高层建筑安全疏散设计探析

近年来我国高层建筑剧增,承载的人口越来越密集,火灾荷载越来越大,如果安全疏散设计不合理,一旦发生火灾,容易造成严重后果.在分析高层建筑的火灾特点和影响人员安全疏散的因素的基础上,从合理设置安全出口、疏散走道、疏散楼梯、疏散宽度和距离、疏散门、避难层及其他辅助疏散设施、疏散照明灯具等方面探析了高层建筑的安全疏散设计,为避免和减少人员伤亡和财产损失创造条件.     

Insights from a Database of Lashkar-e-Taiba and Hizb-ul-Mujahideen Militants

This article uses a novel database of 1,625 posthumously published biographies of members of two Islamist militant organizations (Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM)), all of whom were killed in the course of carrying out militant attacks. In general, each biography provides data on the militant’s birthplace, education, recruitment, and training. The number of observations in this database is a full order of magnitude larger than those of previous databases assembled from militant biographies. While the sample of militants in this database is the product of multiple selection effects, analysis of the database undermines many common myths about Pakistani militants and casts doubt on current policy approaches to mitigating Islamist militancy in Pakistan.     

Reinterpreting Libya's WMD Turnaround – Bridging the Carrot-Coercion Divide

The dominant explanations of Libya's nuclear reversal in 2003 privilege either coercion or carrots treating these instruments as alternatives. Indoing so they ignore that it took a combination of coercion, carrots and confidence-building to turn Libya around. This article demonstrates this by developing and deploying a theoretical framework that integrates these three instruments into a more coherent and convincing explanation of the case. It highlights that analysts and policy-makers would do well to focus more on how different policy tools can be used in combination to achieve desired outcomes than on how individual tools can be employed with decisive effects. It also demonstrates that the Libya success will be hard to replicate.     

Reconsidering American strategy in South Asia: destroying terrorist sanctuaries in Pakistan's tribal areas

Over seven years after the 11 September 2001 attacks on the United States, Afghanistan is again at the forefront of the headlines, faced with a brutal insurgency and a resurgent Taliban. Many scholars and policymakers attribute the instability in Afghanistan to a terrorist sanctuary in the neighboring Federally Administered Tribal Areas (FATA). Pakistan has attempted to eliminate this sanctuary through negotiation and armed force. This paper argues that Pakistani strategy has failed to achieve its desired results because of local tribal norms, the weak nature of previous agreements, military units ill-equipped for a counterinsurgency and counterterrorism role, as well as ideological fissures in the Pakistani establishment. Afterward, the paper argues that the United States and Coalition forces should pursue their strategy remaining cognizant of local tribal norms, step up training efforts for Pakistani forces, promote development of the tribal areas, and cultivate options for eliminating the FATA sanctuary through covert means.

固定天区小视场星跟踪器两颗星识别方法

研究了在观测天区固定的前提下,小视场星跟踪器视场内只有两颗观测星时的星图模式识别算法。首先简述了研究的必要性;接着简要介绍了实时星图的预处理;随后详细论述了所提出算法的具体步骤;然后说明了导航星表的制定过程。仿真结果表明了算法是有效的,并对仿真试验结果进行了分析;最后给出了结论。     

基于粗糙集理论的武器系统效能评定

简述了各种武器效能评定方法。建立武器参数效能模型,首先要挑选特征参数,这里采用知识约简方法选择武器的特征参数。利用神经网络理论建立了参数效能模型,武器系统的效能与武器特征参数的关系可通过神经网络的阈值和权值得到体现。通过实例对神经网络法与指数法所得的结果进行了比较,结果表明神经网络法比指数法精确。
