The Indian Army, a force trained primarily for conventional warfare, has been engaged in internal counter-insurgency operations since the 1950s. Despite such a long innings on a counter-insurgency mode, little attention has been accorded within military circles to doctrinal innovation for waging sub-conventional warfare in India's democratic political context. At best, the Army continues to view counter-insurgency duty as secondary to its primary duty of defending India from external conventional threats. By conceptualizing a counter-insurgency strategy of ‘trust and nurture’, this article aims to fill this critical doctrinal gap in India's military policy. The author argues that a counter-insurgency strategy of ‘trust and nurture’ based on democratic political culture, measured military methods, special counter-insurgency forces, local social and cultural awareness and an integrative nation-building approach will result in positive handling of India's internal security problems. The author utilizes India's counter-insurgency experiences in Assam, Mizoram, Nagaland, Punjab, and Operation ‘Sadhbhavana’ in Jammu and Kashmir as illustrative empirical indicants in order to validate the ‘trust and nurture’ strategy. 相似文献

AbstractThe 1919-1921 Anglo-Irish War represents one of the earliest instances of a successful insurgent movement in the twentieth century. By combining a fluid organizational structure with effective hit-and-run tactics and accurate intelligence, the Irish Republican Army was able to defeat militarily the security forces of Great Britain. Combined with a successful propaganda campaign, these tactics allowed the IRA to drive the British to the negotiating table, where its representatives secured greater autonomy than Ireland had known in centuries. The outcome of the Anglo-Irish War demonstrates the success which a well-organized guerrilla campaign can achieve, and the tactics used by the IRA must therefore be understood by any serious student of small warfare. 相似文献

Over the past decade, Western military doctrines concerned with matters of irregular warfare and counterinsurgency have emphasised the requirement for properly ‘understanding’ the social, political and cultural environments in which those militaries may operate; the so-called human and socio-political ‘terrain’. This has led to a number of advancements and initiatives designed to facilitate the way that militaries may enhance that understanding. One of those initiatives has been the emergence from within the British military of a doctrine – JDP 04 ‘Understanding’ – designed for that purpose. Using that doctrine and other subsequent publications as a template, this article will examine the utility of ‘understanding’ for those commanders seeking to match military activities with political ends. It proposes that while any advances in understanding the operating environment are to be applauded, the ‘understanding’ of greatest importance is that relating to the feasibility of the strategic objectives at hand. If those objectives lack inherent feasibility, then the development of subordinate forms of understanding, particularly in relation to the socio-political dynamics of target societies, will likely only serve to slow the process of failure. 相似文献

This article describes the results of research into the social phenomenon of “respect” as framed by junior members of the British Army, as part of a wider study into the Values and Standards of the British Army. This research was interview based, using qualitative analysis software to detect, manage, and draw conclusions from the qualitative data recorded in those interviews. The data indicated that the primary situation in which “respect” was visualised by the participants was the unit context, and that it comprised a combination of three different strands: respect for rank or “hierarchical respect,” “professional respect” for a person's military competence, and “personal respect” for an individual's character, personal behaviour, and attributes. The overall respect that an individual is given arises from the combination of these three areas. “Respect” as a concept was, in the soldiers’ characterisation, something that had to be earned (except for the “given” represented by rank) and was not stable: a person's fund of respect could go up or down in social value. Respect was also linked to trust: the more respect a person had, the more they could be trusted. Although the unit context was the primary one for discussing their framing of the concept of respect, many of the participants reported a wider dimension in which every human being deserves a basic level of respect simply for being human, and this level could not be forfeited. 相似文献

Among the multiple dimensions of the tous azimuths modernisation of Chinese naval forces, the development of China’s anti-access capacity has recently elicited considerable interest. The important link between this capacity and an overarching vision of the use of force – i.e. a naval doctrine – has, however, often been left implicit. This article shows that the particular development of China’s naval anti-access forces – more precisely, forces with an impact on the naval balance – can be explained by a shift of China’s naval doctrine towards a distinctly pre-emptive posture, which, itself, stems from the set of constraints imposed by the framework of ‘local war under informationised conditions’. 相似文献

The Pakistani security forces have won their fight against the insurgency of the Pakistani Taliban, though terrorism will remain a serious problem for the foreseeable future. Victory was won not chiefly on the basis of new tactics, but of the recovery of legitimacy for the campaign among the population and the armed forces. This occurred when the war came to be seen as one waged not in the interests of the USA, but for the defence of Pakistan. In Balochistan, the nationalist insurgency has been different from and weaker than that of the Taliban—but may prove longer lasting. Military tactics in Balochistan have closely resembled those of the British Raj, and have been based with some success on fomenting tribal divisions and co-opting tribal elites. 相似文献

The military poses an ongoing threat to modern democratic rule in some African countries, especially in the Zimbabwean context. This paper reveals the ways in which Zimbabwe National Army (ZNA) generals have played a political role in the Zimbabwean elections, an issue which is both a political threat and a security threat to the state. It is argued that the ways in which ZNA generals engage in the political process goes against Section 208(2) of the constitution of Zimbabwe, which summarily states that the military must be apolitical. In substantiating this argument, the paper presents and analyses various public speeches made by army generals. It is contended that the army generals’ support of the Zimbabwe African National Union – Patriotic Front (ZANU-PF) and President Robert Mugabe has to be understood as a ‘mutual accommodation’, i.e. the generals are offered privileges in return for the political protection of the ruling regime which negatively impacts the security of the vote. 相似文献
