, the world needs to be frank about the gap between nuclear programs and current nonproliferation protection. Encouragement of greater use of nuclear power should be predicated on closing that gap.     

The essence of war: French armies and small war in the Low Countries (1672–1697)

In the late seventeenth century during the Dutch War (1672–1678) and the Nine Years War (1688–1697), French armies relied on small war for the accomplishment of essential tasks and as part of an overall strategy of exhausting their opponents in the Low Countries. The purposes of small war included the imposition of contributions on enemy populations, the destruction of the enemy base of operations, blockades of fortresses, and the general support of campaign armies. The expression ‘small war’ in the French language appeared with growing frequency in the 1690s. Small war can be viewed as both a cause and consequence of the characteristics of these wars. The limited policy goals of Louis XIV the king of France required a strategy that minimised risk and accomplished the goal of reducing if not eliminating the Spanish presence in the Low Countries that bordered the north of France. As French armies increased in size during this period, the demand for specialists at small increased in order to provide security and ensure supply. Small war in the late seventeenth century was thus not ideologically motivated insurgency, but in the minds of French commanders an essential component of strategy and the nature of war.     

Influence of Al2O3 particles on the microstructure and mechanical properties of copper surface composites fabricated by friction stir processing

The influence of three factors, such as volume percentage of reinforcement particles (i.e. Al₂O₃), tool tilt angle and concave angle of shoulder, on the mechanical properties of Cu–Al₂O₃ surface composites fabricated via friction stir processing was studied. Taguchi method was used to optimize these factors for maximizing the mechanical properties of surface composites. The fabricated surface composites were examined by optical microscope for dispersion of reinforcement particles. It was found that Al₂O₃ particles are uniformly dispersed in the stir zone. The tensile properties of the surface composites increased with the increase in the volume percentage of the Al₂O₃ reinforcement particles. This is due to the addition of the reinforcement particles which increases the temperature of recrystallization by pinning the grain boundaries of the copper matrix and blocking the movement of the dislocations. The observed mechanical properties are correlated with microstructure and fracture features.

Na_2SO_4·10H_2O相变过程及其相变潜热的计算

利用CDR-34P差动热分析仪测试Na2SO4·10H2O相变前后的热效应,结合Na2SO4-H2O体系的二元相图,分析相变前后热效应的来源及体系相态、组分的变化;提出无机水合盐相变潜热除来源结晶水脱离外还包括固相物质溶解、溶液浓度梯度变化的热效应的观点;根据上述相变过程计算Na2SO4·10H2O相变潜热,误差仅为2%.     

基于区间数的DS证据合成方法研究

在DS证据理论的应用过程中,命题的基本概率赋值函数起到了关键的作用,传统DS证据理论中基本概率赋值函数的取值为[0,1]中的单点值.在很难准确将证据所支持命题的基本概率赋值表示为[0,1]之间的单点值时,可以用区间数形式来表示命题的基本概率赋值.在建立符合运算封闭性的区间数广义求和与广义乘积算子的基础上,定义了基于区间数的基本概率赋值函数、信任函数以及似然函数等重要概念,给出了证据合成规则,进而提出了基于区间数的DS证据合成方法.计算实例表明,与传统DS证据合成方法相比,基于区间数的DS证据合成方法具有更灵活的应用特性和更小的计算复杂度.     

低空水平轰炸中安全退曳距离及安全高度的估算

根据终点弹道学理论、毁伤理论和爆炸理论,在分析炸弹的爆炸规律、破片的飞行规律及破片对战斗机毁伤作用的基础上,提出了低空水平轰炸过程中安全退曳距离及安全高度的估算方法.给出了仿真实例,并对相应的仿真结果进行分析,其结果可为飞机武器系统安全投弹提供参考依据.最后,为确保战斗机的低空投弹安全提出了一些建议.
